QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 6.30pm Tuesday 9 March 2004

Held at the Community Wing, John Summers Community School, Queensferry.

 


Present:

Councillors J.D. Vyse (Presiding) D Clare, Mrs. L Clare, K. Garrett, B. Humphries, Mrs. J. Jenkins, A. Parry, D Roberts, Mrs. S. Wynn & the Clerk.

 


 

Consultative Arrangements

  • Vandalized Street lights / the juvenile responsible had been cautioned and since charged on another offence. P.C. Lee would make enquiries regarding compensation for the damaged street lights.

  • Surgeries would be re- commencing in Sandycroft Community Centre, on a monthly basis, it was suggested that on alternate months, one evening / one afternoon, would be beneficial to most residents

Some meetings would include advice from a representative of Neighbourhood Watch Association.

  • Parking problems/ Pentre.
  • Vandalized window/ Methodist Chapel, Sandycroft.
  • Motor bikes being ridden on the river bank and causing noise and speeding problems on roads.
  • Probation Service/ litter picking service would be undertaken by offenders, doing community service, and would commence; Chester Road from Pentre to Sandycroft/Phoenix Street/Queensferry underpass.
  • Proposed Skateboard Park/ Flintshire County Council had put a halt on this scheme, at present, until the wheeled play strategy had been finalized.
  • P.C. Lee would shortly have an e-mail address on the council website.

Denise Edwards/ Representative from Flintshire Neighbourhood Watch Association

  • An outline was given of the work, services and advice available. Council agreed that a further discussion should take place at the April meeting, regarding these beneficial services that were available to the community.
  • It was noted that a location plan regarding the proposed neighbourhood watch signs to be purchased, was required as soon as possible.

2. The Minutes 

The Minutes of the meeting held 10 February 2004 were passed as a True and Correct Record. Proposed by Cllr. A. Parry and Seconded by Cllr. B. Humphries

Vote: 9 For. 0 Against.

 


 

3. Matters Arising from the Minutes

  • Gaps in Ditch /Fence erected by new wholesale warehouse / enquiries being made.
  • Fence by the ditch in need of repair / the broken fence, fronting the Community Centre drive/ enquiries continuing as ‘Highways, had confirmed that they were not responsible.
  • The noise from the leisure centre ice rink, Environmental services would measure the noise level; and awaiting an update from that department.
  • Research Study into the Role, Functions & Future Potential of Community & Town Councils.
  • Councillor’ comments, recommendations and observations had been sent to the Welsh Assembly Government.
  • Litter/ on-going problem in the council’s area
  • Bus shelter outside Delyn Hire shop needed replacing/ reported
  • Pot-hole needed attention, outside the Memorial Institute/ reported to ‘Highways’.
  • The Environmental Department having been contacted would be making an inspection, regarding the gardens/ yards of some private dwellings.
  • Railway bridge/Factory Road side/ public footpath overgrown and mud making the walkway unsafe/this problem had been reported to ‘Highways’.
  • Notice Boards/ Norman Scattergood had been contacted regarding the signs, and to repair and replace the vandalised lock on the Pentre notice board.
  • Dog fouling bins / The Authority had been informed of the locations that council recommended.
  • A & A Chester Drains Ltd had been informed of the renewal of the contract, for a further two years, and had sent their method statement and risk assessment, as requested.

 


 

4. Membership/ One Voice Wales

After a discussion on the question of membership to this new organization, cost for 2004/05 will be £184. Council agreed with the recommendations of the finance committee that membership to an organization was vital for legal coverage, and for a delegate to represent council at meetings.

Cllr. Denis Clare Proposed, Seconded by Cllr. Bernard Humphries that the application for membership be made and that Cllr. Alf Parry be the chosen delegate. Vote: 9. For. 0. Against.

 


 

5. Situation regarding Vandalized Litter Bins

Council agreed that the vandalized bins should not be replaced with bins of similar material, plastic, being venerable. Enquiries would be made about the types and costs of concrete bins.

 


 

6. Update from the Finance Committee

  • Future Potential of Community & Town Councils/report had been now sent to the Welsh Assembly Government
  •  Recommendation advised to membership of One Voice Wales
  • Non-replacement of plastic litter bins
  • External Audit/ a ‘Clean’ report had been sent to the Clerk, with a questionnaire for the Clerk/RFO to comment. The Clerk would be commenting that the time scale should be longer between return of the books from the Internal Auditor and the calling of audit by the External Auditor.
  • A Councillor for Queensferry ward to join the finance committee / Cllr. Mrs. Sandra Wynn agreed to serve on committee.
  • A Chairman would be elected of the Finance Committee at their next meeting/ it was agreed that an independent Chairman, not the Chairman of the full council would be beneficial, to avoid any conflict of interest that may arise on occasion.

