Present: Councillors: D A Parry. (Presiding), D. Clare, Mrs. L. Clare, K. Garner, K. Garrett, B. Humphries, A. Jones, D. Roberts, D. Wisinger, Mrs. S. Wynn & the Clerk. Consultative ArrangementsSecond Police Audit I Pentre & Sandycroft to be held 27 July Chester Road speeding vehicles / continued monitoring, hand —held traffic cameras to be used. Underage alcohol abuse/ continued monitoring of local outlets, police cadets assisting with test purchases, identifications of bottles commencing. Anti-social behaviour /a greater use of special constables as a further deterrent.
1. Apologies for AbsenceCllrs. M. Chester, Rev. S. Hildreth, Mrs. S. Salisbury. Council agreed that members of council who failed to send in advance apologies, prior to the commencement of meetings would be marked as absent
2. The Minutes of the meeting held 12 June 2007 were passed as a true and correct record. Proposed by Cllr Mrs. S. Wynn and Seconded by Cllr. A. Jones. Vote: 10 For. 0. Against.

Update from delegates on ‘Outside Bodies’Grampian Country Foods at the meeting held 9 July Jim Roberts informed council delegates investigations were underway regarding the nine odour complaints received mainly at weekends. Seagull problem; date awaited for the erection of the mesh netting. No noise issues. Date of next meeting Monday 3 September 2007 The Environmental agency would be requested to send a representative. Cllr. A Parry gave a brief report on the meetings he had recently attended One Voice Wales, UDP, Drome Corner Improvement pre-inquiry, Sandycroft C.P. School Governors meeting and several Civic Services. It was agreed that for the local primary schools in the area a competition with certificates awarded by council should be arranged.
5. Report on enquiries made regarding part-time traffic warden & festive decorations for Queensferry.Traffic Warden /the Clerk had made enquiries from Wendy Pace of North Wales Police. Six months he is employed fully by the Police and for the other six months of the year several Town/Community Council use the traffic warden on a part-time basis. The cost for two hours per week would be £815 this could be alternate months or during the months when the problem is more intense. However the hours would depend on what was available. After discussion council agreed to proceed on the understanding that they accept whatever hours were offered. Festive decorations / enquiries had been made of several town and community councils, the initial set up cost being high and vandalism could be a problem, also risk assessment and health & safety issues. A catalogue of festive designs & costs would be perused and further discussion to take place with 2008 in mind for possible festive decor. Cllr Denis Clare suggested that Belvedere Close, Queensferry would be a suitable starting point.

The Chairman and Clerk/RFO made the necessary amendments to the Annual Return that had been requested by the External Auditor
