QUEENSFERRY COMMUNITY COUNCILMinutes of the Meeting held 7.00pm Tuesday 11 July 2006 At the Community Centre, Phoenix Street, Sandycroft, Flintshire. Present:Councillors: D. Roberts. (Presiding), Mrs. L. Clare, K Garrett, B. Humphries, Mrs. J Jenkins, L Meech, A Parry, Mrs. S. Salisbury, D, Wisinger Mrs. S. Wynn and the Clerk Consultative Arrangements –In Attendance: Insp. S. Hatchett. Apologies PC. G. Leherle.
1. Apologies for Absence:

2. The MinutesThe minutes of the meeting held 13 June 2006 was passed as a true and Correct Record, Proposed by Cllr. B. Humphries and Seconded by Cllr K Garrett Vote: 10 For. 0 Against 3. Matters Arising from the Minutes• Skate-park: planning application had now been received from the Authority. • Fence/Broughton Brook! Phoenix Street; work completed, rubbish left behind the fence to be removed. • Civic Amenity Site —no update received. • Road surface, Phoenix Street; the Clerk had reminded David James regarding the situation. • Broken fence! Bernsdale Close: the Housing Department are aware of the situation. • Queensferry C.P. School: the Clerk had written to inform the school that Council would donate £300 towards the cost of a directional sign, when the school wished to proceed. • Lopping of Trees at Sandycroft playing field / Hamilton Avenue! the Authority are aware of the situation, quotations are being perused regarding tree removal behind the playing field and enquiries being made regarding the tall trees behind the gardens of Hamilton Avenue • Litter bin by the late store in Pentre, the Authority had been reminded again, that relocation was required. • Land at Deeside Leisure Centre /no update received • Grass verge! Chester Road! Hamilton Avenue junction/enquiries had been made regarding the parked car displaying ‘for sale’ sign. • Decriminalised Parking - no update received from the Authority, they would be having discussion within the Countrywide Parking Study, in the near future. The Authority had been informed of the following: • Chemistry Lane traffic lights not synchronised / an inspection would be made • Untidy and overgrown hedges along the highway • Bus Shelter situated at Chester Road/Hamilton Avenue Junction: this shelter would be exchanged, at no charge, for a smaller version. • Drain water gullies missing: the Clerk had been informed that a number of these gullies had been stolen. • Large hole in the wire mesh fence, at Broughton brook! Station Road, work to commence within the next week • Gate leading to the football field required re-fixing onto the hinges (work completed. • The play- equipment that was in urgent need of repair at the children’s play area: an inspection for repair was to be made by the Authority. • Brown garden refuse bins for the area/the Clerk had been informed that the situation would be renewed in the next six weeks. • Enquiries were on-going regarding a replacement notice board. • Vandalised Telephone Box at Pentre: reported to B.T. • A section of overgrown hedge at Station Road / work completed.
4. Update on the Food Processing FactoryCllr. Mrs L. Clare circulated an update of the meeting that was held Monday 3 July between the delegates of Council and Factory Management, progress was continuing and the factory was thanked. Next meeting to be held 5.15pm Monday 4th September 2006
5. Recommendations of the Financial Committee• The Receipts and Payments figures & Bank Balances from 1 April to 30 June 2006 were approved. • Discussion regarding a letter received from a local solicitor on behalf of a resident of Queensferry After discussion regarding the contents of this letter, it was proposed by Cllr Wisinger and seconded by Cllr. R. Meech that council should take legal advice. Vote: 10 For. 0 Against. Cllr Wisinger and the Clerk undertook to visit a solicitor in the near future. 6. Accounts for Payment• NWP Electrical Ltd: Street light repair& maintenance £483.04 • A & A Drains: Gully Cleaning £799.00 • Clerks net salary for month of June £359.00 • Clerks net salary for month of July £358.79 • Inland Revenue for month of June £111.62 • Inland Revenue for month of July £111.84
Transfer £2,500 Council approved these payments

8. Planning Applications
Proposal: Change of use from private bus operator to indoor play centre with internet café. Location: Unit 5, Expressway Business Park, Queensferry, Flints Council had no objection.
Proposal: Construction of Skateboard Park Location: Land to side of Community Centre, Phoenix Street, Sandycroft Council had no objection.
Information Proposal: Change of use to café Location: 25 Babbage Road, Sandycroft Flintshire, The Authority had approved.
9. Matters Requiring Urgent Attention.Queensferry: White lines painted in Pierce Street & Gladstone Street The Clerk would contact the Highways Department Sandycroft: A letter of support would be sent to Connah’s Quay Town Council, regarding their efforts for the No 12 Bus route continuing along Sydney Mall Court, Connah’s Quay. Pentre: Nil
