Queensferry Community Council Minutes of the Annual Meeting of Council held 7.00pm Tuesday 8 May 2007 at the Community Centre, Phoenix Street, Sandycroft, Flintshire
Present: Councillors: D A Parry. (Presiding), M. Chesters, Mrs. L. Clare, K. Garner, K. Garrett, A. Jones, D. Roberts, Mrs. S. Salisbury, D. Wisinger, and the Clerk. Consultative Arrangements Police Audit/ Environmental Audits to be carried out on a three monthly basis. Speed Survey/ Chester Road – continued monitoring by Arrive Alive and a survey to be carried out by the Authority
1. Election of Chairman 2007/2008 Cllr. Mrs L. Clare Proposed, Seconded by Cllr. D. Wisinger that Councillor Alf Parry be elected as Chairman. Cllr. Parry accepted the Chain of Office from the retiring Chairman Councillor David Roberts. Council thanked Cllr. Roberts for his excellent Chairmanship.
2. Election of Vice-Chairman for 2007/2008 It was Proposed by Cllr. Mrs. L Clare, Seconded by Cllr. A. Jones that Councillor Keith Garrett be elected as Vice-Chairman. Cllr. Garrett accepted the Chain of Office from former Vice-Chairman Cllr. Alf Parry.

Wisinger Grampian Country Foods Ltd ***************** Council agreed that in future the Agenda would have an item ‘Reports from delegates representing Outside Bodies’ this would include the local food factory.

5. The Minutes The Minutes of the meeting held 10 April 2007 were passed as a true and correct record, subject to one amendment. Proposed by Cllr. D. Roberts, Seconded by Cllr. K. Garrett. Vote: 9 For. 0. Against. 6. Matters Arising from the Minutes
· Skate-park/ Update awaited from Cllr. D. Clare. · Lopping of trees behind Hamilton Avenue/ enquiries continuing. · Pentre Notice Board / to be replaced. · Garden refuse bins/ some dwellings still awaited delivery in Sandycroft & Queensferry. · Rear Access in Queensferry, legal enquiries continuing. · Nuisance from trade waste, Station Road /Glynn Street. · Deferred The Authority had again been reminded that work still needed doing on the following: · Factory Road pull-ins urgently required re-surfacing and under the railway bridge. · Hamilton Avenue, cracks in the road surface by no.33 · Leisure Centre/ Tidy-up in the area of the Pepper Pot & repairs to the fence. · Blocked grids in Fairfield Road & Pierce Street, Queensferry, and this situation now urgent. · The roads dip in Phoenix Street/ road closed, Welsh Water commencing work.
· Footpath of the elderly persons’ flats, Phoenix Street / the Authority had confirmed that work was commencing in the next few weeks.
· The proposed 40 mile activated street sign, Chester Road, Sandycroft No further information received from the Authority.
The Authority had been informed and had again been reminded of the following: · Knocked over sign on the top of ramp at Station Road. · Junction, Hamilton Avenue/ replacement information sign supports required. · Pot hole outside the public house in Pentre.
Harvey Mitchell, Waste Management Services had been informed that the refuse wagon was driving along the rear entry of Fairfield Road and of the fly tipping problem along Prince William Avenue, Sandycroft. He had informed the Clerk that there was no bins available at present to replace the Dog waste bin missing from Glendale Avenue.
· Phoenix Street / untidy board on public house, reported to Punch Taverns, who would try to resolve. · B.T. Telephone kiosk/ broken glass/ Reported to BT. · Traffic congestion at Chester Road, Mancot Lane/Chemistry Lane junction – the Clerk had contacted Highways regarding a ‘yellow box junction’. Traffic Management would arrange an inspection to ascertain feasibility. · The Authority had been made aware of the fly-tipping and litter problems in the ditches/ by Bernsdale Close and Phillip Street. · The Environmental Department would be contacted regarding the nuisance from noise and rubbish caused by a furnishing firm situated in Glendale Avenue. · Public seat broken by the Chester Road bus shelter / replacement required.
7. Local Food Processing Factory No issues.
8. Recommendations from the Financial Committee
· The Accounts for 2006/2007 be adopted.
Monies to be set aside for · Activated Street Sign (if & when approval granted from the Authority). · Bollard outside the Co-op in Pentre. · Three replacement metal public seats · Replacement metal notice boards for Pentre & Sandycroft. · Increased sweeping and cleaning of the rear accesses on a ‘as hok’ basis. ( for this financial year)
Consideration given to and enquiries to be made re: · Traffic Warden duties on a few hours per week basis in Queensferry. · Christmas decorations for Queensferry.
9. To Adopt the Accounts for 2006/ 2007 & Approval of the Annual Governance Statement & Signing of the Annual Return. Council adopted the accounts and the Annual Governance Statement, the Annual Return was signed by the Chairman and the Clerk/RFO. Council thanked the Clerk for her efforts in preparing the accounts for Audit. The external audit had been called for 29 June 2007. 10. Receipts and Accounts for Payment

11. Correspondence received.
Flintshire County Council re: Phoenix Street Pathways progress Environmental Competitions 2007 – Council agreed that Belvedere Close, Queensferry be entered; Cllr. A. Jones would inform the residents. Flintshire Unitary Development Plan 2000 -201 Representative required to attend the Pre-inquiry meeting 2.00pm Beaufort Park Hotel, Mold. Housing Strategy 2007 -2010 comments required by 25 May 2007 Deecat Music Festival 2007 information Victim Support Age Concern Information Play for Wales Voluntary Voice magazine
12. Planning Applications
Proposal: Private Hire taxi office Location: 23a Station Road, Queensferry, Flints.
Proposal: External covered drinking area to side Location: Bridge Inn, Chester Road, Sandycroft, Flints.
Proposal: Installation of 3 no. jay-beam wireless antenna & 3no. Jay-beam wireless SHF panel compact link antenna on existing 25 metre high VHF mast. Location: Scottish Power Queensferry Depot, Factory Road, Sandycroft, Flints.
Proposal: Erection of a timber pergola & raised decking area & new 1.8m high timber fence & gate. Location: The Lifeboat Inn, Phoenix Street, Sandycroft, Flints.
Proposal: Erection of 3no. Town houses with parking Location: Land adj. to 42 Fairfield Road, Queensferry, Deeside, Flints. A site meeting was held 10.30am 4 May regarding the application, Cllr. Wisinger gave a brief report.
Notification of planning decision from the Authority. The following applications were approved.
Proposal: Change of use from financial & professional services (A2) To Polish & Slovakian delicatessen (A3) & internet café. Location: 50 Chester Road, Queensferry, Flints.
Proposal. Retention of public kiosk & change of use for combined payphone & ATM Location: Payphone & ATM, pavement outside 8 Station Road, Queensferry.
13. Matters requiring urgent attention
Queensferry: Spar car park/ street light not operating Pentre: no new issues Sandycroft: no new issues.
Councillor Alf Parry gave a brief report on meetings he had attended; one Voice Wales, Landmark Wales Project. He also reported on the Police Environmental Audit of Sandycroft & Pentre, as he had accompanied the Police on their walkabouts of the areas.
The meeting closed 8.55 pm
Councillor Parry invited council to join him at his Civic Service, 2.00pm 24 June at Sandycroft Methodist Church.
