QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Annual Meeting held 7.OOpm Tuesday 10 May 2005

At the Community Centre, Phoenix Street, Sandycroft, Deeside, Flints.

Present:

Councillors: Mrs. L. Clare (Presiding) D. Clare, Mrs. J. Jenkins, A. Parry, K. Garrett, B. Humphries, D. Roberts, Mrs. S Salisbury, D. Wisinger, & the Clerk. In attendance, two residents from Queensferry.

 


1.     Election of Chairman

 It was Proposed by Cllr. A Parry, Seconded by Cllr. D. Wisinger that Cllr. Mrs. Linda Clare be elected as Chairman for 2005/06 Vote: 9 For. 0 Against. Retiring Chairman Cllr. Mrs. J. Jenkins thanked the Council and the Clerk for their assistance and presented the Civic Chain to Cllr Mrs. Linda Clare. Cllr. Mrs Jenkins was thanked for her work and efforts during her year of Office.

 

 

2.     Election of Vice-Chairman 

It was Proposed by Cur. D. Clare, Seconded by Cllr. K. Garrett that Cur. David Roberts be elected as Vice-Chairman. Vote: 9 For. 0 Against. Cllr. Roberts accepted the Vice-Chairman’s Chain of Office from Cur. Mrs. L Clare.

Consultative Arrangements

 

Neighbourhood Survey — After a lengthy discussion, it was agreed that, although the event had been thought negative in some aspects, it had resulted in an increase of police visits to Sandycroft and the Public being made aware of the changed telephone number for contacting the police. Similar events would continue to be held.

Riverbank Motorcycles Byelaws - Highways had sent a letter of information to the Clerk, P.C. Lee had received a copy of the letter and Insp. D. Jolley was continuing his enquiries. Motorcycles causing nuisance in the village, the situation is to be monitored.

Traffic Hazard along Chester Road /The Clerk had sent a letter expressing Councillors concern to Mr. C. Kay at the Authority with a copy to Cur. A. Shotton. The Authority had informed the Clerk that although endeavours would be made to comply with council’s wishes, it was unlikely at present, due to funding. However Chester Road speed limit had been reduced to 30 mph.

Parking problems Queensferry, letters requesting consideration to local residents had been sent to the Dental Surgery and the Taxi business, the Authority was informed and the Police would continue to monitor the situation.

 


Environmental Agency Officers - Jim Morris and Julie Frost.

 

A discussion took place on the Odour nuisance residents had suffered over many years, particularly during warm weather

Improvement conditions regarding the IPPC permit for the factory to comply with, were ongoing. Julie Frost agreed to attend the meetings held between council members and factory management and Council would circulate a letter to residents advising them of the contact numbers of the factory and the Environmental Agency to have complaints logged. An update on the situation would be recorded at every council meeting.

Mrs. Frost and Mr. Morris were thanked for attending the meeting.

5.     The Minutes

 

The minutes of the meetings held 12 April 2005 were passed and a true and correct Record. Proposed by Cllr. K. Garrett and Seconded by Cllr. D Wisinger

Vote: 9 For, Against 0.

 


  1. Matters Arising from the Minutes

    • Concrete litterbin / the Clerk would inform Construction Services to site the bin by the telephone box in Pentre, and relocate the plastic bin, at the corner of Harrison Grove, Sandycroft.
    • Replacement Bollard! council agreed that a Truro Type bollard, costing £625 should be ordered for the rear access of Dundas Street, Queensferry. A letter requesting caution of the wagon drivers would be sent to the Refuse Department.
    • Proposed civic amenity site! no further information.
    • Barrier Fence on entrance to co-op, Pentre! the Clerk had sent a reminder letter, requesting the barrier be used. Cllr. D. Wisinger and the Clerk would visit the Manager and inform him that this barrier, in use, could provide additional security to the premises.
    • Civic Chain / after discussion and being mindful of the costs involved, council agreed that the.. existing chain be extended to 40 inches and backed with red velvet,
    • Christmas Lights for Queensferry / The Clerk had been informed by the Authority that aluminium columns would not accommodate the fittings for lights.
    • Light pollution outside the public house in Phoenix Street, Cllr. Wisinger would remind the Enforcement Officer.
    • Barrier-fence along the Riverbank / a letter had been received from the Authority that planning permission for this fence was not required. However it had been observed that an additional fence had been erected across the riverbank.
    • Councillors agreed that a visit to the riverbank be arranged; 1pm Sunday 15 May and Cllr Wisinger would obtain an update on the situation at Dingle Park from the Authority.
    • Sandycroft Notice Board — re-varnishing and the panes of glass cleaned / work completed
    • Removal of graffiti on the Phoenix Street bus shelter / work completed.
    • Groundwork Wrexham & Flintshire / Officer Phil Tidey would attend the council meeting to be held1 to give advice on how Groundwork could be of assistance to the council.

