QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.O0pm Tuesday 11th January 2005

at the Community Centre, Sandycroft, Flintshire

 

Present:

Councillors: Mrs. J. Jenkins (Presiding), K. Garrett, B. Humphries, A Jones, D. Roberts, Mrs. S Salisbury, D Wisinger, Mrs. S Wynn & the Clerk.

In attendance during consultative arrangements, and the Trading Standards presentation, where two Sandycroft residents, Ms Heather Martin and Mr. Gavin Jones.

 


Consultative Arrangements

  • Vandalism — this problem had increased during the festive season and after a lengthy discussion on the problems in the area, council was informed that policing would be increased by wardens patrolling the area
  • Nuisance - Motorbikes causing nuisance, by scrambling on the grass banks in Station Road
  • P.C Lee informed council that he would be doing duty as community beat officer in Queensferry.

 

Youth alcohol abuse

 Trading Standards Officer, Lorraine Allen gave an informative presentation on the legislations regarding young people on alcohol and other substance misuses proxy sales causing a major problem. Trading Standards educated retailers on the laws and carried out checks in an endeavour to ensure that legislation was being adhered to.

The Chairman thanked Mrs. Allen for attending and giving council the benefit of this information

2. The Minutes

The minutes of the meetings held 11th December 2004 were passed and a true and correct record, Proposed by Cllr. K. Garret Seconded by Cllr D. Roberts

Vote: 8 For. 0. Against.

 


3. Matters Arising from the Minutes

  • Broken fence at Sandycroft Community Centre, the revised quotation for replacing repairing the fence post had been received, it was agreed work should now commence.
  • Notice Boards! Pentre & Queensferry - work to be completed
  • Leisure Centre ice rink noise /& noise in the car parks / the noise pollution officer would be invited to attend the March 2005 council meeting, when these problems could be fully discussed.
  • Vandalised Litter Bins / a concrete litter bin bad been ordered, to be sited at Pentre.
  • Bridge Villas rear access / on the recommendation of the Finance Committee, it was agreed that a sub-committee be formed. It was agreed that Cllrs. D Clare, D Roberts, D Wisinger. D Vyse and the Clerk would serve on this committee

A meeting would be arranged when Cllr. D Wisinger had perused the file, he would inform the Clerk.

  • Odour from the Local Food Factory /Jim Morris, Environmental Agency had informed the Clerk the permit application had been registered, and could be inspected at the Buckley office.
  • Replacement Bollards for the rear access of Dundas Street & Queens Street Queensferry. Barrier I bollard designs received, for perusal by council. Deferred until February meeting
  • Bus Shelters/the glass panes of the Chester Road/Hamilton Avenue junction bus shelter had been completely vandalised, the Clerk had been informed that it may be morn cost effective to have the new type of shelter that could have polycarbonate glazing. The Authority would match fund new bus shelters at £2000 per shelter. Council agreed that the new type of bus shelter should be ordered for Chester Road /Hamilton Avenue junction.
  • Barrier/Co-op late shop, Pentre. The Clerk had reminded Co-op management at head office to ensure a lockable barrier in the car park was in place, on closure of the shop.
  • Proposed civic amenity site/ no further information.
  • Queensferry Council meetings / the Secretary of the Community Wing had been notified by letter of the dates required.
  • Refurbishment of the Civic Chain/a photograph of the chain, and description of the refurbishment required, had been sent to Thomas Fattorini for a quotation.
  • Replacement street lighting columns, that the maintenance contractor advised replacing. Cllr Clare had made an inspection and photographed the condition of the columns and advised the Clerk which needed replacing. The contractor would be asked to commence work

The Authority bad been reminded that:

  • The civic clock needed time adjustment / work completed.
  • Fly tipping and litter problems continued.
  • Dog-fouling problem in Queensferry / the Authority had agreed to erect anti dog-fouling signs.
  • Christmas Lights Queensferry / the Clerk had acknowledged the communication received from a Queensferry resident and would make enquires regarding costs, a letter would that be sent to the shopkeepers in Queensferry, requesting sponsorship.

 


 

4. To set Precept 2005 - 2005

 

On the recommendation of the Finance Committee and bearing in mind the costs to be made in repairs and replacements due to vandalism, the Precept for 2O05 should be set at £24,500. After discussion it was proposed by Cllr. B. Humphries and Seconded by Cllr Mrs S Wynn that £24500 be requested from the Authority. Council agreed Vote: 8 For. 0. Against

 


5. To Consider requests for Financial Assistance

 

Resolved The council use its Powers under section 137 of the Local government Act 1972 and make the following giants, which in the opinion of the council are in the interest of the area and its inhabitants

Sandycroft Community Centre £500 (interest declared by Cllr. Mrs. J Jenkins, Mrs S Salisbury and K Garrett)

Sandycroft Over 60s Club £100

Society of St Vincent de Paul £100

Welsh Border Community Transport £100

St Francis Church £100

 


6. To Consider issues relating to the Riverbank

 

Copies of correspondence circulated to council from Elwyn Jones, Chairman, Ramblers Association, re: footpath(s) riverbank, Sandycroft To Be Deferred until February Meeting

 


7. Accounts for Payment

 

Received

Precept payment £7,333.33

Payments:

•           SLCC Annual Subscription       £82.00

•           NWP Electrical Lid street light maintenance I renewals  £1,675.36

•           Clerks net salary           £298.12

•           Inland Revenue   £84.04

•           Financial assistance grants total sum      £900.00

 

Transfer £3,000           

Council approved these payments.

 


8. Correspondence and emails received

Flintshire County Council

  • Clarient life Science (formerly Archimica Lid) Factory Road, Sandycroft
  • The Planning (Hazardous Substances Act 1990; The Planning (Hazardous Substances) Regulations 1992. The Planning (Control of Major accident / hazards) Regulations 1999.

Information and list of chemicals, enclosed for consideration by council.

The Clerk would contact the Authority for further information

  • Site meeting l0.15am 10 January re: change of use to material recycling facility, Sandycroft. Cllr. Humphries had attended and reported how positive the plant would be for the area.
  • Flintshire local transport plan workshop 2pm 21 January, Mold.
  • Construction Services/designs for barriers/bollards- deferred until February meeting.
  • One Voice Wales & information of employment update and Freedom of Information Act General Right of Access -January 2005
  • Mrs Paula Titley — letter of resignation from council.

9. Planning Applications

 

Council has no objection to:

  • Proposal: Erection of a two storey rear extension

    Location: 3 Harrison Grove, Sandycroft, Flints.

 


10. Matters Requiring Urgent Attention.

 

Queensferry:

Cllr D Wisinger would be requesting a site meeting re: former OBE building. The Authority would be attending to the lights in the car park, Station Road.

Sandycroft

Vacancy for Sandycroft ward — the Clerk would contact the Authority & follow the vacancy procedure.

Hamilton Avenue - a white line bad been painted in the road, outside a residents drive way / enquiries would be made from Highways.

11. Items for Press Release

 

Council’s concern regarding the amount of vandalism, particularly in Sandycroft that had taken place over the festive period.
