Minutes of Meeting held 7.00pm Tuesday 14th September 2004

at the Community Centre, Phoenix Street, Sandycroft, Deeside, Flintshire

 

Present:

Councillors: Mrs. J. Jenkins (Presiding), Mrs. L Clare, K Garrett, B. Humphries, A Parry, D Roberts. Mrs. S Salisbury, Mrs. P Titley, D Wisinger, & the Clerk.

Consultative Arrangements

Police surgeries held in Queensferry / commenced.

Underage alcohol misuse/several arrests made and continued monitoring

Pentre parking problems/a site meeting still to be arranged.

Over limit parking at Station Road, Queensferry/ enquiries were continuing

Rosters to give improved police coverage for area / now commenced.

Nuisance along the riverbank

P.C. Lee was informed about the speed and noise, caused by motorbikes on the riverbank

Dog walkers were allowing their dogs to foul in the area, this too was causing nuisance to the nearby residents. The Clerk would contact the Authority and request that dog fouling bins be placed in the vicinity

2.     Minutes

The Minutes of the meetings held in July were passed as a true and correct record.

3.     Matters Arising from the Minutes

·        Broken fence at Sandycroft Community Centre, One quotations and one estimate for palisade fencing had been obtained. The Clerk was awaiting written confirmation twin a third contractor. Council agreed that the estimate of £150.00 if confirmed as a quotation, should be accepted, and the work commence

·        Notice Boards/Pentre & Queensferry signs to be completed.

·        Leisure Centre ice rink noise / the Environmental department would liaise with Cllr Mrs. Wynn.

·        Vandalised Litter Bins still under discussion.

·        Flintshire Neighbourhood Watch Association Signs/the signs were now in situ.

·        Bridge Villas rear access / A site meeting with residents had taken place and enquiries had been made from the Authority and these enquiries were continuing Meanwhile on the recommendation of the Finance Committee, the Clerk would obtain three quotations for tar macadam.

·        Flintshire Environmental Competition 2004/ Station Road Queensferry and Belvedere Close were entered in the competition, although not the winners, the Authority realized the tremendous efforts that had been made. Cllr. Mrs. S Wynn would be asked if she would be the Council’s representative and attend the Reception / Buffet, 6.OOpm 17 September at County Hall

·        The Clerk bad received communication & photographs from Net Work Rail, regarding the poor surface and the overgrown vegetation on the railway bridge, Pentre and the Japanese Knotweed problem in Dundas Street rear access at Queensferry. Photographs showed a vast improvement to the overgrown vegetation on the railway bridge.

·        Odour from the Local Food Factory,

Flintshire County Council Pollution Officer Andy Fuller met members of council for discussion. Mr. Fuller had contacted the factory, and had written to their head office.

The factory was arranging for an odour expert to carry out a survey, and he was now awaiting an update.

A meeting would be arranged in the near future for the members of council who attended regular meetings with the factory Management team.

The Authority had been reminded that:

·        The drains in Fairfield Road and Pierce Street; Queensferry & Phoenix Street & Fairway, Sandycroft still needed attention.

·        Keep left bollard on the Chester Road/Makro entrance junction still needs attention.

·        Noise from cars driving over the metal plate at the entrance in the car park of the local convenience store was still causing nuisance in Pentre.

·        Litter and parking problems still continuing.

·        Footpath from Pentre to Sandycroft required an improved surface, as there was no drainage and was very muddy.

·        Quotation being sought regarding the Bollards that needed replacing in the rear access of Queens Street.

·        The Authority would be holding a meeting on 15 September, regarding the operation of Scandals, Station Road, Queensferry, and Cllr. Wisinger would give an update.

·        Proposed civic amenity site/the Authority were awaiting a noise report and had no further information at present

·        Change of venue council meetings in Queensferry / the Clerk had written to the

·        Committee Chairman of the Queensferry Memorial Institute, requesting use of the premises and was still awaiting their reply.

·        Refurbishment of the Civic Chain / Civic Regalia Manufactures Thomas Fattorini had sent a design booklet and material samples. It was agreed that a red velvet backing should be added and Cllr. D Clare be requested to photograph the chain, in order that design ideas and a quotation be obtained.

 


 

4.     New Mandate Form

Councillors present at the meeting signed this form.

 


 

5.     The Financial Regulations —Adopted –

These regulations had been discussed at the meeting of the Financial Committee held 13 September, and recommendation was made that they be adopted.

The Financial Committee had discussed the grade level of the Clerk and recommendation was made that this grade level be raised from SCPI 5 to SPC2I, the highest grade for a community population of under 5,000 and that the salary scale be adjusted accordingly. Council agreed to this recommendation.

One Voice Wales, Wrexham / Flint area, inaugural meeting Cllr. A Parry attended and gave a report on the proceedings. The next meeting will be held 7.OOpm 18 October 2004 at County Hall, Mold and the AGM to be held 23 October at Llandrindod Wells.

Local Health Board/proposal to establish Flintshire locality forums/nominations to be received by 20 September to join the locality network.

Citizens Advice Bureau AGM 1.3Opm onwards. Nominations invited to join the Trustee Board.

Flintshire PCCG meeting 7.OOpm 19 October 2004 at the Holywell Leisure Centre & Minutes of the last meeting.

Network Rail re: Pentre railway bridge and Japanese Knotweed, Dundas Street, Queensferry.

BT/Time Sensitive- meeting the needs of the community/removal of telephone boxes.

Play for Wales/Summer 2004 issue.

 


 

8.     Planning Applications

 

  • Proposal: Part change of use for private hire vehicle to operate from residential property

Location: 10 Bemsdale Close, Sandycroft Flintshire

Council agreed that this be restricted to one vehicle and no noise during unsocial hours

The Clerk would inform the Authority.

 

  • Proposal: Extension including new disabled W.C

Location: Lifeboat Inn, Phoenix Street, Sandycroft, Flints.

  • Proposal: Erection of part illuminated signage

Location: Bramall Quicks, Station Road, Queensferry, Flints,

  • Proposal: Office Extension

Location: County Auto’s Unit 7, Factory Road, Sandycroft, Flints.

  • Proposal: Erection of 8 No. light industrial units & provision for parking

Location: Glendale Business Park, Glendale Avenue, Sandycroft, Flints.

Council had no objection to these applications.

 

Information

Plans and information received that the Authority had granted conditional planning permission to:

  • Proposal: Construction of first floor office over existing kitchen/W.C (in course of construction)

Location: St. Ives Way, Sandycroft, Flints.

The Authority had granted conditional planning permission to:

  • Proposal: Single storey rear extension.

Location: 43 Hamilton Avenue, Sandycroft Flints

  • Proposal: Erection of steel portal frame building for warehouse & distribution

Location: Prince William Avenue, Sandycroft, Deeside, Flints.

 


 

9.     Matters Requiring Urgent Attention

Queensferry:

  • Public Conveniences required cleaning

Sandycroft

  • Letter requesting the assistance of residents in keeping the rear access of

North Street  / Queens Avenue, clean and clear of obstructions.

  • Council agreed that the Bus shelter by the church should be cleaned.

Pentre

  • The ‘no waiting sign was down and needed re-erection.
  • Litter problems continuing.

 

Council agreed that standing orders be suspended to allow an additional five minutes

Cllr Mrs. J Jenkins would make enquiries to the possibility of obtaining name badges for members of council.

A ‘walkabout’ would be arranged in the near future, in particular to observe the repairs and improvements to street lighting columns recommended by the maintenance contractor.

Litter bins- as several bins had been vandalised, and more substantial replacements costly, sponsorship from several local companies would be sought.
