QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 7.00pm Tuesday 13 January 2004

Held at the Community Wing, John Summers Community School, Queensferry.

 


 

Present:

Councillors J.D. Vyse (Presiding) D. Clare, Mrs. L Clare, Miss C Darlington, K. Garrett, B. Humphries, Mrs. J. Jenkins, A. Parry, D Roberts, Mrs. S. Wynn & the Clerk.

 


Consultative Arrangements

  • Proposed skate park scheme/no further information.
  • Damage to cars/ improved situation.
  • Scooter nuisance/ continuing, important to educate the public on legislation.
  • Juveniles loitering & alcohol abuse/ new legislation, which will be enforced.
  • Vehicles parked on grass verges/ still occurring.
  • Speeding traffic/ situation not improved.
  • Noise nuisance / outside speakers of public house.
  • Community Service litter picking/ enquiries continuing
  • An additional Queensferry Beat Office/scheduled for March 2004
  • Some Street lights & Street signs/ Sandycroft/vandalized.
  • Leisure Centre broken fence/on ongoing problem.
  • Road crossing/ audible alarms operated only when crossings had all traffic halted at the same time.
  • The Clerk would write to the Authority’s Highways, expressing the concern of councillors to the traffic lights situated on Chester Road/ Makro stores.
  • Visible Speed cameras/ Information regarding legislation had been requested from the Chief Constable. ‘Arrive Alive’ had offered for an Officer to attend a future council meeting.
  • The Clerk would write a letter to Inspector D. Jolley, requesting that P.C. Lee should also have the advantage of attending the police training course on speed cameras.

2. Minutes

    The Minutes of the meeting held 9 December 2003 were passed as a True and Correct Record.

Proposed by Cllr. B. Humphries and Seconded by Cllr. A. Parry

Vote: 10 For. 0 Against.

 


 

3. Matters Arising from the Minutes

  • Litter/ Agenda Item 4.
  • Car Parks/ Information had been received from the Authority that Queensferry has a relatively new car park in Station Road for shoppers and the Pierce Street car park is primarily used by residents. The lines in the car park will be renewed next summer, but as there is no order on the car park, the Authority cannot control inconsiderate parking.
  • Street lighting Column /Church View, Pentre / Agenda Item 6.
  • Sunken tarmac / rear access of Station Road, Queensferry/ Agenda Item 6.
  • Changes to Bus Stop Service/ Cllr. M. Matthews, Executive of Highways & Transportation would be attending the February meeting of council at 6.30pm.
  • Traffic Calming / although costs had been received from the Authority for restriction methods in Phoenix Street & Hamilton Avenue, the Authority had sent information that they had plans for a moratorium on all physical traffic calming during the financial year 2004/05.
  • Chester Road Traffic Calming/ Match funding/ Agenda Item 6.

Hawarden Community Council had replied to the Clerks request letter for match funding and had offered a contribution of £200.

  • Queensferry ditch/ the Clerk would continue with enquiries, as a part of the ditch, was still to be cleared.
  • Queensferry regeneration scheme/ the Clerk would write a letter of concern to Highways about the height of the kerbstone on the corner of Pierce Street.

The Authority had been informed of the following:

  • Replacement bus stop sign / Methodist Chapel/ letter received that sign had been replaced
  • A replacement restriction weight sign by the road ramp in Station Road/ work ticket has been issued.
  • Directional sign for the Community Centre /the provision & erection of this type of sign is undertaken by the Highways Authority on a fully rechargeable basis with the facility normally providing the funds. The Authority was making arrangements for a scheme to be drawn up and a fixed price quotation of the costs involved be sent to council.
  • Flintshire Neighbourhood Watch Association / Mr. Des Brown had consented to attend the March meeting of council and an application form and location plan together with an invoice for the ten street signs costing £15 each had been received. These signs would be purchased in the next financial year.
  • Gaps in Ditch /Fence erected by new wholesale warehouse / enquiries to be made.
  • Fence by the ditch in need of repair / the broken fence was fronting the Community Centre drive/ enquiries would be made from ‘Welsh Water’ who were thought to be responsible.
  • Some Sandycroft firms who list their address as Chester/ no legislation against this practise.
  • The noise from the leisure centre ice rink, being on on-going problem, the Clerk would contact Environmental services, requesting that the noise level to be measured.

 


 

4. Litter Problem

Information had been received from the Authority that litter is a problem across Flintshire and the County Council have inadequate funds to maintain litter patrols at the level that would satisfy concerned residents. Some Town & Community Councils are funding additional litter picking.

After discussion Cllr. Denis Clare Proposed, Seconded by Cllr. A. Parry, that the services of adult offenders for litter picking duties, should be used to supplement the County Councils existing service, if & when this arises. Vote 10 For. Against 0.

 


 

5. Welsh Assembly Government/Research Study into the Role, Functions & Future Potential of Community & Town Councils

Councillors had been circulated with an information booklet and their comments requested in order that the Welsh Assembly Government be informed by 27 February 2004.

