Queensferry Community Council

Minutes of the meeting held 7.00pm Tuesday 12 December 2007 at the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present:

Councillors: D. Roberts. (Presiding) D. Clare, K Garner, K. Garrett,

B.Humphries  A. Jones, A. Parry, Mrs. S. Salisbury, D. Wisinger, Mrs. S. Wynn and the Clerk.

The Authority had confirmed that council could co-opt, in order to fill the vacancy for Sandycroft Ward, which had occurred due to the resignation of Mrs. J. Jenkins.

 


Consultative Arrangements

Present: P.C. G Leherle, Apologies: P.C. S. Carrington.

  • Two untaxed vehicles in Queens Avenue – now been lifted.  

  • A large boisterous dog, from Hamilton Avenue – the owner had been spoken to regarding the dog and the parking of his vehicle.

  • Continued monitoring of Lifeboat Inn and Mini Motorbike nuisance.

  1. The Minutes

The minutes of the meeting held 14 November 2006 were passed as a true and correct record. Proposed by Cllr. A Parry. and Seconded by Cllr. D. Wisinger

Vote: 10. For. 0. Against.

 


 

  1. Matters Arising from the Minutes

 

    • Skate-park/ as a decision on the plans was awaited from the planning department a reminder  letter had been sent to the Authority.
    • Queensferry C.P. directional sign/ the school awaiting quotations.
    • Lopping of trees behind Hamilton Avenue/ the Authority had been reminded that this work had still to be carried out and they would be contacting Cllr. D. Clare. As there was doubt of ownership, Cllr. Clare would make enquiries. 
    • Land at Deeside Leisure Centre/ no update received.
    • Decriminalized Parking/ no update received from the Authority.
    • Pentre Notice Board / now in situ, but the Clerk was finding it impossible to open. Cllr. Keith Garner accepted responsibility for placing items for viewing in the notice board.
    • Garden refuse bins/many areas had now received delivery of the bins.
    • White road lines in Pierce Street & Gladstone Street/ the photographs supplied by Cllr. A. Jones would be sent to the Authority.
    • Rear Access in Queensferry, legal enquiries continuing.

 

The Authority had been informed of the following and the Clerk had sent a letter of reminder that work still needed to be carried out on the following:

Leisure Centre/

  • tidy-up in the area of the Pepper Pot

  • Play-area equipment needing inspection for refurbishment

  • Repairs to the fence.

 

  • Blocked grids in Fairfield Road & Pierce Street, Queensferry

  • Cleaning and clearing had now been carried out on the ditch fronting the fire station and school.

  • Provision of cycle track along Chester Road, the Clerk would make enquiries regarding a traffic survey along this stretch of road. A letter of explanation had now been received from the Authority

  • Phoenix Street – uneven pathway fronting the elderly person’s flats, the Authority had been sent a letter of reminder, regarding the urgency of this work being carried out, in view of the winter weather conditions

  • The road dip in Phoenix Street/ Welsh Water would shortly be carrying out repairs to the foul sewer system, which had resulted in this depression, permanent repair to the road surface to be carried out in approximately eight weeks time. The Clerk had received confirmation that liaison regarding the Bus diversion had taken place between Welsh Water and the Authority.

The Authority had also been reminded by letter that:

Part of the palisade fence needed replacement in Crofters Park.

Factory Road pull-ins required re-surfacing.

 


 

  1. Update on the Local Food Processing Factory

The Minutes of the Meeting held 4 December reported on

Work Procedures – the Sandycroft site was to be audited in December for accreditation of Green Dragon Level 4.

Training – now complete and re-training of hygiene operators taking place.

Odour – six complaints received since the last meeting by the factory, the Environment Agency had received five complaints.

Seagulls – due to prevention steps undertaken, seagulls still present, but do not settle, if deemed necessary further preventative measures will be undertaken.

External Audit 2005/2006 Council had received a ‘Clean Report’ notices would be displayed in the council’s area, notifying electors of ‘Conclusion of Audit’.

 

A record of Council Receipts & Payments to 30 September 2006 had been pre-circulated to members of council.

  • Flintshire County Council:

  • Provision of Cycle track

  • Vacancy on Council – as no request for an Election received the vacancy may be filled by Co-option.

  • Acknowledgement regarding, Blocked drains in Queensferry & request from council for the resurfacing of the pull-ins in Factory Road, Sandycroft.

  • Deeside Community Arts – Representative required on the DCA Management Committee. Cllr. A Parry agreed to his name going forward.

  • Daly International (UK) Ltd Proposed Telecommunication Installation/ off Factory Road, Sandycroft.

7.    Planning Applications

 

Notification of Planning Decision -The Authority had informed council that they had approved:

     

 Proposal:   Subdivision of existing units together with alterations to elevations.

 Location:  Unit 1 Interling, Chester Road East, Queensferry.

 

Proposal:  Erection of part two storey and part single storey extension to provide a two bedroom flat.

Location:  35 Station Road, Queensferry, Flints.

 

Proposal: Erection of fascia signage to front elevation

Location: Pro Bike House, Deeside Leisure Centre, Queensferry. Flints.

  

 

Notification of Planning Decision -The Authority had informed council that they had refused:

 

Proposal: Erection of two storey dwelling

Location: 22 Wood Street, Sandycroft, Flints.

 

Proposal: Two storey bedroom and shower room extension to provide facilities for disabled child.

Location: 14 Chester Road West, Queensferry, Flints.

 


 

8.  Matters requiring urgent attention

 

Queensferry:

Station Road /Glynne Street rear access/ waste from trading establishments causing nuisance to the residents. Cllr. David Wisinger would inform Harvey Mitchell, Waste Management Services.

Sandycroft: 

Pedestrian footpath required along Chester Road, from Station Road to the mini roundabout in front of Airbus.

Vehicles misusing the one-way access road from Factory Road to Station Road, thus causing traffic problems.

Pentre:

Pot holes by Chemistry Lane traffic lights.

          

Council agreed that the Clerk should arrange for the cleaning & clearing of the rear accesses in the council’s area in the immediate future.
