QUEENSFERRY COMMUNITY COUNCIL
Minutes of Annual Meeting held 7.00pm Tuesday 9 May 2006 at the Community Centre, Phoenix Street, Sandycroft, Flintshire.
Present:Councillors: D. Roberts, (Presiding) D. Clare, Mrs. L. Clare, K. Garner, K. Garrett, B. Humphries, Mrs. J. Jenkins, A. Jones, A. Parry, Mrs. Susan Salisbury, D. Wisinger, Mrs. S. Wynn and the Clerk. It was agreed that Consultative Arrangements should commence the meeting.
Nuisance Problems
1. Election of Chairman 2006/2007
It was Proposed by Cllr. D Clare, Seconded by Cllr. A Parry that Cllr. David Roberts is elected as Chairman for 2006/07. Retiring Chairman Cllr. Mrs. L. Clare presented the Chain of Office to Cllr. Roberts and a floral bouquet, in thanks to the Clerk. Cllr. Mrs. Clare was thanked by members of Council for all that she had accomplished during her term of Office and the happy atmosphere that she had created. The Clerk added her thanks for the great pleasure it had been in assisting Cllr. Mrs. Clare.
2. Election of Vice-Chairman 2006/200It was Proposed by Cllr. D. Wisinger, Seconded by Cllr. D. Clare, that Cllr. Alf Parry be elected Vice-Chairman. Cllr. Parry accepted the Chain of Office from Cllr. D. Roberts.

5. The MinutesThe Minutes of the meeting held 11 April 2006 was passed as a true and Correct Record. Proposed by Cllr. A. Parry, and Seconded by Cllr K. Garrett. Vote: 12 For.0. Against.
6. Matters Arising from the Minutes
Update on Proposed One –Way System, Queensferry / after a lengthy discussion it was Proposed by Cllr. A. Roberts and Seconded by Cllr. Mrs. S. Wynn that this scheme be now abandoned. Vote: 7 in favour. 0. Against. 5. Abstained.
The Authority had been informed of the following:-
· Foul odour caused by a firm in Expressway, burning plastic. · Fly tipping by the public toilets and in Fairfield Road · Blocked drains in Fairfield Road and Pierce Street. · Rear Access of Dundas Street/ Japanese knotweed problem. · Loose paving flags in front of the Phoenix Street flats. · Pentre Drain North the Clerk had requested that the underground pipe is checked. · Blocked Public Footpath left of the Dingle; Deferred until Cllr. Meech was present. · Letter to HSBC Bank –no reply received; therefore another letter would be sent.
Food Processing Factory Cllr. Mrs. L. Clare circulated an update on the meeting held 8 May between members of council and factory management. Cllr. Mrs. Clare was sincerely thanked for the efforts and the resulting achievements.
Next meeting to be held 5.15pm Monday 05 June 2006
7. To Adopt the Accounts for the year ended 31 March 2006
Cllr. A. Parry Proposed, Seconded by Cllr. D. Clare that these accounts be adopted. Vote 12 For. 0 Against. Council thanked the Clerk for her work in the preparation of the accounts.

Payments NWP Electrical Ltd (street light repair & maintenance & new lights) £2,085.88 British Telecom (telephone account) £ 52.48 Clerks net salary for month of April £ 359.01 Inland Revenue & NIC for month of April £ 107.65 Chairman’s Allowance 2006/07 £ 800.00
Transfer £3,600 Council approved these payments.

10. Planning ApplicationsInformation Proposal: Erection of a single storey porch and cloakroom to front and conservatory to rear Location: 24 Harrison Grove, Sandycroft, Flints.
The Authority had approved
11. Matters Requiring Urgent Attention.
Queensferry: Re-development of land at Deeside Leisure Centre; A letter would be sent to the leader of council, to inform him, that councillors were of the opinion, the land should be utilized for the building of homes for first-time buyers.
Sandycroft: Transit camp for travellers – council would be placing objections to any proposals for a transit camp. Grass verge/ Hamilton Avenue, untaxed cars parked on verge, displaying ‘For Sale’ signs.
Pentre: No new items for attention.
