Queensferry Community Council

The Minutes of Meeting held 7.00pm Tuesday 8 July 2003

at the Community Centre, Phoenix Street, Sandycroft, Flintshire


Present:

Councillors J.D. Vyse (Presiding) D. Clare, Mrs. L Clare, K. Garrett, B. Humphries, Mrs. J. Jenkins, A. Parry, Mrs. E. Parry, Mrs. S. Wynn, and the Clerk.


 

Consultative Arrangements

  • Glendale Avenue parking problems/resolved.
  • Wood Street parking problems/ continued monitoring
  • Speeding cars/ continued monitoring and reported to traffic management
  • Skateboard Park/ no update/ the future participants to be asked their ideas for involvement in the venture.
  • Leisure Centre fence/ further gap by Fairfield Road.
  • Juveniles’ loitering at the Queensferry underpass.
  • Reported thefts from several sheds.

2. Minutes

        The Minutes of the meeting held 10 June 2003 were passed as a True and Correct Record

Proposed by Cllr. B Humphries and Seconded by Cllr. K. Garrett

Vote: 9. For 0. Against.

 


 

3. Matters Arising from the Minutes

  • Proposed Skate Park Facility / no new information received to date, the Clerk would request an update from the Authority.
  • Proposal: speculative development of industrial units, Chemistry Lane, Pentre, conditional permission granted, although these condition were still under negotiation.
  • Flintshire County Council ‘traffic calming initiative’/ as no further information on decisions made, were received, the Clerk would keep reminding the Authority.
  • Security loft catches for elderly resident’s bungalows/ Cllr. Mrs Eileen Parry would ascertain if the work had been completed.

The ‘Rolling Improvements Programme’

  • Street Lights / additional & improvement: work nearing completion; work outstanding in Bernsdale Close and Church View, Pentre.
  • A new sleeve & 55w sox lantern was required on the cracked concrete column outside 15 Hamilton Avenue, Sandycroft.

  • Litter Bins / Instruction had been given to Flintshire Construction to locate the bins outside Phoenix Court, Sandycroft and by the corner of Church View, Pentre.
  • Street Signs/ the Authority had replacement signs on order for Gladstone Terrace, Pentre and
  • Queens Street, Queensferry. The sign for Wood Street, Sandycroft had been replaced.
  • Sunken tarmac at rear of the old bank premises, Queensferry, although the work had been completed, it was noted that the tarmac was cracking.
  • Broken fence bordering Railway Terrace, Sandycroft/ the Clerk would endeavor to ascertain who was responsible for repairs.
  • Ditch / Queensferry / work not completed.
  • Community Service/litter picking / the Clerk would remind the Adult Offenders Organiser to contact the Chairman or Secretary of the Sandycroft Community Centre,
  • Ditch /Glendale Avenue to entry of Bernsdale Close/ the Clerk had written to ascertain when the problem would be solved. It had been confirmed by Authority that they did not own this land. The Clerk would contact the Environment Agency Wales for a solution to this safety hazard, and would also obtain a fencing quotation for their information. If no action was forthcoming in one month, the Clerk would inform the Press of Councillors’ concern to children’s safety.
  • Vice-Chairman’s chain of office/ manufacture in process.
  • Council Web site/ Cllr. Barker making enquires from the authority.
  • The Garden Competition 2003/ten entry forms received. . Councillors A. Parry, Mrs., E Parry & B. Humphries would escort the judge around the gardens on 14 July. The prizes would be awarded at a later date and the Press contacted.

Councillors Walkabouts/ Item for September Agenda

  • Road surfaces requiring attention/ Fairfield Road & outside the Catholic Church/ work would commence in July as part of Flintshire County Council ‘patching programme’.
  • Asda footpath, the manhole cover needing replacement, had been reported to Asda.
  • The Clerk would remind the Authority that the Leisure Centre fence is still in need of attention.
  • The Authority confirmed that the footpath outside the car showroom in Sandycroft had been attended to.
  • Changes to Bus Stop service/ Arriva had informed the Clerk that her letter had been sent to the Authority.

The Authority had informed the Clerk that this change of bus stop was due to the extensions of the local supermarket and although negotiations were taking place with the supermarket, no action for the bus to stop in a more convenient place for Queensferry shops was possible at present. The Clerk would write to the Asda Construction Manager, outlining this problem.