 

 

The Authority had been informed of the following that required attention.

 

Queensferry:

  • Odour from drains
  • Leisure Centre / continued problem of the fence being broken.
  • Sinking grid on the grass verge in front of the fire station
  • Litter problems & fly tipping

 

Sandycroft:

  • Fly -tipping along the length of Factory Road,
  • Ditches needed vegetation cutting and the removal of fly-tipping
  • Grass verges Hamilton Avenue needed cutting
  • Sign pole needed renewing at Chester Road! Hamilton Avenue
  • Streetlight Chester Road Hamilton Avenue intermittent fault.

 

Pentre:

  • Church View — Builder’s rubble and bin bags dumped.

 

Quality Council Status

First Steps to obtaining ‘Quality Council’ status, were in hand, the Clerk had completed the first course, and had made enquiries into the next stages that applied, and she was awaiting a response.

 


7.     Recommendations From the Finance Committee

  • 2 additional streetlights, 55w Sox / Station Road Sandycroft

Proposed by Cllr. K Garrett, Seconded by Cllr. D. Clare. Vote: 9     For.0  Against

  • Truo Type Bollard / Dundas Street, Queensferry

Proposed by Cllr. A. Parry, Seconded by Cllr. K. Garrett. Vote: 9 For .O Agains

  • Bridge Villas to be informally maintained and included in the rear access ‘Rolling Programme’.

A letter of information would be sent to the residents.

A quotation would be obtained for the reinstatement of this programme.

Proposed by Cllr. K. Garrett, Seconded by Cllr. B Humphries. Vote: 9 For. 0 agains

  • Newsletters / Council agreed that newsletters should be circulated to residents at regular intervals

Broadband to be installed on the computer used by the Clerk

Salary increment for the Clerk, council agreed to the annual increment as recommended by NALC 

Local food processing factory / a progress update would now be an item on every Agenda

Cllr. David Roberts was invited and he agreed to become a member of the Finance Committee

 


 

8.     The Accounts ended 31 March 2005 & the Annual Return

Council approved the Accounts and the Clerk was thanked for her work and efforts in their preparation and presentation. On behalf of the Council the Chairman and the Clerk/RFO signed the Annual Return.

 


9.     Receipts and Accounts for Payment

Resident from Pentre, congratulating Cllr. D. Clare for the more user friendly website, also advising council that more frequent road sweeping in Church View was necessary and the nuisance caused to residents, from parked cars on the pavement.

After discussion there was no objections to be placed on Record.

 

Information

The Authority had granted conditional planning permission to:

·        Proposal: Change of use to estate agents office

Location: 9 Station Road, Queensferry

·        Proposal: Erection of a portal framed building for manufacturing & designing of roof trusses

Location: Land off Babbage, Road, Sandycroft

The Authority had refused planning permission to:

·        Proposal: Installation of window shutters

Location: 116 Phoenix Street, Sandycroft

·        Proposal: Erection of 5 No. two storey terraced houses

Location: Builders Yard, Queen Street, Queensferry

 

 


12. Matters Requiring Urgent Attention.

 

Queensferry:

·        Parking problems occurring outside the car auction centre.

·        Time adjustment needed to the clock.

 

Sandycroft:

  • Pothole by the Community Centre gateway
  • Streetlight No. 49 Chester Road inoperative

 

Pentre:

  • Footpath from Pentre to Sandycroft needed resurfacing.

 


13. Items for Press Release
