QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.OOpm Tuesday 14 June 2005 At the Community Wing, John Summers Community School, Queensferry, Flints.

 

Present:

Councillors: Mrs. L. Clare (Presiding) D. Clare, Mrs. J. Jenkins, A. Jones, A. Parry, K. Garrett, B. Humphries, F. R. Meech, D. Roberts, Mrs. S Salisbury, D. Wisinger and the Clerk.

 


 

Consultative Arrangements

PC Lee introduced special constable Liza Burke and thanked former Chairman

Cllr. Mrs. J Jenkins for her support over the last year.

PC Lee requested that a volunteer committee be formed for monthly discussion meetings.

Several members of council agreed to attend the meetings and it was noted that

Reverend Batchelor had indicated interest in a youth club, operating from the church hall.

 

Traffic

Parking problems / a site meeting had been arranged, 10.00am 23 June at Gladstone Street. Police monitoring would continue on the parking situation in Queensferry. Reduced speed limit Chester Road, Pentre — Sandycroft, the Authority would be contacted by letter enquiring when the new signs would be erected.

Motor bike nuisance on the riverbank / several warnings had been issued. The Clerk would send a letter to Inspector Jolley for an update on his enquiries regarding how the police were affected by bylaws.

Mark Tami MP would be sent a letter regarding the legislation at point of purchase of these ‘off road motorbikes’

.

Groundwork - Wrexham & Flintshire.

Groundwork Officer Phil Tidey gave a brief outline of the formation the purpose and funding available to the organization and the assistance to community projects undertaken, which included two local skate park schemes. Cllr Denis Clare asked Groundwork for advice/assistance with the proposed skate park project for Sandycroft. The Clerk would obtain an update of progress from the Authority, Phil Tidey would be kept informed and an application form would be submitted to Groundwork for their assistance.

The Chairman thanked Mr. Tidey for attending the meeting and the valuable information he had given to the council.

2.     The Minutes

The minutes of the meetings held 10 May 2005 were passed and a true and correct Record, subject to one amendment.

Proposed by Cllr. A Parry, Seconded by Cllr K Garrett Vote: 11 For. 0 Against.

 

 


 

3.     Matters Arising from the Minutes

  • Waste Bin/Pentre. The Clerk had been informed by Construction Services that this bin had already been replaced with a plastic one by the Authority. They also informed her that if the Community Council wished it to be replaced with the concrete bin, there would be a charge. A decision was therefore taken by council to place the concrete bin in a new location at the entrance to the Leisure Centre in Queensferry.
  • Replacement Bollards for the rear access of Dundas Street, Queensferry, as a letter had been received from Waste Management Officer Andy Mcbeth, informing the Clerk that unless the bollard was a ‘drop down type’ and a key was given to the waste department, a solid type bollard would prevent access for the refuse vehicle. The Clerk had requested Construction Services to put a hold on the order, until council had considered the situation. It was agreed that the Clerk send a letter informing Mr. Mcbeth that these wagons were damaging the tarmac surface, and the underground drainage, and asking if his department were willing to stand the cost of any necessary repairs.
  • Proposed civic amenity site / no further information.
  • Barrier Fence on entrance to co-op, Pentre / It was noted that a sign displaying shop operating hours was now in situ. Observation would be made to ascertain if the barrier was used.
  • Renewal of the Civic Chain / the chain would be sent to Thomas Fattorini for additional links to be fitted.
  • Light pollution outside the public house in Phoenix Street, Cllr. Wisinger was making enquiries and the Clerk would write to the Environmental Department regarding the light pollution, noise and the parking problems in the street.
  • Barrier-fence! Riverbank / a letter had been sent to the Authority enquiring about the second barrier fence that had been erected. The Clerk would also make enquiries from the Land Registry.
  • Dingle Park / Cllr. Wisinger informed Council that enquiries were being made via the Agent for the removal of four caravan bases and a centre green / play area being constructed.
  • Quality Council Status / First Steps to obtaining ‘Quality Council’ status, the Clerk had completed the course, and had made enquiries into the next stages that applied, she would send a reminder to Mrs. Sandra Bushell as she was still awaiting response.
  • Newsletter council viewed the draft outline, it was agreed that the newsletter be circulated four times per year and be in two sections i.e. Sandycroft & Pentre and Queensferry.

The Authority had been informed of the following that required attention.

 

Queensferry:

Time adjustment needed to clock! the Authority would be adjusting the clock. They would be requested for a clock key, to be kept by a member of council.

Parking problems ongoing

 

Sandycroft:

Pothole by the gateway of the Community Centre now repaired.

Streetlights: it was noted that lights 48, 49, 50, 51 were now inoperative along Chester Road.

 

Pentre:

Footpath from Pentre to Sandycroft / letter received from the Authority with information that after having made an inspection, the footpath was found to be satisfactory

The Clerk would inform the Authority that in wet weather this footpath was slippery, due to the poor surface & express the concern of Council.

 

Rear Accesses.

