QUEENSFERRY COMMUNITY COUNCIL
Minutes of the Meeting held 7.00pm. Tuesday 13 June 2006 at the Community Centre, Phoenix Street, Sandycroft, Flints.
Present:

P.C. Gill Leherle was welcomed to her first meeting of Council.
P.C. Leherle informed council of.. 'Bash & Dash' course arranged by Neighbourhood Wardens, for young persons aged 13 ‑15years. Community Meetings CCTV funding being sought from a local football team

2. The Minutes
The minutes of the meeting held 9 May 2006 was passed and a true and correct record, Proposed by Cllr. K. Garrett, and seconded by Cllr. A Parry Vote: 10 For 0. Against. 3. Matters Arising from the Minutes
· Skate‑park / enquiries continuing with the design and plans within the system in the next fortnight.
· Fence/Broughton Brook/ Phoenix Street; the fence is now awaiting erection by Construction Services and the Clerk would remind the contractor the matter is now urgent, due to the July play‑scheme.
· Civic Amenity Site ‑Cllr. Wisinger reported that there was no update on the situation.
· Road surface, Phoenix Street, the Authority having been advised that this patch may require strengthening, found at the time of their inspection that it was in a safe condition. The Authority have now contacted Welsh Water and requested that they attend to the dip in their pipe work. The road surface will be monitored to ensure that no defects develop that could be deemed a hazard to the highway user. The Clerk would continue to remind David James.
· Broken fence/ Bernsdale Close / the Housing Department reported that they are aware of the situation.
· Directional signs 1 Queensferry C.P. School/ Council 1 the School had obtained a verbal cost and requested that council consider their application for funding.
· Lopping of Trees bordering Sandycroft playing field 1 the Authority are aware that the work has yet to commence and has been informed that lopping of trees is required behind the gardens of Hamilton Avenue.
· Litter‑ bin by the Late store in Pentre, the Authority had been reminded that relocation was still required
· Decriminalised Parking Enforcement and part‑time basis Parking Warden –The Clerk had received a letter from the Authority imparting the following information ‑ The County Council had not yet made a decision on pursuing the appropriate powers for the introduction of decriminalised parking enforcement within their administrative area, however, this matter along with other issues raised within the Countrywide Parking Study will be considered by the Authority in the near future. Part‑time wardens would have to be employed through the police and the revenue received from the parking fines issued would go to the Exchequer.
· Proposed One ‑Way System, Queensferry / A letter to be circulated to residents in the area, informing them of the decision Council had taken not to proceed with this proposal.
· Public Footpath by the Dingle, Cllr. Meech reported that the situation is now resolved.
· HSBC Bank ‑ the Clerk had received a reply to the letter, informing her that minor repairs & re‑decoration was in hand for the Queensferry Branch.
The Authority had been informed of the following:- · Council were of the opinion that the re‑development of the land at Deeside Leisure Centre should he utilized for building of 'first‑time buyer' homes. Cllr. Wisinger reported that his letter to the Authority was passed to builders.
· Grass verge/ Chester Road/ Hamilton Avenue junction/ cars displaying 'for sale' signs parked on the grass verge/ further enquiries to be made.
Update on the Food Processing Factory Cllr. Mrs. L. Clare circulated an update of the meeting held Monday 5 June between the delegates of Council and Factory Management, it was apparent that plans for the continued improvement of odour & noise issues were in hand. Council agreed that a letter of thanks for the progress made to date should be sent to the Management Team. Next meeting‑ to beheld 5.15,Pm Monday, 3 July 2006
4. To discuss Applications for Financial Assistance
Under section 137 of the Local Government Act Council agreed that the following grants should be given to benefit the community and it's inhabitants, Grants awarded:

Council approved these payments
To Approve the Annual Return ‑ Statement of Assurance 2005106 Council agreed that the Annual Return should he approved, therefore the Chairman and the Clerk signed the document on behalf of Council.

7. Planning Applications
Proposal: Change of use to cafe Location: 25 Babbage Road, Engineer Park, Sandycroft, Deeside No Objection
Proposal. Erection of illuminated signage Location: Bridgegate, Station Road, Queensferry. Deeside No objection
Proposal: Ground floor retail shops with residence above Location: Land adj. to 42 Fairfield Road, Queensferry, Deeside A letter of objection would be sent to the Authority regarding this planning application.
Information
Proposal: Erection of two storey rear extension & conservatory Location: 14 Fairway, Sandycroft, Deeside. The Authority had approved this application.
Council agreed that Standing Orders be suspended for ten minutes.
8. Matters Requiring Urgent Attention.
Queensferry: Fly‑tipping problems on‑going
Sandycroft Bus Shelter situated at Chester Road / Hamilton Avenue Junction. As the Authority had offered to exchange the vandalised shelter with a smaller version, at no charge, council agreed that their offer be accepted The Clerk had reported to the Authority that the large hole in the wire mesh fence, situated over Broughton brook/ off Station Road, leading to North Street was a safety hazard. The gate leading to the football field required re‑fixing onto the hinges. The play‑ equipment that was in urgent need of repair it the children's play area Untidy and overgrown hedges the Authority to be informed. A section of overgrown hedge at Station Road ‑ the publican would be requested to have this section pruned The Clerk would make enquiries regarding brown garden refuse bins for the area Flintshire Construction Services would be asked for the commencement date of sweeping the Community Centre car park,
Pentre: Enquiries were on‑going regarding a replacement notice board. Chemistry Lane traffic lights not synchronised/ enquiries to he made, Telephone Box / vandalised Drain water gullies missing.
