Following a meeting of the Council with Grampian Foods on Monday 1st August the procedures below were discussed:-

SUMMARY OF ASSESSMENT OF ODOUR IMPROVEMENT MEASURES FOLLOWING AN AUDIT ON 26 MAY 2005

AND IN ACCORDANCE WITH THE PERMIT ISSUED TO GRAMPIAN COUNTRY FOODS BY THE ENVIRONMENT AGENCY IN FEBRUARY 2005

Measure / Area

Description

Actions to Date

Site - General Housekeeping

Prevent spillages, clean up spillages rapidly.  Employ mechanical cleaning of contaminated yard areas on regular basis

A mechanical road sweeper has been hired for 12 months to clean yard areas

Offal, Heads & Feet, Feathers Processing & Disposal

Investigate means to contain gantry processes and to cover trailers whilst being filled with by-products.  Use sealed trailer bodies with single dedicated drain points for water/fluids direct into foul site drainage.  Prevent spillages onto yard surfaces or rapid cleanup.  Investigate feasibility of pre-processing of by-products and containment in sealed units

Bi products are now stored in open trailers.  Investigations are under way regarding costs and feasibility to supply sealed units, also of turning bi products into animal feeds on site to reduce storage times This could be a long term issue.  In the mean time making efforts to remove all trailers from site on Friday night to improve situation over weekends and general making efforts to remove trailers more often during the week

Trailer Management

Optimise efficient use and turnaround of by-product trailers and minimise waiting times, particularly during summer months

As above, generally making efforts to remove trailers more often during the week and ensuring no trailers are left there over the weekend

Blood Tank Scrubber

Investigate alternative/improved abatement of odours from blood tank filling and expelled air from tankers

Investigations are under way into improvements in this area ie. sealed tankers

Sludge Loading Odour Control

Investigate feasibility of providing odour control unit for air expelled during tanker loading of wastewater treatment plant sludge.  Perhaps combine with blood tank scrubber

The purchase of a sealed tank is proposed at a cost in the region of £30,000

Wastewater Treatment Plant Odour Control

Investigate feasibility of providing additional containment, extraction and possible odour control for elements of the wastewater treatment plant area

Again wastewater is at present contained in open tanks and investigations are to be made into covering them

Councillors will be following the progress closely.  The next meeting at Grampian Foods is Monday 03 October when the above information will be updated.

GRAMPIAN COUNTRY PRODUCE (CHICKEN FACTORY)

Members of the Community Council are having regular discussions with the factory and also with pollution officers from Environment Agency Wales in an effort to resolve long term problems with smells and noise. The Environment Agency Wales have only taken over the nuisance issues this year and we hope that we may at last see an improvement.

However, if you should experience problems, especially now that the weather is getting warmer, please call the Environment Agency to log your complaint. Their telephone number is 0800 807060 and this line is manned 24 hours per day. You may still call the factory to have your complaint logged on their records. Their telephone number is 01244 535155.

The more people complain the more likely we are to get this situation improved.

PLEASE HELP YOUR COUNCILLORS TO HELP YOU

October 2004

Members of the Council, last Sunday (17th October) made a site visit after complaints from residents to the proposed "Retrospective Planning Application" at the Dingle Caravan Park, Sandycroft. Residents were concerned that four of the enlarged plots were intrusive upon their properties, and that the trees which screened the development, had been removed. The Council agreed to oppose this planning application and requested a site visit from the Chief Planning Officer, The Enforcement Officer from Flintshire County Council together with David Wisinger our County Representative.

Letter from the Clerk to the Council posted to all residents of Sandycroft

                    QUEENSFERRY COMMUNITY COUNCIL

July/August 2004

From: Councillors serving Sandycroft Ward

To: Residents of Sandycroft

Subject: Pollution Odour from Chicken Food Processing Factory

You no doubt have been experiencing nuisance problems regarding the above, especially during the recent warm weather.

Your local Councillors are in discussions with Mr Andrew Fuller, Pollution Officer, Flintshire Environmental Health Department and they do have regular meetings with senior management at the factory in an endeavour to resolve these pollution problems.

However as the odour is still on-going, it would be beneficial if you as residents suffering this nuisance could ring the Environmental Health Department on 01352 703440 to request a ‘Nuisance Form’. Each form sent out is recorded by the Authority which means that the more residents request, complete and return the form, the quicker this problem will be resolved

Please help Councillors serving your area to help you by putting an end to this long term situation once and for all.
