The Minutes of Meeting held 7.00pm Tuesday 9 September 2003

At the Community Wing, John Summers Community School,

Queensferry, Flintshire.


Present:

Councillors J.D. Vyse (Presiding) J. Barker, D. Clare, Mrs. L Clare, Miss C Darlington, K. Garrett, Mrs. J. Jenkins, A. Parry, Mrs. E. Parry, Mrs. S. Wynn, & the Clerk.

 

Presentation by Airbus UK:

Prior to commencing the meeting, Airbus Government Affairs Executive Steve Thomas presented the Vice-Chairman’s Chain of Office, sponsored by Airbus UK, to Councillor Mrs. J. Jenkins.


 

Consultative Arrangements

  • Wood Street parking problems/ continued monitoring
  • Speeding cars/speeding motorcycles/residents in Hamilton Avenue very concerned /continued monitoring traffic management to be informed.
  • Skateboard Park/ young people confirmed they wish involvement in the venture and will endeavor to raise some funds.
  • Leisure Centre fence/ further gap by Fairfield Road/ reported for repair.
  • Juveniles’ loitering at the Queensferry underpass and at the Neighbourhood Stores, Pentre.
  • Thefts from motor vehicles

2. Minutes

    The Minutes of the meeting held 9 July 2003 were passed as a True and Correct Record

    Proposed by Cllr. A. Parry and Seconded by Cllr.D.Clare

    Vote: 10 For 0. Against.

 


 

3. Matters Arising from the Minutes

  • Proposed Skate Park Facility / The authority had confirmed that enquiries were progressing, but had been delayed due to staff illness and holidays. The Clerk would keep reminding the Authority regarding the planning application.
  • Development at Chemistry Lane, Pentre, building work underway, Information to be obtained regarding the traffic lights.
  • Security loft catches for elderly resident’s bungalows/ although Cllr. Barker had deposited the catches at Flint Council Offices these catches had not been fitted.

The ‘Rolling Improvements Programme’

  • Street Lights / additional & improvement: new lantern fitted to existing column in Church View, Pentre. New sleeve & 55w Sox lantern fitted to the column outside No.15 Hamilton Avenue, Sandycroft.
  • Councillors’ would review during the ‘Walkabout’ an additional lighting column for Church View.

  • Litter Bins / outside Phoenix Court, Sandycroft and by the corner of Church View, Pentre/ will be erected mid September.
  • Street Signs/ replacement signs on order for Gladstone Terrace, Pentre/ Queens Street, Queensferry.
  • Sunken tarmac at rear of the old bank premises in Queensferry, reported that the tarmac was cracking. Flintshire Construction Services who had organized the work had made an inspection and informed the Clerk that to raise it to the level of the surrounding surface may result in a potential trip hazard. Further patches of sunken tarmac in this rear access would be inspected on the ‘Walkabout’.
  • Broken fence bordering Railway Terrace, Sandycroft/ as building work was underway, a temporary repair had been done.
  • Ditch / Queensferry /the Clerk would remind the Authority, as the work had not been completed.
  • Community Service/litter picking / the Adult Offenders Organiser would be contacting Sandycroft Community Centre Chairman or Secretary as now only project work was carried out.
  • Ditch /Glendale Avenue to entry of Bernsdale Close/ the Clerk had written to the land owners as recommended by the Environment Agency Wales. Press coverage had expressed the Councillors’ concern to children’s safety.
  • Vice-Chairman’s Chain of Office/ received. Airbus Government Affairs Executive Steve Thomas, made the presentation to Vice-Chairman Cllr. Mrs. J. Jenkins.
  • Council Website/ Cllr. Barker had made enquiries and was awaiting further information.
  • The Garden Competition 2003/ prizes were awarded to the winners, and Press coverage given in the local newspapers.
  • Asda footpath, the manhole cover needing replacement, had been reported to Asda on several occasions.
  • Changes to Bus Stop service/ the Clerk had received confirmation that no action could be taken at present for the buses to stop in a more convenient place for shopping in Queensferry.
  • Resident complaining of dust pollution in Pentre/ the Environment Department would be taking further samples for analysis.
  • Chemistry Lane/ excessive noise from the stone crushing manufacture / Environmental Department would investigate.
  • Gaps in the hedgerow and the continuing litter problems in Pentre had again been reported to the Authority.

As many enquiries had been made regarding the gaps in the hedgerow, Council agreed that this item should now be removed from future Minutes.

  • Queensferry regeneration scheme/ quotations being sought and enquiries progressing, the Clerk would be kept informed and she would continue to remind the Authority for progress updates.
  • Leisure Centre/ excessive noise and the fence required attention/ the authority had been reminded.
  • Overgrown hedge problems/ had been attended to in Sandycroft.
  • Bus Shelters/ Adshell had confirmed there was no capital available at present for Sandycroft to have additional bus shelters, and advised the Clerk to apply later in the year.
  • Empty derelict house and unfinished and unsightly building extension project in Sandycroft. Work had now commenced on the derelict property. The Authority had informed the Clerk that no time scale was in operation regarding this unfinished building project.

 


 

4. Traffic Calming Match Funding Scheme

Residents of Sandycroft had given council a petition with 137 signatures as they were concerned about the safety of children due to speeding traffic, especially in Hamilton Avenue, Sandycroft.

After discussion on various traffic calming methods and high costs that would be involved, it was agreed that advice would be sought from the Authority.

9. Any Urgent Business

Queensferry:

  • Regeneration programme hoped to be completed by Christmas 2003
  • Litter/broken glass in the Underpass
  • Noise from road works causing nuisance to residents/ the Environmental Department to be contacted.
  • Letter and photographs received from a resident of Queensferry regarding the footpath between Glynne Street & Queens Street.

Pentre

  • The Authority had requested that Council give name suggestions for the new road leading to the Mackro Store.
  • Cllr. J Barker had spoken to the Authority and suggested ‘Bentleys View’. Cllr. J.D. Vyse Proposed, Seconded by Cllr. D. Clare that ‘Bentleys View’ was a suitable name.

        Vote 10 For. 0. Against.

Sandycroft

  • A letter had been received from some residents of Phoenix Street, complaining that the tall trees behind the gardens of their homes were blocking light.
  • Letter & petition from residents in Hamilton Avenue regarding safety of children as speeding traffic in the Avenue was causing concern.
  • Litter problem.
