               QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 7.00pm Tuesday 11 May 2004

Held at the Community wing, John Summers Community School, Queensferry.

 


Present: 

Councillors Mrs. J. Jenkins, (Presiding), D Clare, Mrs. L Clare, K. Garrett, J.D. Vyse, Mrs. S. Wynn & the Clerk.

 


Consultative Arrangements

  • Police Forum to be held 7.00pm, Thursday 20 May Main Theatre, Deeside College.
  • Dates to be arranged at Queensferry Memorial Institute for Police surgery.
  • Following Inspector Jolley’s ‘new approach’ Councillor D Clare would liaise with the police regarding Sandycroft Community Centre, as another window had been broken and Councillor Mrs. Sandra Wynn regarding Queensferry War Memorial Institute, which had also had a window smashed.
  • Proposed Skate park area in Sandycroft/ information would be forthcoming in the Autumn.
  • The claim form for the vandalized street lights was being processed.
  • Alcohol being sold to under age youths/ the department of Trading Standards to be informed.
  • Traffic island by KFC would be monitored and the Clerk would write to Cllr. Merion Matthews requesting the reason why it had not been permanently removed.
  • Speeding motor cycles / continuing
  • Pentre parking problems/continuing
  • Queensferry / cars parked longer than the permitted time limit in Station Road.

 


 

1.  To Elect a Chairman & a Vice Chairman 2004/2005

  • It was Proposed by Cllr. D Clare and Seconded by Cllr. K Garrett that Cllr. Mrs. Jacqueline Jenkins be elected Chairman. Vote: 6 For. 0 Against.

  •  Cllr. Jenkins accepted the Chairmanship and the Chain of Office.

  • It was Proposed by Cllr. J D Vyse and Seconded by Cllr. K Garrett that Cllr. Mrs. Linda Clare be elected Vice-Chairman. Vote 6 For. 0 Against. Cllr. Clare accepted the position of Vice- Chairman and the Chain of Office.

Councillor J D Vyse the retiring Chairman thanked members of council for their assistance during his year of Chairmanship. Cllr. Vyse was thanked by Council for the work and effort he had accomplished during his year in Office.

3. Minutes

The minutes of the meeting held 13 April 2004 were passed as a True and Correct Record.  Proposed by Cllr. D Clare and Seconded by Cllr. Mrs. L Clare.

     Vote: 6 For. 0 Against.

 


 

4. Matters Arising from the Minutes

  • Proposed skate park scheme/ the Authority confirmed that details of the wheeled play strategy will be known in the Autumn.
  • Broken fence / Sandycroft Community Centre, the Clerk would obtain costing for palisade fencing and contact the Authority.
  • Notice Boards/ Sandycroft notice board sign in situ, Pentre & Queensferry signs to be completed.
  •  Noise from the Leisure Centre ice rink / the Clerk would contact the Environmental department and request they measure the noise level.
  • Membership/ One Voice Wales/ Cllr. Denis Clare & the Clerk had attended the Inaugural meeting, Cllr. D Clare gave an outline of the days proceedings; a receipt for membership received.
  • Vandalized Litter Bins / enquiries progressing to types, safety and costs of litter bins. It was agreed that concrete litter bins were required outside the Leisure Centre, Queensferry and by the post box in Sandycroft.
  • Vulnerable street lighting columns. It was agreed that security bands should be fitted to the four columns at the railway bridge, Pentre.
  • Flintshire Neighbourhood Watch Association Signs/ In addition to the 10 signs purchased an additional five were required. The location plan had been completed for Sandycroft & Pentre; Queensferry location sign plan to be approved by Queensferry Councillors.
  • Community Council Election 10 June 2004/The Clerk had been informed by the Authority that they would publish required notices and that Councillors made their own arrangements.

       The Clerk had not been sent any spare election packs by the Authority.

  • Bridge Villas rear access/ a letter of acknowledgement had been sent to the resident, and the Authority was checking their records.
  • Planning application re: erection of a steel portal frame building for warehouse and distribution at Prince William Avenue, Sandycroft.

The Clerk had written to the Authority to enquire the purpose of storage & distribution. It was agreed that a letter of objection be sent to the Planning Department, on the grounds of the size of the building, an increase to the volume of traffic and the lack of information and co-operation from the Authority.

