            QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.00pm Tuesday 11 April 2006 at the Community Centre, Phoenix Street, Sandycroft, Flintshire

 

Present: 

Councillors: Cllrs. Mrs. L. Clare (Presiding), K. Garner,  K. Garrett, Mrs. J. Jenkins, R. Meech, A. Parry, D. Roberts, Mrs. Susan Salisbury D. Wisinger, Mrs. S. Wynn and the Clerk.

In attendance: Two residents of Queensferry, Mrs. G. Cruise, Mrs. B. Jellicoe

 


Consultative Arrangements

  • Community Beat Manager P.C. Jill Roberts commencing duties 22 May 2006
  • Speeding vehicles/ Asda car Park and Factory Road, continued monitoring.
  • Mini motor-bikes /Police would welcome written statements from those who know the riders of the vehicles.
  • Under-age alcohol users / Police had seized alcohol from these young persons.
  • Continued monitoring and a report from a Sandycroft Councillor of a group of youths who frequented North Street/Queens Avenue.
  • Public House, Phoenix Street/ situation improved.
  • Burglaries /Police operation on-going, a number of arrests had resulted.
  • Travellers at Factory Road/ continued monitoring.
  • De-criminalizing parking offences – some counties had already done this, it was advised that Flintshire County Council is contacted for their plans.

 


The two residents of Queensferry in attendance.

 

Council was asked if they proposed to carry-out surface improvement to the rear access of Bridge Villas, Queensferry.

 

In 1990 surface improvement had been carried out to rear accesses in the council’s area, this work being funded by the Authority – Clwyd County Council.

 

Informal maintenance of rear accesses was carried out by the Community Council, this informal maintenance consisting of sweeping, litter-picking and weeds spraying several times per year, on a rolling programme.

 

The Clerk informed the two residents, that Bridge Villas rear access had now been included onto this rolling programme of informal maintenance, carried out on the rear accesses in the council’s area, of Queensferry, Pentre and Sandycroft.

 

The residents then left the meeting before Agenda item 1 commenced.

2.    The Minutes

 

The minutes of the meeting held 14 March 2006 was passed and a True and Correct Record, Proposed by Cllr. K Garrett, and Seconded by Cllr R. Meech

               Vote: 10 For. 0. Against.

 

 


          

  1. Matters Arising from the Minutes

 

    • Skate-park / enquiries continuing, a new set of plans being prepared to include a youth shelter.

 

    • Fence/Broughton Brook/ Phoenix Street; Construction Services would be carrying out the work shortly.

 

    • Footpath from Pentre to Sandycroft / no copies of residents’ complaint letters had been received, therefore council agreed that this item be Deleted from the Minutes.

 

    • Civic Amenity Site – update awaited from Cllr. Wisinger.

 

    • Broken fence/ Bernsdale Close / the Housing Department had been reminded and would be carrying out the work.

 

    • Community Times newsletter – no update.

 

    • Phoenix Street – road sinking outside the Scouts Headquarters / The Authority had now attended to the tarmac surface.

 

    • Grass verge by Pumping Station/ Chester Road/Hamilton Avenue/ a letter had been received from the Authority with the information that the hardening of the grass verge in the vicinity of the pumping station would be a capital minor improvement type scheme and as there was no funding available for such works now or in the foreseeable future, it was not possible to carry out the work at this time.

 

    • Directional signs / Queensferry C.P. School/ Council / the school had been advised to obtain costs for the signs and make application to council for funding consideration, prior to June 2006.

 

    • Directional sign for Sandycroft Community Centre /work had been carried out.

 

Lopping of Trees bordering Sandycroft playing field / the information requested by the Authority’s contractor had been supplied; Cllr. D. Clare had met with the contractor on site and was informed that several trees would be removed.

 

·        Litter bin by the late store in Pentre, relocation still required.

·        Ditch fronting the food factory/ work had commenced.

·        Part-time basis Parking Warden –Cllr. Wisinger continuing enquiries.

 

The Authority had been informed of the following:

 

·        Flooding in the new bus shelter/ Pentre & sent a copy of an email received from a resident of Pentre.

·        Replacement of the community notice board at Pentre

·        Street light outside the Community Centre, Sandycroft.

·        The Clerk would remind the Authority of the loose paving flags on the paths of the elderly person’s flats in Phoenix Street.

·        Twisted Fly-tipping nuisance in Factory Road and nuisance from the Travellers.

·        Broughton Brook – very high water levels noted.     

·        Bus service 12/ the Clerk had received information that an investigation could be made, only if the precise dates & times were made known to them.

