Queensferry Community Council

Minutes of the meeting held 7.00pm Tuesday 10 April 2007at the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present:

Councillors: D. Roberts (Presiding),D. Clare,  Mrs. L. Clare, K. Garner, K. Garrett,     B. Humphries, A. Jones, A Parry, D. Wisinger, Mrs. S. Wynn and the Clerk.

 


 

Consultative Arrangements

  • Insp. Alun Oldfield was welcomed to the meeting and Chief Insp. S. Hatchett sent thanks to council for their efforts regarding de-criminalised parking and Flintshire County Council were in discussion on this matter.  

 

  • Police Audit/ date to be confirmed. Cllrs. K. Garrett & A. Parry, volunteered to accompany P.C. Sarah Jones around Sandycroft, Cllr. David Roberts, volunteered for Queensferry and Cllr. Alf Parry for Pentre.

 

  • Speeding Vehicles along Chester Road/ a site survey to be carried out in the immediate future.

 

  • The police was asked to support councils’ request for an activated speed sign to be erected long Chester Road.

 

  • Travellers/ Information given that it was the legal department of the Authority that dealt with "traveller" issues

 

For the benefit of residents in the area, particularly the elderly, enquiries would be made regarding re-activating the original police contact telephone number. P.C.  Jones was invited to come along to meet some of the elderly residents, as they held meetings, Tuesdays and Fridays.

2.     The Minutes  

The Minutes of the meeting held 13 March 2007 were passed as a true and correct record, subject to two amendments.

      Proposed by Cllr. A. Jones, Seconded by Cllr. S. Wynn

      Vote: 10 For.  0. Against.


3.     Matters Arising from the Minutes

 

·       Skate-park/ awaiting a response from ‘Groundwork’.

·       Queensferry C.P. school directional sign/ until further information was received from the school / Deferred.

·       Lopping of trees behind Hamilton Avenue/ enquiries continuing.

·       Pentre Notice Board / modification work in hand

·       Garden refuse bins/ some dwellings still awaited delivery.

·       Rear Access in Queensferry, legal enquiries continuing.

·       Nuisance to residents from the trade waste left in the Station Road /Glynn Street rear access/site meeting arrangements awaited.

 

The Authority would again be reminded that work still needed doing on the following:-

Factory Road pull-ins urgently required re-surfacing and under the railway bridge.

Hamilton Avenue, cracks in the road surface by no.33

Leisure Centre/ Tidy-up in the area of the Pepper Pot & repairs to the fence.

Blocked grids in Fairfield Road & Pierce Street, Queensferry, and this situation now urgent.

        Evansleigh Drive, tree branches on the grass verge / Resolved.

Traffic Survey / a speed survey would be undertaken in the next few days.

The roads dip in Phoenix Street/ Welsh Water had still to carry out the work, the Clerk would make enquiries as to the proposed commencement date.

Footpath of the elderly persons’ flats in Phoenix Street /although the Authority had the situation in hand, they would be reminded that the work had still to commence.

The street lighting contractor had carried out the work of replacing the two street light columns in Pierce Street

Sandycroft School/ Councillor Alf Parry agreed to represent council and undertake Governor duties; the Clerk would inform the school.

The proposed 40 mile activated street sign, Chester Road, Sandycroft - No new update on the information had been received from the Authority.

The Authority had been informed and would be reminded of the following:

Knocked over sign on the top of ramp at Station Road.

Junction, Hamilton Avenue/ replacement information sign supports required.

Pot hole outside the public house.

Dog waste bin by Glendale Avenue needed replacing.

Asda Car Park; broken fence, bottles left around the bottle bank and rodents sighted. Information passed to the appropriate community council.

Phoenix Street / untidy board on public house.

Housing in Flintshire/ Cllr. A. Parry had attended their meeting; a speaker at the meeting had indicated willingness to offer further information on various issues of interest by attending a future council meeting.

 


 

4.     Local Food Processing Factory

Cllr. Mrs L Clare circulated the Minutes and gave an update on the meeting held Monday 2 April.

6.     Correspondence received.

Flintshire County Council re:

Landmark Wales Project consultation exhibition 14 -28 April 2007 at Theatre Clwyd Mold & Phase 1 County Hall, Mold & acknowledgement of council’s letter.

National Assembly for Wales Elections Thursday 3 May 2007 information.

Tourism Strategy for Flintshire (2007 -2013) information

Community recreation outreach programme, invitation to a meeting at County Hall, Monday 23 April 6.30pm.

Bulk waste services information.

Shotton Town Council re: Traffic Congestion information circulated to councillors. Cllrs. A. Jones, A. Parry, D. Roberts would be attending a meeting to be held 2.00pm 27 April 2007 at Connah’s Quay Civic Centre.

One Voice Wales – Nominee; representing council at quarterly area committee meetings .A meeting will be held at 7.00pm 16 April County Hall, Mold.

Information re: ‘A Shared Responsibility’.

    Welsh Assembly re:

A494 Drome Corner to Ewloe Improvement/a information that a pre-inquiry meeting will be confirmed.

Acknowledgement to council’s letter regarding the Drome Corner to Ewloe improvement & information.

Cllrs. Alf Parry and David Roberts accepted the invitation to Flintshire District Scout Council AGM 7.30pm 30 May at Connahs Quay Civic Hall.

7.     Planning Applications

 

Proposal:  Two storey rear extension and internal alterations to provide one     additional flat on the first floor.

Location:  Master Fryer, 16 Station Road, Queensferry, Deeside, Flints.  

Proposal: Change of use from financial & professional services (A2)to Polish & Slovakian delicatessen (A3) and internet café.

Location: 50 Station Road, Queensferry, Deeside, Flintshire.

Proposal:  Erection of 3no. town houses with parking

Location:  land adj. to 42 Fairfield Road, Queensferry, Deeside, Flints.

Council would be sending a letter of objection to the Authority regarding this proposal at land adj. to 42 Fairfield Road.

Proposal:  Extension to existing premises to form additional workshop area and replacement office accommodation including new signage and associated parking facilities

Location: Spraytone Factory Road, Sandycroft, Deeside, Flints.

 

Notification of planning decision from the Authority.

The following application was Approved.

Proposal: Erection of 25m monopole with associated equipment cabinets

Location: T-Mobile (UK) Ltd, Reidhaven Development, Factory Road, Sandycroft.

 

Cllr. D. Wisinger had arranged a site visit regarding

Proposal. Single storey shower room & bedroom extension.

Location: 14 Chester Road West, Queensferry.

 


   

8.       Matters requiring urgent attention

 

Queensferry:

Refuse wagon driving the rear entry of Fairfield Road

 

Pentre:  

Dog refuse bin missing by Glendale Avenue

B.T. Telephone kiosk/ broken glass


Traffic congestion at Chester Road, Mancot Lane/Chemistry Lane junction – the Clerk would contact Highways regarding a ‘yellow box junction’.

 Sandycroft:

Litter clearing required on the land of the furnishings establishment /Glendale Avenue.

Ditches/ fly tipping in the ditch by Bernsdale Close and Phillip Street.

Public seat by bus shelter requires replacement slat.
