QUEENSFERRY COMMUNITY COUNCIL
Minutes of Meeting held 7.00pm Tuesday 13 December, at the Community Centre,
Phoenix Street, Sandycroft, Flintshire
Present:
Councillors: Cllrs. Mrs. L.
Clare (Presiding), K. Garrett, B. Humphries, Mrs. J Jenkins, A Jones, R.
Meech, A. Parry, D. Roberts, D. Wisinger, and the Clerk.
Consultative Arrangements
- Parking problems/Phoenix Street, some residents now had a white line
painted in front of their driveways.
- Queensferry/ nuisance from parking ‘for sale’ vehicles in a 30 minute
restriction bay.
- Racing cars at Deeside Leisure Centre /continued monitoring.
- Community Times Newsletter – news items required for the next edition.
- Lifeboat Inn/ nuisance from loud music after midnight usually at
weekends/ potential hazard to pedestrians caused by advertisement board on
the pavement.
The Clerk would send a letter to the licensee requesting the removal of the
board from the pavement.

2. The Minutes
The minutes of the meeting
held 8 November 2005 was passed and a true and correct Record. Proposed by Cllr.
B. Humphries and Seconded by Cllr. D. Wisinger
Vote: 9 For. 0. Against.
3. Matters Arising from the Minutes
- Concrete litterbin / as a plastic bin had been
sited at the entrance to the Leisure Centre, the Authority confirmed that
the concrete bin could be located wherever council advised. It was agreed
that the bin should be sited in the car park in Station Road, Queensferry.
- Skate-park /
enquiries progressing.

Newsletter – ‘Community Times’ as no
items of news had been submitted, the Newsletter was deferred until the New
Year.

Fence/Broughton Brook/ Phoenix Street; the contractor
had informed the Clerk that work had been delayed, but would soon commence.
The Clerk would again remind the contractor.

Proposed civic amenity site/as another planning application had been
received, Council agreed that a letter of objection be sent to the
Authority.

Footpath from Pentre to Sandycroft / to be
monitored by the Highway Supervisor. Information received that lack of
funds were preventing a cycle track. The Clerk would remind the Authority
that the poor surface and the wet weather conditions could be a potential
safety hazard to pedestrians.

Rear
access sweeping & cleaning programme, work completed.

Traffic/Parking
Queensferry –Cllr. Alan Jones, updated council on
views held by the residents in the area, council would have further
discussion in the New Year and the Authority would be informed.

Sandycroft/ Traffic calming – feedback awaited
from The Communities First Initiative.

Broken
fence/ Bernsdale Close / Chester Road access/ the Housing Department to be
reminded to make an investigation.

Phoenix
Street – road sinking outside the Scouts Headquarters; Welsh Water
investigating the situation and their contractor would test the drains and
inform the Clerk of the outcome.

Vacancy
for Pentre Ward Councillor –the Authority had confirmed that co-option could
now take place to fill the vacancy. Deferred until the New Year.
Items requiring attention:

Cllr. Meech agreed to monitor the main drainage channel
and the brook and the Clerk would remind Welsh Water that the brook needed
clearing and cleaning.

Foul odour form drains in Fairfield Road and Pierce
Street/ the Clerk had been informed this was Resolved
-
Improved street light at Lawrence Street/to be discussed
at the January Finance Meeting.
4.
Food Factory Update
The next
meeting between Council and Factory Management 5.15pm Monday 9 January.
The noise
from Lorries /continued monitoring.

Sandycroft Community Centre –discussion at the Finance meeting

Proposed ‘Toucan’ facility adjacent to
Deeside Leisure Centre – Councillors’ comments invited. The Authority would
be informed that this proposal would cause additional traffic problems, and
asked was removal planned for the bridge.

Cycle facilities at Chester Road from
Pentre to Sandycroft

Connah’s Quay Town Council – Provision of
Crematorium – Flintshire. Councillor’s comments & support requested. Council
agreed to support in Principle.

Mark Tami
MP Re: Acknowledgement of Council’s correspondence and adding his backing to
the EDM 641 Sustainable Communities Bill.

A&A Drains, re: continued maintenance of
rear access gully cleaning.

NWP Electrical Ltd, continued maintenance
of footway lighting

Council agreed that both contractors had
given good service, therefore it was Proposed by Cllr. B. Humphries and
seconded by Cllr. K. Garrett that they continue for a further three years.
Vote 9 For 0 against.
Information
Agenda of the Public Meeting to be held Tuesday 24 January,
Town Hall, Flint & the Minutes of the meeting held 18th October.
7. Planning Applications
Location: Prince William Avenue, Sandycroft, Flints.
Council objected to this application
Location: 14 Fairway, Sandycroft, Flints.
Council had no objection to this application.
Information
The Authority had approved the following planning applications.
Location: Unit 4 Hollands Yard, Rectors Lane, Pentre, Flints.
Location: 2 Lindsay
Cottages, Station Road, Sandycroft, Deeside, Flints.
Location: Glendale Park, Glendale Avenue, Sandycroft, Flints.
Location: Unit 3a Interling Trade Park, Ffordd Pentre, Pentre,
Flints.
Location: Land off Prince William Avenue, Sandycroft, Flints.
The Authority had refused this planning application.
Location: 35 Station Road, Queensferry, Flints.
8. Matters Requiring Urgent Attention.
Queensferry:
Pierce
Street Doctors Surgery/ Bushes needed pruning.
Pentre:
Rectors
Lane/ vehicles causing obstruction to resident
Sandycroft:
Chester Road/Hamilton Avenue/ as the grass was being churned
by the waste water pumping station, it was agreed that a roadway be made from
Hamilton Avenue rather than Chester Road.

The
Meeting Closed at 8.25 pm
An invitation was issued
from the Chairman Cllr. Mrs. L Clare for members of council to join her for a
festive supper at the Bridge Inn, Sandycroft after the meeting.
A presentation was made
to Derek Vyse who had served Queensferry Community Council, Pentre Ward, for
many years and resigned due to moving away from Flintshire.