  • The ongoing problem of litter in Pentre had been reported.
  • Gaps in the hedgerow, Pentre/as the Authority had still not carried out any remedial work; the Environment Agency would be informed of this safety hazard.
  • Accounts for Year ended 31 March 2002
  • The external auditor had confirmed that the Annual Return was complete; this information had been put on the council notice boards.

 


 

4. To discuss the vacancy on Council for Queensferry Ward.

After discussion it was Proposed by Cllr. Denis Clare and Seconded by Cllr. Mrs. Eileen Parry that Mr. David Roberts, who had indicated his willingness to serve, if co-opted, be invited to join Queensferry Community Council. Vote: 8 For, Abstained 1.

6. Correspondence Received.

  • Grampian Country foods/Minutes/next meeting 5.00pm 1 September
  • Flintshire County Council / conversion of pelican pedestrian Crossings at B5129, Sandycroft , Leaches Lane, B5441, Queensferry, Station Road, to Puffin Crossings, July/August 2003
  • Arriva/ Bus service from Sandycroft to Queensferry.
  • Asda Store / Transfer of justices’ off Licence
  • North East Wales Trunk Road Agency/ information and one member of council to be nominated to attend meetings at the Gateway to Wales Hotel
  • Connah’s Quay Town Council / council's opinion required to the provision of a Crematorium in Flintshire.
  • The Clerk would write and inform Connah’s Quay Town Council that Queensferry Community Council agreed in principle to a crematorium in Flintshire, and wished to be kept informed regarding he whereabouts of proposed sites.
  • Flintshire Association Local Councils - Notice of Meetings to be held 17 July & 28 July

Cllr. B. Humphries agreed to attend the meeting of 17 July and Cllr. A. Parry the meeting of 28 July.

  • Flintshire County Council re: Mobile Office Visit, Station road, Sandycroft 2-4pm 10 July.

The Clerk would contact the Authority and suggest the Community Centre, as a more convenient venue.

7. Planning Applications

  • Proposal: Change of Use of Part of Building to A1 retail 

        Location: Executive House, Pierce Street, Queensferry.

As it had been confirmed that this application was for Executive House, Pierce Street, Council had no objection, as long as parking issues were not a problem in the vicinity.

  • Proposal: Erection of A non-illuminated Estate Name board

        Location: Rectors Lane, Pentre, Deeside. For: Floods properties & DEV. Co. Ltd.

  • Proposal: Erection of A non-illuminated Estate Name board

Location: Queensferry Industrial Estate, Pentre, Deeside. For: Floods properties & DEV. Co. Ltd.

Objection was make to these two applications, as the size of the boards were considered too large.

  • Proposal: Prior Approval Notice- Removal of Existing 20M high Monopole, Implementation of A Replacement 20M high Monopole and Attachment of Six Panel Antenna, two 300mm and one 600mm Dia. Dish Antenna

        Location: J. Reid Trading Co Ltd, Factory Road, Sandycroft. For: Vodafone Ltd.

The council had no objection.

Information only:

The Authority had granted conditional planning permission to:

  • Proposal: Erection of Replacement Porch

        Location: 7 Phoenix Street, Sandycroft

Also to:

  • Proposal: Erection of A 1.8M High Palisade Security Fence

        Location: Expressway Business Park, Queensferry

The Authority had refused planning permission to:

  • Proposal: Renewal of Outline Planning Permission 00/7/223 to allow residential development

Location: The Spinney, Station Road, Sandycroft.

 


 

8. Any Urgent Business

Queensferry

  • Queensferry regeneration scheme/the Clerk would contact the Authority to find out the date of commencement.
  • Leisure Centre/ excessive noise and the fence required attention.

 

Pentre

  • Resident complaining of dust pollution/ the Clerk would contact the Environment Department to take further samples for analysis.
  • Chemistry Lane/ excessive noise from the stone crushing manufacture.
  • Gaps in the hedgerow
  • Continuing litter problem

Sandycroft

  • Overgrown hedge problems/ corner of Phoenix Street/Evansleigh Drive & Station Road.
  • Bus Shelters/ Adshell to be contacted, as a replacement shelter was required opposite Sandycroft dry cleaners and an additional shelter required outside the food processing factory.
  • Empty derelict house/ unfinished and unsightly building extension project/ the Clerk would contact the Authority regarding these two properties.
  • Skateboard Park/ members of the Recreational Development Committee were Cllrs’ John Barker, Keith Garrett, Alf Parry, Derek Vyse; this committee would be enquiring into the funding opportunities available for this venture.
