Consultative Arrangements Prospective new member for Sandycroft Ward
Queensferry Community Council Minutes of the meeting held 7.00pm Tuesday 13 February 2007 At the Community Centre, Phoenix Street, Sandycroft, Flints.
Present: Councillors: D. Roberts. (Presiding) M. Chesters, D. Clare, Mrs. L. Clare, K Garner, K. Garrett, B. Humphries, Mrs. S. Salisbury, D. Wisinger, and the Clerk.
Absent: Rev. S. Hildreth, the prospective new member of council for Sandycroft Ward.
Consultative Arrangements Questionnaire results regarding parking in Queensferry – after discussion it was agreed, that Council would consider parking warden duties at their next financial meeting. A letter would be sent to Mr. C. Kay, Chief Executive requesting an update on de-criminalised parking for Flintshire.
The Police Audit had still to be arranged. No Community Beat Manager at present, further information would be forthcoming in the next few weeks.
Inspector S. Hatchett would be invited to the March meeting of council.
The minutes of the meeting held 9 January 2007 were passed as a true and correct record. Proposed by Cllr. D. Clare, Seconded by Cllr. D. Wisinger.. Vote: 9. For 0. Against.
· Skate-park/ following the meeting held 7/2/07, Cllr. D. Clare, circulated copies of the Minutes. It was agreed that when requested the monies held in the designated fund for this purpose, would be released. · Queensferry C.P. school directional sign/ Cllr. D. Wisinger offered to make enquiries, as an update from the school was still awaited. · Lopping of trees behind Hamilton Avenue/ Cllr. D. Clare continuing enquiries. · Communities First – report awaited from Cllr. A. Parry, who had attended an information meeting. · Pentre Notice Board / for ease of opening purposes, Cllr. D. Clare & K. Garner would be carrying out modification work. · Garden refuse bins/ enquiries had been made, some dwellings still awaiting delivery. · White road lines in Pierce Street & Gladstone Street/ the Authority had sent a letter of explanation. · Rear Access in Queensferry, legal enquiries continuing. · Nuisance to residents from the trade waste left in the Station Road /Glynn Street rear access. Cllr. David Wisinger awaiting update on the proposed site meeting. · The Authority had been informed that work still needed doing on the following: Leisure Centre / Tidy-up in the area of the Pepper Pot, & repairs to the fence. · Blocked grids in Fairfield Road & Pierce Street, Queensferry · Chester Road from Pentre to Sandycroft, the pathway needed clearing of mud & grass cuttings. · Traffic Survey / no survey results available. A member of the department had been invited to the March meeting of council. · The roads dip in Phoenix Street/ Welsh Water still to carry out the work. · Protruding vent pipe in Wood Street/ Resolved. · Cleaning & clearing of the rear accesses/ work completed. · Footpath of the elderly persons’ flats in Phoenix Street /the Authority had informed the Clerk by letter that this repair category is planned maintenance and it is envisaged that works will be undertaken within 2006/07 planned programme. The Authority had also been reminded but no update received on the following: · Part of the palisade fence needed replacement in Crofters Park. Factory Road pull-ins urgently required re-surfacing.
The street lighting contractor had sent a quotation for the sum of £1,576.00 regarding replacement of two street light columns in Pierce Street. Cllr. D. Clare, Proposed & Cllr. D. Wisinger, Seconded and all agreed that his work should commence.
Information had been received from the Authority regarding the proposed 40 mile activated street sign, Chester Road, Sandycroft. Further enquires regarding maintenance contract would be made from the Authority.
Cllr. Mrs. L Clare was thanked for her work and the efforts she has accomplished in monitoring procedures.

Two Law Manuals Council agreed the Clerk should purchase. The revised Mandate Form Deferred until all members had completed.

Queensferry: A494 Drome Corner – a letter of objection would be sent to the Authority regarding traffic issues which would result on Queensferry roundabout. Fly tipping in the rear access of Queen Street/ Glynn Street.
Sandycroft: Sandycroft School/ as a member of council was needed for Governor duties, the Clerk would contact Cllr. A. Parry. Hamilton Avenue, cracks in the road surface by no.33 Evansleigh Drive, tree branches on the grass verge by no.30
