Queensferry Community Council

Minutes of the Annual Meeting of Council held 7.00pm Tuesday 12 June 2007 at the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present: Councillors: D A Parry. (Presiding), D. Clare, Mrs. L. Clare, K. Garner, K. Garrett, A. Jones, D. Roberts, Mrs. S. Salisbury, Mrs. S. Wynn. and the Clerk.

 


Consultative Arrangements

Second Police Audit / Pentre & Sandycroft to be held 27 July, the first audit being on the whole positive.

Chester Road speeding vehicles/ continued monitoring.

Underage alcohol abuse/ operation with Trading Standards, and monitoring of local point of purchase. Identification coding on bottles encouraged to pin-point area of purchase.

Anti-social behaviour /an improvement observed.

2.   The Minutes

    The Minutes of the meeting held 8 May 2007 were passed as a true and correct record, subject to two amendments

    Proposed by Cllr. K Garrett and Seconded by Cllr. D. Roberts.

        Vote: 9. For.  0. Against.

 


3.        Matters Arising from the Minutes

 

Skate-park/ Cllr. Denis Clare reported on the situation to date, regarding the funding and lease issues.

 

Lopping of trees behind Hamilton Avenue/ enquiries continuing

 

Quotations obtained:

Pentre & Sandycroft notice boards replacements /  lockable aluminium type, each board £1,525 & £171 for a header panel. After discussion it was agreed that a catalogue of designs would be requested for further perusal.

Public seats replacements/ £1,925 as per the stainless steel benches situated in Queensferry.

Cllr. D. Clare proposed Cllr. K. Garrett seconded and members agreed that two seats be purchased; one situated opposite the Mechanic’s Arms, Pentre, one situated by the corner of the Bridge Inn, Sandycroft.

The damaged seat at the junction of Chester Road /Hamilton Avenue would be removed.

Bollard outside Pentre late shop/ concrete £361 or plastic flick back £309.92. a catalogue denoting the various designs would be requested.

Garden refuse bins/ still awaited delivery in some parts of Sandycroft & Queensferry

 Rear Access in Queensferry, legal enquiries continuing.

Chester Road, Pentre:Pot hole outside the public house in Pentre/         resolved. BT Telephone kiosk/ broken glass/ BT to resolve.

Traffic problems/ Traffic Management would arrange an inspection to ascertain feasibility of a  ‘yellow box junction, ’due to the  traffic congestion at Chester Road, Mancot Lane & Chemistry lane & inform the Clerk.

 Phoenix Street, Sandycroft.

 Welsh Water had now completed the road dip

         Footpath of the elderly persons’ flats, confirmation from the

         Authority that the situation would be remedied.

 Untidy board on public house /Punch Taverns, to resolve.

 Signs:

 Information sign supports Junction, Hamilton Avenue/ the Authority has confirmed that work would be commencing.

 The Authority had been reminded that the sign on the

 Station Road ramp was knocked over.

             40 mile activated street sign, Chester Road, Sandycroft. No further information received from the Authority.

 

 

Factory Road pull-ins / David James, Flintshire County Council, had written with information that the lays bys were in satisfactory condition and under the railway bridge does not form part of the adopted highway. The Clerk would again contact David James regarding these pull-ins.

 

The Authority had been made aware of the following:

Continuing fly-tipping/ litter problems in the ditches around Sandycroft.

 

Queensferry:

 Blocked grids/ Fairfield Road & Pierce Street.

The Clerk had been informed that on various inspections, parked cars made access inaccessible. However the jetta clearing would commence shortly.

        Spar car park/ street light not operating properly.

Noise Nuisance to residents

The Environmental Department advised that regarding the nuisance from noise caused by a furnishing firm situated in Glendale Avenue residents must telephone their complaints to the Authority in order that a noise nuisance procedure forms could be set up. The Clerk would write to the Director of the factory and request his assistance in stopping this nuisance.

 

 It was agreed that the following be removed from future Minutes.

 Hamilton Avenue, cracks in the road surface by no.33

Leisure Centre/ Tidy-up in the area of the Pepper Pot & repairs to the fence.

 


                       

4.     Update from delegates on ‘Outside Bodies’

Grampian Country Foods/ Cllr. Mrs. L. Clare circulated the Minutes from the meeting held 11 June. Progress continued, only one incident that was being investigated by factory management.

Cllr. A Parry gave a brief report on a police meeting he had attended with Cllr. K. Garrett.

 


5.      Applications for  Financial Assistance

No grants made as it is the practise of council to award in the  area of Queensferry, Pentre, Sandycroft and no requests within their area were received.

 Flintshire County Council re:

Pull-ins Factory Road, gullies at Pierce Street/Fairfield Road, name plate signs, junction of Hamilton Avenue.

 

Licensing act 2003 – Statement of Licensing Policy – Consultation. Observations/Comments required by 15 September 2007.

 

Welsh assembly Government re:

A494 Drome Corner to Ewloe Improvement

 

One Voice Wales re:

AGM 6.30pm Monday 9 July 2007 at Parciau Hall, Wrexham

Response required to the note on the planning training session

National Eisteddfod of Wales 2007 Flintshire & District 4 -11 August. Volunteers required to assist on the One Voice Wales Stand.

Incident: Network Rail – December 2006 sum for re-imbursement to the council being £676.80.

Letter & C.V. received from a young resident of Mancot seeking labouring duties

 


       8. Planning Applications

Proposal:  Erection of fascia signage

Location: Brooke-house, Chester Road, Pentre, Flints.

 

Proposal: Conversion of existing dwelling in 2 no. Flats

Location: 35 -37 Wood Street, Sandycroft, Flintshire.

 

Proposal: Amendment to access driveway previously approved under Ref. No.99/7/1231

Location: 52 Chester Road, Sandycroft, Flints.

 

Application Amended

Proposal: Single storey shower & bedroom extension

Location: 14 Chester Road West, Queensferry, Flints.

 

Notification of planning decision from the Authority.

The following applications were approved.

Proposal:  Erection of 3no. Town houses with parking

Location:  Land adj. to 42 Fairfield Road, Queensferry, Deeside, Flints.

 

Proposal: External covered drinking area to side.  

Location: Bridge Inn, Chester Road, Sandycroft, Flints.

 

Proposal: Installation of 3 no. jay-beam wireless antenna & 3no. Jay-beam wireless SHF panel compact link antenna on existing 25 metre high VHF mast.  

Location: Scottish Power Queensferry Depot, Factory Road, Sandycroft, Flints.

 

Proposal: Extension to existing premises to form additional workshop area & replacement office accommodation including new signage & associated parking facilities.

Location: Spraytone, Factory Road, Sandycroft, Flints.

 

The following application withdrawn

Proposal: Two storey rear extension and internal alterations to provide one additional flat on the first floor.

Location: Master Fryer, 16 Station Road, Queensferry, Flints.

 


 9.  Matters requiring urgent attention

          Queensferry:      

            Fly-tipping /front entrance of the former OBE building

Trees / advice to be sought from the Tree Officer regarding overgrown trees by the rear access of Fairfield Road.

Enquiries to be made regarding the costs & feasibility of -

                  Part time traffic warden and festive decorations

 

    Pentre:  no new issues.

   Sandycroft   Ditches/ need clearing of vegetation.

 


Council agreed that if further qualifications were to become available for Clerks, the Clerk should apply.

 

The meeting closed 9.00 pm

 

Councillor Parry invited council to join him at his Civic Service, 2.30pm

24 June at Sandycroft Methodist Church.  (Since the meeting this event was cancelled due to illness).
