The Minutes of Meeting held 7.00pm Tuesday 14 October 2003
At the Community Centre, Phoenix Street,
Sandycroft, Flintshire.
6.30 -7.00pm Public Open Forum/ as no member of the public
attended, there was no items for discussion.
Present:
Councillors J.D. Vyse (Presiding) J. Barker, D. Clare, Miss C
Darlington,
Mrs. J. Jenkins, A. Parry, Mrs. E. Parry, D Roberts, & the
Clerk.
Consultative Arrangements
- Skateboard park site/ progress continuing.
- Juveniles’ loitering / continued monitoring
- Leisure Centre fence/ now repaired
- Speeding traffic /continued monitoring
- Untaxed vehicles parked on grass verges/ Sandycroft
- Thefts from motor vehicles
- Public House outside speaker causing noise nuisance/ Sandycroft
- Additional community policing, the Clerk would write to the Chief Constable
The Chairman thanked Inspector Dave Jolley and P.C. A. Lee for attending, and
welcomed new Councillor David Roberts.

2. Minutes
The Minutes of
the meeting held 12 September 2003 were passed as a True and Correct Record
Proposed by Cllr. D. Clare and Seconded by Cllr. Mrs.
J. Jenkins.
Vote: 8 For .0. Against.
3. Matters Arising from the Minutes
Proposed Skate Park Facility / The authority had
consulted with experts who were now preparing a scheme to submit for planning
application.
Development at Chemistry Lane, Pentre/ traffic lights would be positioned in
front of the building.
Security loft catches for elderly resident’s bungalows/. Councillor Mrs. E.
Parry undertook to purchase six more catches and ensure delivery to Mr. Whetwell.
The ‘Rolling Improvements Programme’
- During Councillors’ ‘Walkabout’ it was observed that new sleeves should
be fitted to the cracked columns in Watkin Street & Phillip Street,
Sandycroft. A repair was needed to the cut-out on the bracket light in Dundas
Street, Queensferry and an additional 5mtr column street light with dipped
lantern required between 8 &10 Church View, Pentre.
- The Authority had informed the Clerk that they and not the community council
were responsible for street lighting in Bernsdale Close, and would be reminded
that the lantern on the replacement column required energy connection.
- Litter Bins / outside Phoenix Court, Sandycroft and by the corner of Church
View, Pentre/ although the Authority had been reminded, the bins had still to be
erected.
- Street Signs Gladstone Terrace, Pentre/ Queens Street, Queensferry/ signs now
being replaced.
- Sunken tarmac / As it had been noted by Councillors on the recent ‘Walkabout’
that several patches needed repair in the rear access of Station Road,
Queensferry. Cllr. Denis Clare Proposed and Seconded by Councillor Mrs. J.
Jenkins that this work should be carried out.
- Broken fence bordering Railway Terrace, Sandycroft/ as building work was
underway, a temporary repair had been done; although it was noted that other
breaks in this fence had occurred.
- Ditch / Queensferry / the work had not been completed due to staff illness;
however Neil Parry was arranging to have the large items of debris removed.
- Community Service/litter picking / the Clerk on reminding Probation Service
that Sandycroft Community Centre Chairman/ Secretary had still not been
contacted, was informed that changes and training were taking place in the
department.
- Asda footpath, the manhole cover needing replacement, had been reported to
Asda on several occasions and had still not been attended to.
- Changes to Bus Stop Service/ as the Clerk had received confirmation that no
action could be taken at present for the buses to stop in a more convenient
place for shopping in Queensferry, she would write and request that a meeting be
arranged by the parties concerned in an endeavour to find a solution.
- Queensferry regeneration programme was hoped to be completed by Christmas
2003/the Clerk would continue to remind the Authority for progress updates.
- Leisure Centre/ excessive noise and broken fence / although the fence had now
been repaired, the Leisure Centre Manager had informed the Clerk that as soon as
repairs were made, the fence was vandalized again, to gain a short-cut access.
- Bus Shelters/ Adshell /the Clerk would re-apply during the next month, to
ascertain if capital was available.
- Traffic Calming Match Funding Scheme/ With regard to the letter &
petition from residents in Hamilton Avenue regarding concerns for the safety of
children due to speeding traffic. Advice and costs had been sought and received
from the Authority on traffic calming methods. There was no match funding
available in this financial year.
Queensferry
- Litter/broken glass in the Underpass/reported
- Noise from road works at unsocial hours causing nuisance to residents/ the
Environmental Department had been contacted, and would investigate the
complaints.
- Letter and photographs received from a resident of Queensferry regarding
the footpath between Glynne Street & Queens Street. The Authority had been
sent copies for their perusal and the resident had been informed of this.
Pentre
- The Authority had requested that the community council give a name
suggestion for the new access road leading to the Makro Store. Councillors
agreed that the name ‘Bentley’s View was suitable for this new road and
the area.
- The Authority had rejected the name ‘Bentley’s View and the road would
be known as ‘Pentre Way’, the Clerk would send a letter of displeasure to the Authority.
Sandycroft
- Phoenix Street/tall trees behind some gardens were blocking light. The
Authority had promised to investigate and if necessary cut back the
overhanging branches that encroached into these gardens. However there is no
law that requires the height of the trees to be cut down, as they are in
private property.
4. Councillors’ Walkabout
- Items noted on this walkabout
that needed attention were being dealt with.
5. Progress Update regarding a Website
- Councillor Dennis Clare had designed a website and had resolved the Domain
name/ queensferry cc org. uk he was also willing to act as Webmaster. The cost
per year of this website £86.78.Queensferry Community Council would be one of
the first with a website and the Agenda, Minutes and other items of interest
would be available. Councillor John Barker Proposed, Seconded by Councillor Mrs.
Eileen Parry that this website should proceed. Vote 8 For. 0 Against. Councillor Denis Clare was
congratulated and thanked for all his work by the Chairman on behalf of the
council.

- Groundwork Wrexham & Flintshire/Project Manager, Helen Prince, is willing
attend a meeting of council to explain how Groundwork can assist the community.
The Clerk would write and invite Ms. Prince to attend the February meeting of
council.

Timetable & information/ Ensuring a Sustainable Future for Flintshire /
Councillors agreed to form a sub-committee for discussion.
This committee would meet 1.00pm Sunday 26 September at Sandycroft Community
Centre.
