QUEENSFERRY COMMUNITY COUNCIL

 

Minutes Meeting held 7.00 Tuesday 13th September 2005 at the Community Centre, Phoenix Street Sandycroft, Flintshire

 

Present:

Councillors: Mrs. L. Clare (Presiding) K. Garrett   B. Humphries, Mrs. J Jenkins, A. Jones,  A Parry, D. Roberts, Mrs. S Salisbury, D. Wisinger and the Clerk

 


Consultative Arrangements

  • Inconsiderate parking to residents by the car showroom personnel; the Clerk would send a letter to the management with a copy to Insp. D. Jolley.
  • The Clerk would remind the Authority that 30mph s had not been erected along Chester Road.
  • Police Volunteer meetings - PC. Lee would inform the Clerk of the arranged dates.
  • Parking in Queensferry— no new complaints received.
  • Insp. Jolley had not received further update on bye- laws regarding motor-bikes on the riverbank; it was suggested that a. ‘kissing gate’ could act as a deterrent, enquiries would be made.
  • Leisure Centre— cars speeding around the car park and fires being set alight at the rear of the building

Insp. Jolley informed council of:-

  • Hand-held speed guns were available for purchase, these speed guns, operated by community members, resulted in a reminder, to be watchful of speed letter, being sent to the motorist
  • CCTV cameras - negotiations were in process between the Police and two Deeside stores, this would give coverage to Chester Road, Queensferry On completion of the negotiations, resulting in the erecting of these cameras, a donation would be asked from council.

Council was informed that the proposed bus lane from Shotton to Queensferry would not be proceeding.

Community Warden Scheme Officer, Francis Illing will be attending the November meeting of Council.

2. The Minutes

 

The Minutes of the meetings held 12th July 2005 were passed and a true and correct Record, subject to three amendments. Proposed by Cllr K. Garrett; Seconded by Cllr D.Wisinger Vote: 9 For. O Against

 


 

3. Matters Arising from the Minutes

 

  • Concrete litterbin / the bin would be in situ in September
  • Groundwork / Sandycroft Skate Park / the committee had held a meeting and were making progress. Eventually nearby residents would be consulted.
  • Dundas Street rear access  / Waste Management had confirmed that costs for proven damage by their vehicles would be compensated.
  • Proposed civic amenity site/ no further information.
  • Renewal of the Civic Chain I Thomas Fattornni had completed the additional links and velvet hacking to the chain; they advised that the medallion was in need of restoration. Council agreed that the chain was much improved, and no work be undertaken to the medallion
  • Public House, Phoenix Street  / as residents bad experienced nuisance from the premises, two residents were represented by a member of council, at the hearing held, for the application of a premises license. Council had previously placed their objections on record. When a change of licensee occurred, The Clerk would send a letter requesting consideration for the opposite residents, regarding the light pollution problem.
  • Barrier fence / Riverbank / enquiries had been made with the Land Registry and were now being made with the River Authority.
  • Barrier- fence/Pentre ‘late shop’, Cllr. Garrett had observed that the barrier was not being used.
  • Quality Council Status / the Clerk had received the certificate on completing the course. Further training courses were available, but at present Wales did not operate Quality Council status.
  • Newsletter- ‘Community Times’ had been delivered in the council’s area by supervised youth offenders, unfortunately delays had occurred in delivery time.
  • Fence/Broughton Brook/Phoenix Street; a quotation bad been obtained for chain link fencing £185 and palisade fencing £295. Council agreed that the quotation for palisade fencing be accepted and work should commence.
  • Footpath from Pentre to Sandycroft / the Authority would be reminded in the wet weather season, as the surface becomes slippery and could cause possible hazard to pedestrians.
  • Two additional street lights, Station Road, Sandycroft, work to commence shortly.
  • Rear access sweeping & cleaning programme, work to commence in the immediate future.
  • Traffic Parking, Queensferry / Cllrs. Alan Jones and David Roberts each had a large scale map and would consult residents of the proposed traffic plan. The Authority would be informed of how council wished to proceed.
  • Queensferry/ nuisance caused to resident from a builder’s yard / the Environment Department had been informed, and the resident could complete a nuisance form obtainable from the Environment Department
  • Sandycroft/ Traffic calming e.g. speed humps (Hamilton Avenue & Phoenix Street) signs & Reduction to 20mile limit for Hamilton Avenue.

The Clerk had been informed by the Authority that the moratorium on physical traffic calming imposed by the executive committee in 2004 is still in place. The imposition of 20mph mandatory zones, have at present, to be complemented by physical traffic calming, thus installation of a 20mph zone in Hamilton Avenue is not achievable.

A site inspection of the area off Phoenix Street  revealed the ability to provide playground signs for the safety of users; at the expense of Highways department, signs will be erected.

  • Factory in Glendale Avenue / noise before 7.OOam, Cllr Meech had investigated, and the problem should be resolved.
  • Parking problems on land in Chemistry Lane, Cllr. Meech making enquiries and awaiting further information. Deferred until Councillor Meech was present
  • Broken fence access from Bernsdale Close to Chester- Road! the lousing Department Will investigate
  • Station Road/hedge needs pruning /  work completed.
  • Skip –site / as vans (not trade) were now prohibited, with the exception of permit holders. Permits could be applied for by residents with plain vans (no works logo etc) proving that these vans were for private use only. The Authority had written that, they were not aware of increased fly-tipping. Garden waste bins would not be provided in the foreseeable future; however one garden refuse sack would be collected weekly with household refuse. In the event of multiple garden wastes they would be collected at a charge of £1.00 per sack.

 


4. Venue for Council meetings in Queensferry

Council agreed that as the present venue was unsuitable, all meetings would be held at Sandycroft Community Centre, unless an appropriate venue in Queensferry could be found, then the situation would revert to alternate meetings in Queensferry. The Clerk would send a letter to the administrator at the Community Wing of the school

 


 

5. Grampian Foods Update

A meeting was held 1st August and the next meeting 3 October. Members of council who attend the meetings have been circulated with a copy of ‘Summary Assessment of Odour Improvement Measures’ and the factory has agreed to improve ‘housekeeping methods’ to improve the odour nuisance.

The Permit was now on a template, would be an item on the Agenda and would be updated after every meeting held with factory management.

  • Proposal: Prior Approval Notice as to the siteing and appearance of a 15m high Telecommunication tower, three antennas, one 600mm diameter dish antennas, Radio equipment housing and ancillary works

  • Proposal: Conversion of two storey barn into two bedroom detached dwelling

      Location: 1 Dundas Street, Queensferry, Flintshire

 

  • Proposal: Erection of part illuminated signage

      Location: Bramall Quicks, Station Road, Queensferry, Deeside, Flintshire

 

  • Proposal: Erection of six storey flats development providing 36 No. new units and basement parking for 53 vehicles

       Location: 1 - 7 Pierce Street, Queensferry

 

 

Councillor Wisinger informed council that:

Recyclo Sandycroft- The Chairman, accompanied by Cllr Mrs Jenkins and the Clerk had attended the opening on 12th September.