A quotation had been received for the cleaning and clearing of the rear access in Queensferry, Pentre & Sandycroft. The quotation now included Bridge Villas, further discussion to take place at the next meeting of the Finance Committee.

Two additional Street Lights for Station Road, Sandycroft, had been placed on order.

 


 

4.     Requests for Financial Assistance

 

Resolved The Council use its Powers under Section 137 of the Local Government Act 1972 to make the following grants, which, in the opinion of the Council are in the interest of the area and its inhabitants:

 

Methodist Chapel, Sandycroft     £150

Sandycroft pre-school playgroup £150

 


5. Grampian Foods Update

A letter with the contact numbers of the Environment Agency Wales and the Factory had been circulated to residents. It was reported that during the warmer weather and the Bank holiday weekend, many residents experienced a foul odour nuisance. Council had been informed that a petition was being prepared, and it was suggested that Press publicity on the problem could be beneficial.

Next meeting, 5.15pm Monday 20 June.

Transfer £1,750.00 Council approved these payments.

 

Note:

The Accounts ended 31 March 2005 & the Annual Return had been sent for internal audit. Councillor Meech signed the Mandate form; Cllr. Garrett also signed the form which was completed by the Chairman and the Clerk.

 

A new Mandate Form was completed to Include Councillor Meech.

  • Governor at Sandycroft CP School — vacancy to be filled by a member of council. Cllr. Keith Garrett volunteered. - -
  • Environmental Competition 2005 — entries to be received by 30 June. It was agreed that Belvedere Close would be entered again.
  • Part 111 of the Local Government act 2000 —review of the model code of conduct Clwyd Community Chest —advance notice of AGM
  • Allianz Cornhill Insurance — confirmation of public liability cover (letter of enquiry sent by Council)
  • Flintshire Community Strategy, Review Conference, 20 September a representative from council is requested. Cllr. Alf Parry agreed to attend.
  • Citizens Advice Bureau I enquiring about ownership of rear access, Chester Road West, Queensferry. Resident of Sandycroft, permission for white painted lines outside their house! the Clerk would write & advise them to contact the Authority who would make a charge for this service.

  • A resident of Queensferry had telephoned the Clerk regarding a parked caravan that was being vandalized and was causing her nuisance and fear of vandalism to her property. The Clerk would send a letter requesting the removal of caravan.

 


8. Planning Applications

  • Proposal: Erection of 5 no two bedroom dwellings

      Location: Land at the rear of The Orchard, Station Road, Sandycroft, Flints.

 

A letter of objection would be sent to the Authority, as this area is a flood plain.

 

  • Proposal: Change of use from shop to restaurant

      Location: 44 Station Road, Queensferry, Flints. No objection raised

 

  • Proposal: Erection of six storey flats development providing 36no new units and basement parking for 53 vehicles

      Location: 1 — 7 Pierce Street, Queensferry, Flints.

Note: The Authority had sent notification of a planning decision, that the original application had been withdrawn.

 

A letter of objection on this application would be sent to the Authority, as area is a flood plain, additional parking problems could be caused and there was restricted access for emergency service vehicles.

 

  • Proposal: Single storey extension to rear and conservatory to front of dwelling

       Location: 32A Chester Road, Sandycroft, Flints. Amended Plans

 

No objection  raised

The Authority granted conditional planning permission to:

  • Proposal: Erection of a conservatory

       Location: 7 Hamilton Avenue, Sandycroft, Flints.

  • Proposal: Erection of a conservatory

       Location: 43 Hamilton Avenue, Sandycroft, Flints.

  • Proposal: Two Storey rear extension

       Location: 3 Harrison Grove, Sandycroft, Flints

  • Proposal: Ground & first floor extension

       Location: 13 Queens Avenue, Sandycroft, Flints

  • Proposal: Single storey extension to rear & sun room to front of dwelling Location: 32A Chester Road, Sandycroft, Flints.

 

  • Proposal: Erection of illuminated signage

      Location: Asda Stores, Queensferry, Flints.

  • Proposal: Erection of lKva substation   on pre-formed concrete slab

9. Matters Requiring Urgent Attention,

Queensferry:

  • Broken Glass by the traffic island
  • Ongoing parking problems

 

Sandycroft:

  • Claire Avenue / street sign needed replacing
  • Fence by Broughton Brook / Phoenix Street The Clerk had made enquiries from the Authority, the Environment Agency & Welsh Water Authority to no avail. Cllr. Wisinger would endeavour to ascertain those responsible for the repair and upkeep.

 

Pentre:

  • Footpath! Sandycroft to Pentre / The Clerk would write another letter to remind the Authority, that this footpath was in a satisfactory condition.
  • Chemistry Lane / parking problems
  • Bollard by the ‘late shop’ needed re-erecting or if necessary replacing.

 


 

10. Items for Press Release

Community Times — the council would be circulating two newsletters four times a year, with items relevant to Queensferry & items relevant to Pentre & Sandycroft.

 Grants awarded locally.

 Council agreed to Cllr. Denis Clare sending council Minutes by E-mail to the local Press
