Minutes of the Meeting of Council held 7.OOpm Tuesday 10 July 2007 at the Community Centre, Phoenix Street, Sandycroft, Flintshire

 

Present: Councillors: D A Parry. (Presiding), D. Clare, Mrs. L. Clare, K. Garner, K. Garrett, B. Humphries, A. Jones, D. Roberts, D. Wisinger, Mrs. S. Wynn & the Clerk.


Consultative Arrangements

Second Police Audit I Pentre & Sandycroft to be held 27 July

Chester Road speeding vehicles / continued monitoring, hand —held traffic cameras to be used.

Underage alcohol abuse/ continued monitoring of local outlets, police cadets assisting with test purchases, identifications of bottles commencing.

Anti-social behaviour /a greater use of special constables as a further deterrent.

 


1. Apologies for Absence

Cllrs. M. Chester, Rev. S. Hildreth, Mrs. S. Salisbury.

Council agreed that members of council who failed to send in advance apologies, prior to the commencement of meetings would be marked as absent

 


2. The Minutes of the meeting held 12 June 2007 were passed as a true and correct record.

Proposed by Cllr Mrs. S. Wynn and Seconded by Cllr. A. Jones.

Vote: 10 For. 0. Against.

 


3. Matters Arising from the Minutes

  • Skate-park/ Cllr. Denis Clare will keep council informed of progress.
  • Lopping of trees behind Hamilton Avenue! enquiries continuing
  • Pentre & Sandycroft notice boards replacements / lockable aluminium type, each board £1,525 & £171 for a header panel. A catalogue of designs awaited.
  • Public seals replacements/ £1,925 as per the stainless steel benches situated in Queensferry. These seals are now on order.
  • Bollard outside Pentre late shop / concrete £361 or plastic flick back £309.92. catalogue denoting the various designs awaited.
  • Garden refuse bin/ parts of Sandycroft & Queensferry still without these bins, largely due to vehicle access
  • Rear Access in Queensferry, legal enquiries continuing.
  • Chester Road, Pentre: BT Telephone kiosk broken glass! BT to resolve.
  • Traffic problems! Traffic Management would arrange an inspection to ascertain feasibility of a ‘yellow box junction, ‘due to the traffic congestion at Chester Road, Mancot Lane & Chemistry Lane & inform the Clerk
  • Phoenix Street, Sandycroft. Footpath of the elderly persons’ flats, confirmation from the Authority that the situation would be remedied.
  • Untidy board on public house /Punch Taverns, to resolve
  • Signs: Junction, Hamilton Avenue! Resolved
  • Station Road ramp sign! Resolved.
  • 40 mile activated street sign, Chester Road, Sandycroft. As no further information received from the Authority, the Clerk would request an update.
  • Factory Road pull-ins / David James, Flintshire County Council, had written with information that the lays bys were in satisfactory condition and under the railway bridge does not form part of the adopted highway. The Clerk had written to David James regarding these pull-ins & was awaiting reply.
  • Blocked grids! Fairfield Road & Pierce Street / Jetta clearing to commence.
  • Station Road, Spar car park/ street light not operating properly/ Resolved
  • Noise Nuisance to residents from factory in Glendale Avenue! a letter had been sent to the factory Director, requesting his assistance to resolve the problem. No further complaints had been received to date. However a tree obscuring the street light required pruning.

The Authority had been made aware of the following:

  • Continuing fly-tipping / litter problems in the ditches around Sandycroft.
  • Fly-tipping /front entrance of the former OBE building.
  • Overgrown Trees/Fairfield Road rear access advice being sought from Flintshire County Council Tree Officer, further advice to be sought regarding pruning.

 


 

4. Update from delegates on ‘Outside Bodies’

Grampian Country Foods at the meeting held 9 July Jim Roberts informed council delegates investigations were underway regarding the nine odour complaints received mainly at weekends. Seagull problem; date awaited for the erection of the mesh netting. No noise issues.

The Environmental agency would be requested to send a representative.

Cllr. A Parry gave a brief report on the meetings he had recently attended

One Voice Wales, UDP, Drome Corner Improvement pre-inquiry, Sandycroft C.P.

School Governors meeting and several Civic Services.

It was agreed that for the local primary schools in the area a competition with certificates awarded by council should be arranged.

 


 

5. Report on enquiries made regarding part-time traffic warden & festive decorations for Queensferry.

Traffic Warden /the Clerk had made enquiries from Wendy Pace of North Wales Police. Six months he is employed fully by the Police and for the other six months of the year several Town/Community Council use the traffic warden on a part-time basis.

The cost for two hours per week would be £815 this could be alternate months or during the months when the problem is more intense. However the hours would depend on what was available.

After discussion council agreed to proceed on the understanding that they accept whatever hours were offered.

Festive decorations / enquiries had been made of several town and community councils, the initial set up cost being high and vandalism could be a problem, also risk assessment and health & safety issues. A catalogue of festive designs & costs would be perused and further discussion to take place with 2008 in mind for possible festive decor. Cllr Denis Clare suggested that Belvedere Close, Queensferry would be a suitable starting point.

The Annual Return had been received from the Internal Auditor and the list of recommendations to be discussed at the next finance committee meeting. The Chairman and Clerk/RFO made the necessary amendments to the Annual Return that had been requested by the External Auditor

 


7. Correspondence received.

  • Groundwork, Identifying Paths for Improvement 2001 -2010. Ground work are generating funding and willing to attend a meeting to discuss potential rights of way improvement work.

The above item would be placed on the Agenda and discussed at the September meeting

  • UHY Hacker Young Accountants re: Annual Return

Flintshire County Council re:

  • Flintshire UDP -notes for objectors from the Pre-inquiry Meeting if a representative wishes appear at the Inquiry, notification to be received by 23 July. Flintshire Environmental Competition - judging will take place for ‘Best kept Seniors Citizens Estate at Queensferry on 26 July.
  • The Demise of Dunvant Community Council; and enclosed article prepared by Adam Peat, the Ombudsman for Wales.
  • Memorial Safety inspections Programme
  • Flintshire County Council - Date for Diary-Chairman’s Charity Ball 7th March 2008
  • Wales Audit Office –Notice of appointment of UHY Hacker Young as the external auditor.
  • Efflux Environmental Services — new trading name of A & A Chester Drains Ltd and a list of the services available.
  • Community Health Council — seeking new recruits.
  • Welsh Assembly Government (A494) Drome Corner to Ewloe improvement, Pre-Inquiry Meeting 10.OOam at the Holiday Inn. The Inquiry itself will be held at 10am Tuesday 11 September 2007 at the same venue.
  • One Voice Wales — Conference & AGM Saturday 13 October 2007, Llandrindod Wells, Powys, motions for debate must be submitted by 27 July 2007 councils must ensure that a proposer & seconder is present at the AGM. Councillor DA. Parry indicated his willingness to attend

9. Matters requiring urgent attention

 

Queensferry:

  • Ditch at Queensferry needed clearing & cleaning.

 

Pentre:

  • Overgrown hedge on the footpath
  • Telephone box vandalised,
  • Road dip /Chemistry Lane

 

Sandycroft:

  • Overgrown hedge at the Scouts Headquarters, Phoenix Street.
  • Gully-grate replacement required/rear access Queens Avenue.
  • Unfinished tarmac at the Bus-Stop opposite the Bridge Inn, Chester Road.
  • Overgrown trees Estate Agent to be informed regarding a residence; end of Phoenix Street.
