QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.00pm Tuesday 14 February 2006 at the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present: 

Councillors: Cllr. Mrs. L. Clare (Presiding), Cllrs. D Clare, K. Garrett, B. Humphries, R. Meech, A. Parry, D. Roberts, D. Wisinger, Mrs. S. Salisbury, Mrs. S. Wynn and the Clerk.

 


 

1.     Consultative Arrangements

 

  • Speeding vehicles/Factory Road, enquiries would be made by the Police to the average speed.
  • Speeding vehicles using Asda car park – the police had received a positive response from Asda who would be taking steps to remedy the situation.
  • Mini motorbike nuisance, those responsible had been informed and monitoring continued
  • Rectors Lane/ obstruction to resident by vehicles – continued monitoring.
  • Lifeboat Inn – Cllr. Wisinger would obtain a copy of the license.
  • Graffiti in public places – dealt with by Graffiti Busters via Police.
  • It had been reported that several burglaries/ robberies had taken place in the area.

              

A Police Forum meeting was arranged, 7.00pm Wednesday 22 February at the Community Centre.

 

Cllr. A. Parry agreed to attend the meetings of Deeside Crime/Community Action Team.

 


2.     Anti Social Behaviour at Deeside Leisure Centre

Inspector S. Hatchet informed council of the recent problems, now under control due to police presence which had been taken to the Joint Action Group (JAG) however others e.g. the Authority, Leisure Centre, Community Council, must also take responsibility for preventative measures e.g. CCTV joint funding.

Although Council agreed in principal with CCTV, funding had always been an obstacle.

Inspector Hatchet would obtain more information and the costs involved and report to Council. Cllr. D. Clare suggested that a ‘pan camera’ would be an asset for the problems at the Leisure Centre and at Asda car park. 

          


3.     Proposed One-way System, Queensferry

 

After discussion Cllr. D. Clare Proposed, Seconded by Cllr. D Wisinger and Council agreed to accept the scheme as per drawing with no right turn. Inspector S. Hatchet would be informed of council’s decision and the Clerk would contact the Chief Officer of Highways, Mr. M. Crowe, to request that he attends the March meeting of council.

6. The Minutes

 

The minutes of the meeting held 10 January 2006 was passed and a true and correct Record, subject to two amendments /Proposed by Cllr. Mrs. S. Wynn and Seconded by Cllr .R. Meech.

     Vote: 10. For. 0. Against.

 

Amendment Clerks salary & Inland Revenue payment should read for month of December

Rodents sited in Queensferry should read Rodents sighted in Queensferry.

         


  

7.     Matters Arising from the Minutes

 

  • Concrete litterbin / now sited in the car park, Station Road, Queensferry.

 

  • Skate-park / funding enquiries ongoing, the plans had been submitted and new rules on noise issues to be adhered to.

 

  • Fence/Broughton Brook/ Phoenix Street; It was Proposed by Cllr. D. Clare, Seconded by Cllr. B. Humphries that due to the length of time elapsed, the Clerk should write and inform the contractor that he would be taken off the council’s approved list. It was agreed that Construction Services be requested to supply and replace the fence.

 

  • Footpath from Pentre to Sandycroft / The Authority had written that after inspection the footpath had been found satisfactory. Council agreed that remedial work was required along this stretch of footpath and several councillors undertook to obtain letters from residents who frequently use the path. These letters would be sent to the Authority and a site meeting arranged.

 

  • Civic Amenity Site – Cllr. D. Wisinger would be shortly having talks with the Authority, Council agreed that the roadway would need improvements.

 

  • Traffic Calming Sandycroft –Communities First Initiative, had informed the Clerk that Sandycroft was not part of the area they covered.

 

  • Broken fence/ Bernsdale Close /confirmation from the Housing Department that repair work to be carried out shortly.

 

  • Community Times newsletter – no further progress.

 

  • Phoenix Street – road sinking outside the Scouts Headquarters; an inspection had been made by the contractor for Welsh Water who confirmed that the sewer was satisfactory, but a dip in the pipe outside 79 Watkin Street had been found & further enquires were being made.

 

  • Vacancy for Pentre Ward Councillor –Cllr. D. Clare, Proposed, Seconded by Cllr. D. Wisinger, that as Mr. Garner had submitted a written application, he be invited to join council, providing that after reading ‘Candidates Guidance Notes’ there was no clause that would prevent him.

 

  • Improved street-lighting Phoenix Street/ the contractor had submitted a quotation for the two new  lights and it was agreed that the work should commence.  

     

  • Pierce Street doctors’ surgery overhanging bushes/ these bushes had now been pruned.

