QUEENSFERRY COMMUNITY COUNCIL Minutes of Meeting held 7.OOpm Tuesday 13 July 2004 At the Community Wing, John summers Community School, Queensferry, Flints.
Present: Councillors Mrs. L Clare (Presiding), K. Garrett, B. Humphries, A. Parry, Mrs. S Salisbury, Mrs. P Titley, J. D. Vyse, D Wisinger, Mrs. S Wynn, & the Clerk. In attendance / Reporter from the Chronicle newspaper New members of Council co-opted members for Sandycroft Ward Mrs. S Salisbury & Mrs. P Titley signed the Declaration & Code of Conduct form and were welcomed and introduced to Council
Consultative Arrangements Insp. David Jolley, P.C. Emma Cronin, P.C. Alex Lee Community Safety Surgery to be held, 2 —6pm, 23 July at Queensferry Memorial Institute. Police Surgeries to commence in August, at that venue and ‘flyers’ will be displayed. • Young persons drug & alcohol misuse/two arrests made, the situation now improved. • Sale of alcohol to underage youths, Trading Standards has investigated this problem, and an over 21-age limit to be introduced. • Nuisance from speeding go-peds, notices have been served. • Pentre parking problems! A site meeting to be arranged in the near future. • Over limit parking in Station Road, Queensferry, also parking on the wrong side of the road / situation to be monitored. • Rosters were being prepared to give improved police coverage for the area. • The residents of sexual offender’s were known to the police and these persons were monitored. • Police confirmed their presence at the fun-day, to be held 17 July, Sandycroft sports field. • Several incidents of vandalism had recently taken place at Sandycroft Community Centre. • Vandalized street lights, compensation had now been paid to council.

2. MinutesThe Minutes of the meeting held 8 June & 28 June 2004 were passed as a True and Correct Record. 8th June Proposed by Cllr. K. Garret and Seconded by Cllr. J. D. Vyse Vote: 9 For. 0. Against. 28th June proposed by Cllr. A. Parry and Seconded by Cllr. B. Humphries Vote: 9 For. 0. Against.
3. Matters Arising from the Minutes• Broken fence at Sandycroft Community Centre, costs for palisade fencing still being sought. Update awaited from perusal of the Community Centre deeds. It was Proposed by Cllr. J. D. Vyse and Seconded by Cur. A Parry that council gives an advance of the financial aid grant, in order that the fence can be renewed, for safety purposes. Vote: 9 For 0. Against. • Notice Boards / Pentre & Queensferry signs to be completed. • Leisure Centre ice rink noise/ Cllr. Mrs. S. Wynn was awaiting an update from the Environmental department. • Vandalized Litter Bins / enquiries continuing for designs and costs, further discussion at the next meeting of the Finance Committee. • Flintshire Neighbourhood Watch Association Signs/ Cllr. D. Clare listing the column numbers, for fitting purposes. • Bridge Villas rear access/ enquiries were made from ‘One Voice Wales’. The Clerk read to Council the letter received from One Voice Wales Acting Chief Executive, after discussion, councillors agreed that the Clerk should contact the residents of Bridge Villas, to arrange a site meeting. • Planning application re: erection of a steel portal frame building for warehouse and distribution at Prince William Avenue, Sandycroft. The Authority had informed the Clerk that they do not have the requested information, as they do not have to know what is being stored and distributed. In the event of dangerous chemicals etc, this would be listed on planning applications. • Garden Competition / cancelled, due to only four entries being received. • Flintshire Environmental Competition 2004/ Station Road Queensferry and Belvedere Close were entered in the competition, which would take place the week commencing 5 July. • The Clerk would remind Net Work Rail, as an update was awaited on their inspection of the poor surface and the overgrown vegetation on the railway bridge, Pentre and the Japanese Knotweed problem in Dundas Street rear access at Queensferry. Flintshire County Council also had been informed about this vegetation. The Authority had been made aware of: • Continued litter problems • Pruning required, of the lower tree branches by the crossing! Queensferry The Chester Road/Hamilton Avenue junction, Bus shelter had now been cleaned. Odour from the Local Food Factory. Flintshire County Council Pollution Officer Andy Fuller would meet members of council for discussion, 6.3Opm Monday 26 July at Sandycroft Community Centre. Mark Tami MP had sent a copy information letter, he had received from Mr. Fuller, and Carl Sargent AM had acknowledged the letter sent from Council.

6. Planning ApplicationsCouncil had no objection to: Proposal: Construction of external ramp & installation of new lights. Location: Nat West, 62 Station Road, Queensferry
7. Matters Requiring Urgent Attention
Queensferry: Co-opted member to serve Queensferry Ward. Three nominees had been received for one vacancy; therefore after discussion and voted upon, it was Resolved that Mr. Alan Jones a resident of Queensferry be invited to join council, as the co opted member for Queensferry Ward. The Clerk would ensure that Mr. Jones signed the Declaration form The Authority would be reminded that the drains in Fairfield Road and Pierce Street needed attention. Bollards needed replacing in the rear access of Queens Street. Enquires would be made from the Authority, regarding the operation of a sex shop, Station Road, Queensferry.
Pentre: Keep left bollard on the Chester Road/Makro entrance junction needs attention. The Clerk would contact the Environmental department to inform them that the noise from cars driving over the metal plate at the entrance to the car park of the local convenience store was still causing nuisance. Litter and parking problems still continuing. Footpath from Pentre to Sandycroft required an improved surface, as there was no drainage and was very muddy.
Sandycroft: Itinerants had left rubbish and burnt out caravan in Factory Road The Authority would be informed, that the drains in Phoenix Street and Fairway, still needed attention.
Review of the Constitution• The Sum before obtaining quotations was increased from £500 to £2000 • Change of venue for Queensferry Council meetings. The Clerk would contact the Committee of the Queensferry Memorial Institute, requesting use of the premises. • Mentors for new councillors Cllr. D Clare and Mrs L Clare to act as mentors to the new members for Sandycroft Ward. • Change of day from Tuesday to Monday for Council meetings/Deferred. • Identification badges for Councillors were suggested. Refurbishment of the Civic Chain (Chairman’s Chain) The Clerk would contact Civic Regalia Manufactures Thomas Fattorini for a design booklet.
