Minutes of Meeting held 7 00pm Tuesday 12 July 2005 at the Community Centre, Phoenix Street, Sandycroft, Flintshire

 

Present:

Councillors: Mrs. L. Clare (Presiding) D. Clare, A. Parry, K. Garrett; B. Humphries, F. it Meech, D. Roberts, Mrs. S Salisbury, D. Wisinger  and the Clerk.

 


Consultative Arrangements

  • Volunteer committee for discussion meetings! update required
  • Traffic/Parking problems at Queensferry to be monitored
  • Reduced speed limit signs Chester Road, Pentre — Sandycroft, the Authority were reminded signs were needed.
  • Motor bike nuisance on the riverbank/Inspector Jolley awaiting update regarding bylaws
  • Mark Tami MP. Making enquiries into legislations for purchase of off road motorbikes.
  • Signs of occupancy/bridge by motor showroom, Queensferry
  • Youth Offenders Officer Mrs. Francis Whelan would be contacted for the assistance of circulation of Community Times,

 

 Community Warden Scheme Officer, Francis Illing, had sent Apologies and would be invited to attend the next meeting of council, held in Sandycroft

The Minutes

 

The minutes of the meetings held 14 June 2005 were passed as a true and correct Record. Proposed by Cllr. A. Parry, Seconded by Cllr K. Garrett Vote: 9 For. 0 Against.

 

 


 

Matters Arising from the Minutes

 

  • Concrete litterbin / Construction Services would locate bin by the entrance of the Leisure Centre.
  • Groundwork — and the application for fund-finding resources had been sent to them, they would now be updated with the information received from the Authority the Sandycroft Recreation Committee would be re-grouped including Cllr. A Parry and K Garrett
  • Bollard / Dundas Street rear access /Due to Council being informed by Waste Management that any permanent bollard would hinder refuse collection. Deferred rear access would be monitored for damage. No reply received from Waste Management Services to Council’s letter to ascertain if that department would pay any necessary costs for rear access repairs.
  • Proposed civic amenity site/ no further information.
  • Renewal of the Civic Chain I Thomas Fattorini was manufacturing the additional links for the existing chain.
  • Light pollution outside the public house in Phoenix Street; the Environmental Department had sent information that light pollution does not come under the remit of the County Council; private action can be taken under Common Law nuisance. The noise is within the jurisdiction and can be dealt with by the Department. A copy of the letter would be given to the resident living opposite the premises.
  • Barrier-fence Riverbank /enquiries from the land registry in process
  • Barrier-. fence/Pentre ‘late shop’, Cllr. Garrett would observe if barrier being used
  • Quality Council Status I the Clerk was waiting for the certificate on completing the course. She had been informed that at present Wales did not operate a scheme for obtaining Quality Council status and would contact ‘One Voice Wales’ for further advice.
  • Newsletter - ‘Community Times’ would shortly be circulated, Cllr. Mrs. Linda Clare was thanked fur the splendid work she had done in the preparation and presentation of the newsletter.
  • Civic Clock at Queensferry; Time now adjusted, as there was no clock key, to change the time mechanism, was a simple process by screwdriver which Cllr. David Roberts agreed to undertake.
  • Footpath from Pentre to Sandycroft I another letter had been received from the Authority with the information that after further inspection, the footpath was found to be satisfactory. Deferred, until the wet weather season.
  • Resident of Queensferry concerned to the safety of her property regarding a nearby caravan being vandalized. Now resolved.
  •  Fence Broughton Brook/ Phoenix Street as all enquiries to ownership was negative; Cllr. D. Clare Proposed and Seconded by Cllr. B. Humphries that a quotation be sought

  • Bollard by the ‘late shop’ now replaced.

 


 

The Authority had been informed and would be reminded of

 

Sandycroft:

  • Street sign needed replacing at Claire Avenue.

 

 Queensferry

  • Broken glass by the traffic island and ongoing traffic problems.

 

 


Grampian Foods Update

 

At the meeting of 20 June Council delegates were informed that improved housekeeping

methods would be put into place, which was hoped to benefit the situation. A petition had been circulated around the area by a Sandycroft resident. Councillors agreed to be present; along with Mark Tami MP and the Press, when the resident handed in the petition.

 

The next meeting with factory personal was scheduled for 5.15pm  Monday 1 August

 


Recommendations from the Financial Committee

  • Two additional street lights, Station Road, Sandycroft
  • Rear access sweeping & cleaning programme to commence
  • Skate Park scheme — now progressing
  • Traffic Parking Queensferry - a leaflet to inform residents that a discussion meeting would be held, with Mr. J Borland, Chief Highways & Transportation Officer, in attendance at the Memorial Institute, Queensferry.
  • Food Processing Factory, Councillors to be present along with Mark Tami MP, when the petition was handed by the Sandycroft resident to the Factory Management
  • The Venue of future meetings held in Queensferry would be an item the September Agenda.
  • Cllr David Roberts had agreed to Chair future meetings of the Finance Committee, Cllr. Mrs Susan Salisbury agreed to join the committee.

Flintshire County Council

Shotton to Queensferry Environmental Improvement- comments required from council by 19 July. After perusing the plan, a letter to place councils objection on record for the taking of the bus lane beyond Fairfield Road, as this would cause additional traffic problems. The Authority would also be informed that the clearing & cleaning of the ditch fronting the school fire station, would improve the environment.

Planning Applications

  • Proposal: Erection illuminated signage

       Location: Asda Superstore, Deeside, Flints

 

  • Proposal: Erection of a single storey portal framed extension to industrial unit Location: Unit 4 Holland’s Yard, Rectors Lane, Pentre, Deeside, Flints.

 

  • Proposal: Change of use to D2 to operate as a children’s indoor entertainment centre

      Location: Unit 3a Interling Trade Park, Queensferry, Deeside, CLL5 20W

 

Council raised no objection to the above applications.

 

Amended Application

 

  • Proposal: Variation of condition's to allow the rationalization and relay out of existing Mobile home park (part retrospective)

       Location: The Dingle Caravan Park, Station Road,

Council objected to this application as four plots shown on the plan were too close to the Existing properties (dwelling houses)

 

Information

The Authority refused planning permission to:

 

  • Proposal: Two Storey extension to form a two bedroom flat

       Location: 35 Station Road, Queensferry, Flints

 

The Authority granted conditional planning permission to:

 

  • Proposal: Change of use to form junior go-kart circuit

       Location: The Circuit Babbage Road, Engineer Park, Sandycroft Flints.

 


 

Matters Requiring Urgent Attention.

 

Queensferry:

  • Builder’s yard: Environment department dealing with the situation.

 

Sandycroft:

  • Traffic calming e speed humps Hamilton Avenue & Phoenix Street signs & reduction to 2Omile limit for Hamilton Avenue

  • Factory, Glendale Avenue/noise before 7.OOam
  • Broken fence/access from Bernsdale Close / Chester Road
  • Station Road/hedge needs pruning.

 

Pentre:

  • Parking problems in Chemistry Lane. Enquiries to be made re: land ownership.

 


 

Skip -site / as vans (not trade) were now prohibited, Council were concerned that the problem of fly tipping will intensify. A letter would be sent to the Authority, expressing council’s concern and bring  to their attention that council were not consulted upon the rule; an update on the provision of garden waste bins was also required.

 


Visits by Council

Cllr. David Roberta had been advised by a member of the Queensferry Dental Surgery that Councillors would be welcome to view the dental surgery in the near future.

 

The Clerk would write to A1RBUS UK to arrange, another visit for members of council