 

  • Muddy footpath surface and litter problems in Pentre/Reported.
  • A letter had been received from Neighbourhood Stores regarding the litter problem. The Clerk would remind the stores to lock the car park barrier, on evening closure.
  • Litter problems in Sandycroft and dumped conifer cuttings in Factory Road/Reported. The conifer cuttings had been removed.
  • Garden Competition / a detail flyer had been sent to local newspapers. Distribution of ‘flyers’ to Sandycroft residents would be delivered with the free newspaper. Flyers for residents in Pentre and Queensferry would be delivered door to door by members of council.
  • Flintshire Environmental Competition 2004/ Station Road Queensferry and Belvedere Drive to be entered in the competition.
  • The Authority to be requested to include weight restriction signs on the entry to Phoenix Street regarding the Road Traffic Regulation Act 1984.

 


 

    5. To approve the Accounts 2003 /2004 

(copies had been pre-circulated to members of Council for their perusal)

It was Proposed by Cllr. Mrs. S Wynn and Seconded by Cllr. Mrs. L Clare that these accounts be approved by Council. Vote 6 For. 0 Against.

The Chairman and the Clerk/RFO signed the accounts and the Clerk was thanked for her efforts in the preparation and the presentation of the accounts.

7.      Correspondence & e-mails Received.

  • Flintshire County Council/
  • Match funding scheme for Highway works (to review at the June meeting)
  • Makro traffic signal junction/ the Clerk would remind the Authority that work had not yet commenced, and ascertain the reason for blanking out the sign post to Pentre industrial park.
  • Flintshire Council Council outreach office
  • Welsh Assembly Government/Developments to the Local Government Act 2003 Local Government investment information.
  • Assembly for Wales Regional Committee/ meeting 10.00am 21 May Connah’s Quay Civic Centre/ Subject Economic Development & Transport and how they impact on the North Wales Area/

              Representative required to attend this meeting.

The Clerk would write to explain that most Councillors were employed during daytime hours and if meetings were held in the evening, it would be easier to attend.

  • Local Health Board/ enquiring if council still wish to receive the Board Agenda & Papers, copies enclosed. The Clerk would send her e-mail address to the administrator.
  • Home Office/information on the forthcoming changes to the law on preventing illegal working.
  • Voluntary Voice newsletter
  • FLVS information regarding events.
  • Sandycroft & Mancot Scouts Group AGM 7.00pm 18 May, /Cllr. Mrs. J Jenkins would attend.

 


 

8.      Planning Applications

 

  • Proposal: Construction of Civic Amenity Site including Site Cabin and Erection of Flood Lighting  and Palisade fencing. 

              Location: Prince William Avenue, Sandycroft.

It was proposed by Cllr. D Clare and Seconded by Cllr. K Garret that a letter of objection be sent to the authority regarding the location of this proposed civic amenity site. Vote 6 For.  0 Against.

 

  • Proposal:  Erection of 5 No. Two Storey Terraced Houses

              Location:  Builders yard, Queen Street, Queensferry.

A letter of objection would be sent to the Authority, on the grounds of the area being a flood plain, sewerage issues, increased traffic and the overlooking of the opposite houses. The Authority would be reminded that council had already made their objections when this application was previously presented to them.

 

Information

  • Proposal: Installation of 3 No. 1 ton LPG tanks with secure enclosure

 Location: Asda Superstore. The Authority has granted conditional planning permission

 

  • Proposal: Single storey rear extension to form bedroom and shower room

Location:  5 Fairway, Sandycroft. The Authority has granted conditional planning             permission        

  • Proposal:  Erection of a steel framed steel clad structure with block outbuildings     attached.

Location:  Knauf Insulation, Chemistry Lane, Pentre, Deeside. The Authority has granted conditional planning permission

 

  • Proposal:   Erection of single storey warehouse units for B1, B2, B8 use with ancillary trade counter use.

Location:  Chemistry Lane, Pentre, Deeside. The Authority has granted conditional planning permission

 


 

 

9. Any Urgent Business

 

Queensferry

  • Drains in Fairfield Road & by the Post office, Pierce Street, required attention.

  • Japanese Knotweed encroaching on tarmac surface/ Dundas Street rear access.

  • Litter & fly tipping on dual carriageway leading from the bypass to the Wirral.

 

Pentre

  • Continuing litter problem.

  • Muddy surface and overgrown vegetation on the public footpath by the railway bridge.

 

Sandycroft

  • Resident of Phoenix Street reported road sinking / opposite Evansleigh Drive.

  • Pot hole by the Community Centre gateway.

  • Sunken drain/Phoenix Street/Fairway.

  • Children’s play area needs cleaning and additional sand for the sand pit.

 


 

10.   Items for Press Release/

  • Objections made to the Authority regarding the location of the proposed civic amenity site.
  • New Chairman and Vice-Chairman elected for 2004/05.
  • Neighbourhood Watch signs for Queensferry, Sandycroft, Pentre.
  • Queensferry taking part in the Flintshire Environmental Competition 2004