 

  • Grass verge by Pumping Station/ Chester Road/Hamilton Avenue/ situation investigated and report received that local residents’ vehicles are causing the problem. The Clerk would make further enquiries, as it was agreed that tarmac instead of a grass verge would be beneficial.

 

  • Food Factory – no further update.

 

The Authority had been informed of the following:

            

  • Rodents in Queensferry.
  • Broken glass in the children’s play-area at the Leisure Centre.
  • Sandycroft /Fly-tipping at Factory Road by the sub-station & an increase of litter in the village.

 

Directional signs and caution signs for the schools in Queensferry.

The Authority had informed the Clerk that although caution signs were in place, they were not responsible for erecting directional signs on the highway. If the school required directional signs these would have to be placed on their own land and at their own cost.

A letter of information would be sent to the Clerk of Queensferry C.P. School Governors.

            

Copies of a letter requesting the assistance of residents in keeping clear the rear access of Queens Avenue and North Street would be circulated as appropriate.

Deferred as Cllr. Mrs. J Jenkins was absent.

         

  • Part-time basis Parking Warden–The Clerk had made enquiries from Buckley Town Council. Cllr. D. Wisinger would make enquiries as to when parking offences were scheduled to be ‘de-criminalized’.

9.     Correspondence & e-mails Received

 

Flintshire County Council /regarding the following:-

  • Proposed ‘Toucan’ facility, Queensferry – any observations/objections must be made by 24 February.

 

  • Pedestrian footpath- Chester Road- Pentre to Sandycroft

 

  • Proposed Skate Park Facility-Sandycroft

 

  • Flintshire Summer Play scheme 2006 / the Clerk would confirm to the Authority that Council had made provision in the 2006/07 budget for the scheme.

 

  • Mrs. H. G. Cruise / Bridge Villas rear access. The Clerk would acknowledge the letter and enclose a copy of the letter sent to the resident in May 2005.

 

  • NWP Electrical Ltd, re: quotation for improved Street lighting in Phoenix Street, Sandycroft. Upgrade of lanterns £151.60 each plus vat. New 6mt galv. Columns £799.47 each plus vat.

 

  • One Voice Wales – Buckingham Palace Garden Parties – nominations must be received by 24 February 2006. The Clerk would inform One Voice Wales of the nominee.

 

  • Mr. Garner re: vacancy for Pentre ward.

 

  • Queensferry CP School / seeking support for a directional sign for the school

 

  • Inspector Dave Jolly, North Wales Police, informing council of his recent promotion and thanking council for their support during his time spent in the community.

 

  • Letters of thanks for financial assistance received from Flintshire Optec Youth Exchange & Sandycroft CP School.

 

  • Invitation from AIRBUS to view exhibits of photography, Tuesday 8 March at Mold – The Chairman & Clerk would attend.

10. Planning Applications

 

         Proposal: Extension to filing room

         Location:  Dental Surgery, 4 Gladstone Street, Queensferry

 

 Proposal: Erection of two storey side extension, conservatory & garage

         Location:  14 Fairway, Sandycroft, Deeside, Flints.

 

Proposal: Erection of a rear facing single storey outhouse  extension with a rear and side facing conservatory

        Location:  7 Lawrence Street, Sandycroft, Deeside, Flints.

 

Proposal: Single storey extension to form dining area & utility area

        Location:  8 Wood Street, Sandycroft, Deeside, Flints.

                   

                    Council raised no objections to these applications.   

 

                       

Information

 

Proposal: New Structural opening in first floor rear elevation & erection of external staircase

         Location: Cerriog House, Chester Road, Pentre, Deeside, Flints. 

 

            The Authority approved this application

 

 

The Planning Inspectorate / Appeal Decision

             The Inspector dismissed the appeal

             Site at 1-7 Pierce Street, Queensferry, Deeside, Flints.

 

 


 

11.Matters Requiring Urgent Attention.

 

It was Proposed by Cllr. D. Clare, Seconded By Cllr. B. Humphries and agreed to extend Standing Orders by 10 minutes.

 

Queensferry:

            Litter on the overpass of the Roundabout

 

Pentre:

                Ditch fronting the food process factory needed clearing and cleaning.

              Litter- bin outside the late-shop needed re-locating.

             The concrete bus shelter had been taken down and a polycarbonate shelter  had been erected by the Authority.

             The Clerk had contacted the Authority as the Community notice - board had also been removed.

 

Sandycroft:    

 

                Fly-tipping in Factory Road

The trees that bordered the playing field needed height lopping.