8.Correspondence Received.

  • Flintshire County Council/Various Matters; Traffic Signals /Chester Road/ Makro Store Junction/The kerb located at the corner of Pierce Street/ Existing Bus Shelters/ Bollard located in the footway between Queensferry & Shotton.
  • As council were most concerned regarding the traffic signals at Chester Road/Makro Store junction/ the Clerk would request that a representative from the Authority met Councillors on site.
  • Flintshire County Council/ Community & Town Council Elections 2004 – nominations to be delivered to the Returning Officer, between 6th and 13th May 2004 at County Hall Mold
  • Flintshire County Council/update proposed Skate provision, Sandycroft Recreation Ground & the Wheeled Play strategy/ the clerk would ascertain when the results of this strategy were expected.
  • Cyril Jones & Co, Solicitors/ 12 Chester Road, Queensferry/ the Clerk would send a similar reply, to the letter that she had previously sent.
  • The Planning Inspectorate/re: Section 6 Countryside & Rights of Way Act 2000
  • Flintshire County Council/ Planning Service User Focus Group/meeting 2.00pm Tuesday 16 & Thursday 18 March, Alyn & Deeside Room, County Hall, Mold.
  • Flintshire County Council/ Community Council Precepts 2004/05
  • Flintshire County Council/ Quotation for proposed directional sign to Sandycroft Community Centre £885.00. Council agreed not affordable at present.
  • Flintshire County Council/Road Traffic Regulation Act 1984 (Various Roads- including Sandycroft) Comments required by 12 March 2004. Council wished Rectors Lane and Hamilton Avenue to be included in the scheme.
  • Lanyon Bowdler, Solicitors/Transfer of licence; Spar –The Cross, Queensferry
  • Makro/ Letter and donation cheque to the council. The Clerk had sent Makro an appreciation letter.
  • House of Commons/ The Chancellor’s proposals on tax relief to people investing pension money in second homes.
  • Local Health Board/ workshop & lunch 9.30am to 1.00pm 16 March at Beaufort Park Hotel, Mold.

9. Planning Applications

Council had no objections to:

  • Proposal: Replacement Roof & Elevational Cladding

        Location: 7 Glendale Avenue, Sandycroft, Deeside

  • Proposal: Single Storey Extension to Gable Elevation

        Location: 44 Phillip Street, Sandycroft, Deeside

  • Proposal: Erection of A single Storey Warehouse Units For B1, B2, B8 Use with Ancillary Trade Counter Use

        Location: Chemistry Lane, Pentre, Deeside, Flintshire

The Authority had granted conditional planning permission to;

  • Proposal: Erection of a detached single garage

        Location: 22 Bernsdale Close, Sandycroft, Flintshire

  • Proposal: Erection of a portal Framed Steel Building for Storage/Office Use

         Location: BMS Chester Ltd Yard, Dee Banks, off Queensferry Bypass, Flintshire

  • Proposal: Two Storey Porch & Bathroom Extension

        Location: 24, Hamilton Avenue, Sandycroft, Deeside, Flints.

 


 

10. Any Urgent Business

Queensferry  

  • Litter still on ongoing problem.
  • Council meeting room/ the room used for council meetings was thought to be unsuitable, due to noise and disruption. Room suitability would be discussed under Standing Orders after the election.

 

Pentre

  • Noise nuisance in car park of local convenience store due to pot-holes/ the Clerk would contact the Environmental department.

 

Sandycroft 

  • Proposed changes to bus service/ the Clerk would write to the bus companies concerned.
  • Street light in Harrison Grove/ missing lantern
  • Rear Access/ Queens Avenue/ North Street/ water still leaking, the Clerk would contact the Water Authority.

Council Website Cllr. D Clare offered to contact shops as they may care to advertise on the website, these advertisements, would help to minimise the website running costs.

 


 

11. Items for Press Release

  • Litter Bins / over the last two years, council had supplied additional bins for their area, however as six of these bins had been vandalized, replacements are not affordable in the forthcoming financial year.
  • Litter problem in the council’s area/ North Wales Police are assisting by arranging for offenders doing litter picking, as part of Community Service.
  • Flintshire County Council has called a halt at present to the proposed skate park scheme in Sandycroft, whilst they assess the Wheeled Play Strategy.
  • Council will be having discussions to re-instate the ‘Neighbourhood Watch’ scheme in their area.
  • Bus Service to Queensferry, enquiries on-going to have the bus stopping more conveniently for Queensferry.
  • The Website address would now be part of the ‘press release’.