Cllrs. B. Humphries & A. Parry agreed to attend a seminar held 22 January at Llandudno.

The Clerk would write to the local community councils to ascertain if they would be interested in forming a group to meet and discuss common issues.

 


 

6. Precept Requirements 2004/2005/ Financial Committee / Accounts

The Finance Committee had held a meeting on 5 January, and had perused the information circulated regarding the recommendations made by the Internal Auditor to be adhered to, and the arrangements made to fulfil these requirements.

The Finance Committee also perused the information regarding the Receipts and Payments from the years 2000/01 to 2003/04 and the information regarding the ‘Actual Expenditure’ in the nine months to 31 December 2003 and the ‘Estimated Expenditure’ for the three months to 31 March 2004.

Therefore the committee agreed that the following recommendations would be made to the full council:

  • Additional Street light/Church View, Pentre/Deferred
  • Sunken Tarmac patches/rear access, Station Road, Queensferry/Deferred
  • Proposed Match Funding/traffic calming, Chester Road/ at the present time this scheme does not go-ahead.
  • A Precept of £22,000 for the financial year 2004/05 and a increase each year.
  • The Chairman elect should receive a portion 2/12ths for the term of Chairmanship remaining, prior to be re-elected.
  • The Clerk writes to Makro Stores and takes up on behalf of the council the verbal offer that was made for a financial contribution. Refurbishment of the Civic Chain (Chairman’s) being the purpose of the contribution.
  • The Clerk had prepared a draft budget for 2004/05 which included £5000 for the proposed ‘skate park’ scheme. Total expenditure of this budget being £25,525.00

  • ‘Financial Orders’ be adopted and that ‘Standing Orders’ be reviewed immediately after the 2004 election.

  • The Finance Committee would meet every two months and make recommendations to the full council.

Precept / Cllr. Mrs S Wynn Proposed and Seconded by Cllr. Miss C Darlington that the Precept for the year 2004/05 be £22,000.00

Recommendations from the Financial Committee/Cllr. Mrs J Jenkins Proposed and Seconded

by Cllr. A Parry that the recommendations be agreed. Vote 10 For. Against. 0.

It was agreed that Cllr. D. Clare could publish the Minutes of the Financial Committee Meetings on the webpage.

The Chairman and Clerk signed the Annual Return for the year ending 31 March 2003 this together with the accounts 2002/03 which had been approved at the June 2003 council meeting would be sent for External Audit.

 


 

7. Applications for Financial Assistance

Resolved The Council use its Powers under Section 137 of the Local Government Act. 1972 and make the following grants, which, in the opinion of the council are in the interest of the area and its inhabitants:

· Queensferry Memorial Institute £400

· Sandycroft Community Centre £400

· Sandycroft & Mancot Scouts Group £100

· Sandycroft C P School £100

Acknowledgement of cheques and a copy of their accounts were requested from the receiptants.

 


 

8. Receipts & Accounts for Payment

        Transfer £1,600

        Council agreed these payments.

A focus group will take place 10.00 am Monday 2 February in the Council Chamber, County Hall, a Representative of the Community Council is invited to attend.

  • The County Secretary/Notice of Temporary traffic order/ prohibits any vehicle from using Mancot Lane, Pentre between its junctions with the B5129 Chester Road & Willow Lane, Order comes into force on 12 January & is anticipated to be closed for four weeks, or until the earlier completion of works, subject to a maximum of eighteen months.

10. Planning Applications

The Council had no objection to-

  • Proposal: Erection of A Steel Framed Steel Clad Structure with Block Outbuilding attached

        Location: Knauf Insulation, Chemistry Lane, Pentre, Deeside, Flints

 

Information only

The Authority had granted Conditional planning permission to:

  • Proposal: Erection of an Illuminated Shop Sign

        Location: 7 Station Road, Queensferry

  • Proposal: Change of use of Retail to Office

        Location: 7 Station Road, Queensferry

  • Proposal: Erection of Staff shelter & Amenity Area /Landscaping & Relocation of Existing Mobile units

        Location: Grampian Country Foods Ltd. Sandycroft.

The Authority had refused planning permission to:

  • Proposal: Erection of Part Illuminated Signage

Location: Bramall Quicks, Station Road, Queensferry

 


 

11. Any Urgent Business

Queensferry 

  • The Clerk would request the Authority to replace the Bus Shelter & the timetable outside the premises of ‘Delyn Hire’, Station Road, and inform them of the obstruction caused by bollards on the pavement leading to Shotton.
  • Cllr. Mrs. Sandra Wynn reported that the Queensferry Memorial Institute was in need of more people to serve on the committee and to assist with the running of this charity.

Pentre

  • Nil

Sandycroft 

  • Two Street signs damaged
  • The Clerk would send a letter to the residents of North Street/ Queens Avenue, requesting that the rear access between the two roads be kept clear of any obstruction.

 


 

 

12. Items for Press Release

Council had awarded financial assistance to:

Queensferry Memorial Institute, Sandycroft Community Centre, Sandycroft & Mancot Scout Group   and Sandycroft C P School.
