             QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.OOpm Tuesday 8 March 2005 at the Community Centre, Phoenix Street, Sandycroft, Flints.

 


Present:

 

Councillors: Mrs. J. Jenkins, (Presiding) D Clare, A. Parry, K. Garrett, B. Humphries, Mrs. S Salisbury, D. Roberts, D Wisinger, Mrs. S Wynn & the Clerk.

 


Consultative Arrangements

 

  • Anti-social Behaviour / Insp. Jolley circulated a draft anti-social behaviour reduction plan and requested Councillors to inform local residents that a public meeting would be held shortly, at which views and suggestions would be welcomed. The Clerk would be informed of the meeting date and was asked to Chair the meeting.
  • Community initiatives projects for young persons were in the process of being arranged by the Police, who were ascertaining the type of activities they required.
  • St. Francis Church had for some time ran a youth club and were seeking funding for a youth leader. Proposed Skate-park in Sandycroft - the Authority would be contacted for an up-date on this scheme.
  • Nuisance from Quad bikes / continued monitoring & warning notices issued.
  • Riverbank motor-cycles / the Clerk would contact Highways regarding the bye-law that prohibited the Police from riding their motor-cycles along the footpath of the riverbank, thus being unable to catch and apprehend offenders.
  • Nuisance of a confined dog in Fairfield Road/the RSPCA and the Police were investigating the situation.
  • Communication had been received from a Sandycroft resident regarding the hazard to school children along Chester Road, Sandycroft/ Pentre. The Clerk would request the Authority to erect a 20 mile per hour sign at the schools in the area

2. The Minutes

 

The minutes of the meetings held 8 February 2005 were passed and a true and correct record. Proposed by Cllr. K Garrett and Seconded by Cllr B Humphries. Vote: 9 For. 0. Against.

 


3. Matters Arising from the Minutes

  • Broken fence at Sandycroft Community Centre, the contractor had been instructed to commence work and would be reminded of the urgency to complete the work because of possible hazards. He would be requested to send the invoice to council for payment.
  • Leisure Centre ice rink noise /& noise in the car parks/ Cllr. Mrs S Wynn, and Cllr. A Jones were recording times and dates of nuisance. On completion of this information the Noise Pollution Officer would be invited to attend a council meeting.
  • Concrete litterbin / delivery awaited of the concrete litter bin, to be sited at Pentre. Meanwhile it was noted that a plastic litterbin had been re-sited.
  • Bridge Villas Rear Access Sub -Committee! As Cllr. J D. Vyse was unavailable to attend these meetings, it was agreed that the sub-committee would have discussion during the Finance Committee meeting, 7.00pm Monday 11 April, Sandycroft Community Centre.
  • Replacement Bollards for the rear access of Dundas Street & Queens Street, Queensferry. Construction Services had submitted costs from the manufacturers. Further discussion to take place at the Finance Committee meeting.
  • Vandalised Bus Shelter / Chester Road, Hamilton Avenue junction. The Authority would be erecting the new bus shelter and another on the opposite side of Chester Road in the very near future. Enquires were on-going with the insurers. The Clerk would contact Hawarden Community Council and request a donation, as the bus shelter to be erected outside St. Francis Church was in their area.
  • Barrier / Co-op late shop, Pentre. Barrier now in place
  • Proposed civic amenity site / no further information.
  • Refurbishment of the Civic Chain! Thomas Fattorini had confirmed that if a new chain was purchased, it would be in the region of £1000 and with velvet backing an additional £300. Councillor B Humphries Proposed and Seconded by Councillor D Clare that a new chain is purchased. It was suggested that the medallion of the present chain could be utilized, a further suggestion being that a cost be sought for a new medallion in the same design as the Vice-Chairman’s Chain.
  • Additional Street Lights! Station Road, Sandycroft. The contractor had sent a quotation for additional lights, although this was now unnecessary as it was agreed that the lighting required was on the main road leading to the bridge in Station Road, not the side road. The Authority would be asked the reason for the lack of street-lights along this stretch of the road.
  • Christmas Lights for Queensferry  / Gala lights had sent information on designs and costs. Council agreed that rope lights around lamp-posts would be most effective. The Clerk would send a letter to the shops !businesses including the local supermarkets and DIY super store in and close to Queensferry asking for their support for this project and a donation of £100
  • Litter/a letter had been written to the Chairperson of the Queensferry High School Governors, with a copy to the Head teacher, requesting the assistance of pupils in helping to maintain a litter free environment

The Authority had been informed of:

  • Leisure Centre / continued problem of the fence being broken.
  • Street-light inoperative, Chester Road, opposite Hamilton Avenue.
  • Abandoned cars by the garage and continuing fly tipping in Factory Road.
  • Continuing litter problem along Chester Road.

