QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 7.00pm Tuesday 8 June 2004

Held at the Community Centre, Phoenix Street, Sandycroft, Flintshire

 


Present: 

Councillors Mrs. J. Jenkins, (Presiding), D. Clare, K. Garrett, B. Humphries, A. Parry,

Mrs. E Parry, D. Roberts. J. D. Vyse & the Clerk.

 


 

Consultative Arrangements

  • Queensferry Police Surgery to be held 3.00pm 1st Monday of the month in the Memorial Institute. 
  • Reports of young persons drug & alcohol misuse.
  • Compensation to be paid, regarding the vandalized street lights.
  • Update awaited from Trading Standards regarding sale of alcohol to underage youths.
  • Speeding Go-peds causing nuisance
  • Pentre parking problems/ a site meeting to be arranged after the election.
  • Over limit parking in Station Road, Queensferry/ to be monitored.

2. Minutes

 The minutes of the meeting held 11 May 2004 were passed as a True and Correct Record.  Proposed by Cllr. K Garrett and Seconded by Cllr. D. Clare

     Vote: 8 For. 0  Against.

 


 

3. Matters Arising from the Minutes

  • Broken fence at Sandycroft Community Centre, costs for palisade fencing being sought he Authority, had checked records with land registry and confirmed that they were not responsible for this fence. They suggested perusal of the Community Centre deeds.
  • Notice Boards/ Pentre & Queensferry signs to be completed.
  • Pentre notice board had again been vandalised, but had now been repaired.

  • Noise from the Leisure Centre ice rink / the Environmental department requested to measure the noise level and liaise with Cllr. Mrs. S. Wynn.
  • Vandalized Litter Bins / as the quotations obtained would prove too costly, enquiries would continue for designs and costs.
  • Vulnerable street lighting columns at the railway bridge, Pentre, security bands would be fitted.
  • Traffic lights / Macro junction/ situation now improved.
  • Flintshire Neighbourhood Watch Association Signs/ column numbers required, before signs could be fitted.
  • Bridge Villas rear access/ after checking their Records, the Authority had confirmed that they were not responsible. After discussion, it was proposed by Cllr. B Humphries and Seconded by Cllr. D. Clare that the Clerk should seek advice from ‘One Voice Wales’.

Vote: 8 For. 0 Against

  • Planning application re: erection of a steel portal frame building for warehouse and distribution at Prince William Avenue, Sandycroft. The Authority would be reminded the requested information had not been received.
  • Garden Competition / the detail flyers had been delivered in the council’s area.
  • Flintshire Environmental Competition 2004/ Station Road Queensferry and Belvedere Close were entered in the competition.
  • The Authority had confirmed that weight restriction signs on the entry to Phoenix Street would not be erected, as some vehicles have exemption, etc. Refuse and delivery lorries.
  • The Authority had been make aware of:
  • Subsidence in road & sunken drain, Phoenix Street; drains requiring attention at Fairfield Road & Pierce Street, Queensferry and at Fairway, Sandycroft.
  • Sandycroft play area required cleaning & additional sand for the sand –pit

  • Pot-hole outside the Community Centre gate

  • Litter problems in the areas/ although litter picking had taken place, the problem was on-      going

  •  Net Work Rail had confirmed they would make an inspection of the poor surface and the overgrown vegetation on the railway bridge, Pentre and also inspect the Japanese Knotweed problem in Dundas Street rear access at Queensferry.

 


 

4. Applications for Grants.

Resolved. The Council use it’s Powers under Section 137 of the Local Government Act 1972 and made the following grant, which, in the opinion of the council are in the interest of the area and its inhabitants:

  Queensferry CP School, £200 for replacement play equipment.

  Proposed by Cllr. D. Clare and Seconded by Cllr. K Garrett.

  Vote: 7 For. 0 Against 1 Abstained.  Cllr. J. D. Vyse declared interest, being a school governor.

  •    Newly appointed, Speed Management Office, Hugh Jones was willing to talk to council   about ‘Arrive Alive’ Partnership

            Council agreed that Mr. Jones should be invited to the September meeting of council.

  • Resident of Bernsdale Close, regarding pot-holes, noise and speeding traffic.

  •  The Clerk would contact the Authority and send a copy of this correspondence to the Clwyd Housing Association.

  • FLVC / free airtime to advertise charities events. Information passed to Sandycroft Community Centre Chairman.

7.      Planning Applications

Council had no objection to:

  • Proposal: use of land for new parking area for staff parking

              Location: Asda superstore, Queensferry

 

Information

The Authority has granted conditional planning permission to these applications.

  • Proposal: Erection of a conservatory.

        Location: 7 Hamilton Avenue, Sandycroft

  • Proposal: Conversion of part of ‘old office building to flat (no.9)

        Location: Station Road,  Sandycroft

  •      Proposal: Variation of condition no.13 attached to planning permission ref.4/7/18922

              Location:  The Circuit, Babbage Road, Sandycroft

  • Proposal: Replacement roof & elevation cladding

              Location: 7 Glendale Avenue, Sandycroft

 


 

      8. Matters Requiring Urgent Attention

Queensferry / Pruning of the lower tree branches by the crossing. 

Pentre/ Continued litter problems

Sandycroft / Bus shelter at Chester Road/Hamilton Avenue junction in need of cleaning.

A number of residents complaining that the local food processing factory was causing nuisance, due to the extremely foul odours and also noise level.

The Clerk would write to various M.Ps. and contact the Authority.

The Chairman gave thanks to the retiring members of Council, and the Clerk would send a letter to them on behalf of the council.