         


                                

4.    Update on Proposed One –Way System, Queensferry  

 

 

The Clerk had received a letter from Inspector S Hatchett who having discussed the situation with Eastern traffic Department, from a police perspective, had no issues with it being implemented, and suggested that Highways and the local residents are consulted.

The letter circulated to residents had brought a negative response to the revised scheme.

It was agreed that this item be Deferred until Councillors’ Denis Clare and Alan Jones were present.

 


5.    Update on the Food Processing Factory

 

A meeting between delegates from council & factory management team was held 3 April.

Councillor Mrs. L. Clare circulated an update on the progress that had been made.

It was agreed that a ‘Flyer’ with telephone numbers for complaints to be made, should be circulated to residents before the Summer months.

 

        Next meeting 5.15pm Monday 8 May 2006

 


6.    Accounts for Payment

 

NWP Electrical Ltd (street light repair & maintenance               £300.22

 

Allianz Cornhill (insurance premium                                        £986.61

 

Clerks net salary for month of March                                      £209.68

 

Inland Revenue & NIC for month of March                               £237.31

 

To include Inland Revenue payment on room allowance paid April 2005 for financial year 2004/05 and room allowance paid March 2006 for financial year 2005/2006 

                                                  

Reimbursement to Clerk for:

 

Tiscali Broadband service from 1July 2005 to 2 February 2006  

        £128.92            

                                                    

Transfer £ 1,900.00  

Council approved these payments.

 

Notes:

 

The Clerk had requested Allianz Cornhill to delete the brick bus shelter from the policy.

It was agreed that the Public Liability Cover should remain at five million pounds.

An additional Mandate form was completed to include Cllr. Keith Garner.

Copies of the receipts and payments accounts –year ended 31 March 2006 were circulated.

 


 

Recommendations from the Finance Committee meeting held Monday 10 April 2006

 

  • The accounts for year ended 31 March 2006 are accepted. Agreed

 

  • The Community car park to be swept again immediately, due to danger from the broken glass. Agreed 

 

  • Advice to be obtained on the amount of public liability insurance cover. It was agreed the sum remain at five million pounds.

 

  • The Clerk was in correspondence with the Inland Revenue on Tax and NIC regarding room allowance payments being treated as salary.

 


7.    Correspondence & e-mails Received

 

Flintshire County Council /regarding the following:-

 

  • Road surface/ Phoenix Street, & Grass verge by pumping station, Chester Road, Sandycroft.

 

  • Public Service Ombudsman Wales, Important changes/ complaints of maladministration against community councils / complaints that councillors’ may have breached the code of conduct /publicizing the right to complain to the Ombudsman. Information booklet to be circulated.

 

  • Insp. S Hatchett re: Queensferry – Parking /One –way Order

 

  • Arriva – re: No 12 bus service

 

  • Chester City Council – Consultation on the Submission Draft Statement of Community Involvement.

 

  • Queensferry CP School – letter of thanks for the donation towards the commemorative medals.

 

  • Mark Tami MP – ODPM guidance booklet on travelers

 

  • Welsh Border Community Transport – seeking financial support

 

  • Resident of Queensferry – regarding parking issues.

 

  • Letter of invitation to meeting regarding the Eisteddfod, 7.00pm 17 May, County Hall, Mold.

 

Cllr. Meech agreed to attend and he would contact Cllr. Humphries, who may wish to also attend.

Location: Land to the rear of The Orchard, Station Road, Sandycroft,  Deeside.

Proposal: Two-storey side extension consisting of ground floor garage & utility with first floor master bedroom & en-suite

9.    Matters Requiring Urgent Attention.

 

Queensferry:

Foul odour caused by a firm in Expressway, burning plastic.

Fly tipping by the public toilets and in Fairfield Road.

Blocked drains in Fairfield Road and Pierce Street.

Rear Access of Dundas Street/ Japanese knotweed problem.

HSBC Bank – the Clerk to send a letter.

 

Sandycroft:   

 

Public Footpath to the left of the Dingle being blocked

Cllr. Meech will investigate and report at the next meeting. 

Loose paving flags in front of the Phoenix Street flats.

                                             

Pentre:

 

As work had commenced at Pentre Drain North the Clerk would request that the underground pipe is checked.

 

 


 

Cllr. Alf Parry gave a vote of thanks to Councillor Mrs. Lyn Clare for her excellent Chairmanship during her year in Office.

Cllr. Clare informed her fellow councillors that she had enjoyed her year of Office and thanked the Clerk for her assistance.