Inland Revenue Payments / although handed over in the time period to the Post Office, the Inland Revenue collection office had not received January 2005 payment and therefore the Clerk was making enquiries from the Post Office.

 


4. Vacancy on Council / Sandycroft Ward.

As the Authority had confirmed that this vacancy could be filled by a co-option, it was noted that two local residents had shown interest, however as Sandycroft resident, Mr. F. R. Meech had indicated his interest by letter to the Clerk, it was proposed by Cllr. D Clare, Seconded by Cllr. B Humphries that Mr. Meech be invited to join council. The Clerk would contact Mr. Meech and ensure the appropriate forms were signed.

 


5. Accounts for Payment

 

Payments:

  •     NWP Electrical Ltd street light maintenance/renewals    £594.95
  •     Clerks net salary           £298.12
  •     Inland Revenue re: Period 5 April 2005 £84.04

Council approved these payments.

 


6. Correspondence & e-mails Received

 

  •  JDH Business Services — this correspondence to be discussed at the finance meeting. NWP Electrical Services — quotation for Street lighting renewals
  • Allianz Cornhill Insurance — raising excess to £250 for each & every property damage
  • Cyril Jones & Co, solicitors, re: rear access Dundas Street, Queensferry — the Clerk would confirm that council informally maintained this rear access.
  • Groundwork Wrexham & Flintshire — implementing projects for communities- the Clerk would write and invite a representative to a future meeting.
  • Carl Sargent. AM — information regarding Dingle Caravan Park, Sandycroft. dir. D. Wisinger agreed to contact the residents of River Row Cottages and the Clerk would send a copy of this correspondence to these residents for their information.
  • Flintshire County council — confirmation that council can co-opt a new member of council
  • Welsh Assembly Government – Burial ground survey in England & Wales
  • Ryder Partnership — Management of Health & Safety seminars
  • Flintshire County Council — Planning service online.

7. Planning Applications

 

Information

 The authority had granted conditional planning permission to:

 

  • Proposal: Erection of an open fronted steel framed structure

       Location: Knauf Insulation, Chemistry Lane, Pentre, Flints

  • Proposal: Erection of new entrance lobby and porch extension and construction bridge over Broughton Brook

       Location: Bridge Inn, Chester Road, Sandycroft

  • Proposal: Single storey rear extension

   Location: 2/4 Gladstone Street, Queensferry, Flints.

  • Proposal: Office Extension

       Location: County A unit 7 Factory Road, Sandycroft, Flints.

  • Proposal: Erection of illuminated signage

       Location: Gallagher’s, Chester Road, Sandycroft, Flints.

 


8. Matters Requiring Urgent Attention.

 

Queensferry:

  • Former OBE building / Cllr. D. Wisinger informed council that a completely different aspect plan for this site was replacing the original planning application.
  • Sinking grid on the grass verge, in front of the fire station.
  • Litter on the land between Asda and Chester Road
  • Litter & Japanese Knotweed problem Dundas Street rear access

Sandycroft:

  • Litter problem
  • Light pollution problem outside the public house in Phoenix Street, since the alterations. The Clerk would write to the Planning department, as Council would not have given approval to the planning application if they had previously been aware of this light pollution.
  • Barrier-fence / Riverbank / The Clerk was requested to find out from the planning department if permission had been granted for the erection of this fence.
  • Notice Board — it was agreed that the notice board needed re-varnishing and the panes of glass cleaning. The Scout Leader would be asked if the Scouts would undertake to clean the glass. The Clerk requested that the main part of the notice board be used for council matters only, as the two sides of the board could be used by others wishing to display flyers & information.
  • Phoenix Street Bus Shelter — graffiti needed removing.

Pentre:

  • Litter problem continues — although litter picking had been observed along Chester Road.
