Queensferry Community Council

Minutes of the meeting held 7.00pm Tuesday 9 January 2007 at the Community Centre, Phoenix Street, Sandycroft, Flints.

Present:

Councillors: D. Roberts. (Presiding) M. Chesters, D. Clare, Mrs. L. Clare, K Garner, K. Garrett, B. Humphries A. Jones, A. Parry, Mrs. S. Salisbury, D. Wisinger, and the Clerk.

Michael Chesters was welcomed, as the new member of Sandycroft Ward and the required documentation was signed.

As it was agreed that each new councillor would have a mentor, Cllr. Denis Clare volunteered to act as mentor for Cllr. Chesters.

 


Consultative Arrangements

P.C. S. Carrington had sent Apologies and P.C. Gill Leherle had dealt with the problem of some vehicles misusing the One-way access road from Factory Road to Station Road.

Factory Road had been the target of theft from vehicles and properties also two public houses had suffered break-ins.

P.C. Leherle would be carrying out an Audit of the Council’s area in the near future, a Councillor representing each ward offered to accompany her and sign the inventory of her findings.

         Copies of the Questionnaire results regarding parking in Queensferry

                  were circulated to Council. Further discussion next meeting.

  1. The Minutes of the meeting held 12 December 2006 were passed as a true and correct record. Proposed by Cllr. A. Parry and Seconded by Cllr. D. Wisinger.

Vote: 11 For 0 Against.

 


  1. Matters Arising from the Minutes

 

    • Skate-park/ planning permission had been granted. Cllr. D. Clare had contacted Groundwork, Wrexham and was awaiting an update.
    • Queensferry C.P. school directional sign/ awaiting an update from the school.
    • Lopping of trees behind Hamilton Avenue/ awaiting update on ownership and responsibility from Cllr. D. Clare.
    • Land at Deeside Leisure Centre/ still no update received/ Differed.
    • Communities First – Cllr. A. Parry would attend an information meeting on 31 January 2007.
    • Decriminalized Parking/ as no update had been received to date from the Authority. Differed
    • Pentre Notice Board / Cllr. Keith Garner kindly placing items for viewing in the notice board. This notice board needed modification for ease of opening purposes.
    • Garden refuse bins/many areas had now received delivery of the bins, although some dwellings still awaiting delivery.
    • White road lines in Pierce Street & Gladstone Street/ the photographs supplied by Cllr. A. Jones had been sent to the Authority, and their comments awaited.
    • Rear Access in Queensferry, legal enquiries continuing.
    • Nuisance to residents from the trade waste left in the Station Road /Glynn Street rear access. Cllr. David Wisinger had made enquiries from Waste Management Services and had arranged a site visit with Harvey Mitchell (Waste Management) and the local residents.

 

The Authority had been informed that work still needed doing on the following:

Leisure Centre/

  • Tidy-up in the area of the Pepper Pot

  • Play-area equipment needing inspection for refurbishment

  • Repairs to the fence.

 

  • Blocked grids in Fairfield Road & Pierce Street, Queensferry

  • Traffic Survey / no survey results available.

  • Pedestrian footpath / The Authority had been informed by letter that council agreed that due to hazards to pedestrians from traffic & a ditch running along both sides of the road, a footpath was essential along the stretch of Chester Road, from Factory Road to the mini roundabout in front of Airbus.

  • The Clerk would contact the department and invite an executive to a future meeting of council for discussion.

  • The roads dip in Phoenix Street/ Welsh Water still to carry out the work. Enquiries would be made to ascertain the purpose of the protruding vent pipe in Watkin Street.

 

The Authority had also been reminded but no update received on the following:

  • Part of the palisade fence needed replacement in Crofters Park.

  • Factory Road pull-ins required re-surfacing.

  • Footpath of the elderly persons’ flats in Phoenix Street urgently needed attention. The Clerk would send another letter to the Authority and copies to Cllr. D. Wisinger for his information.

  • Pot holes by Chemistry Lane traffic lights/ Resolved.

 

Cleaning & clearing of the rear accesses in Queensferry, Pentre & Sandycroft had been arranged and work to commence shortly.

 

  • Membership of NACL / The Clerk having made enquires from NACL Headquarters, London, had received information that a Welsh Council cannot be a member of NACL without being a member of One Voice Wales.

 


 

  1. Recommendations from the Financial Committee.
  • Replacement columns on two street lights in Pierce Street, Queensferry.
  • 40 mile activated street signs, by the signpost for Sandycroft, in Chester Road.
  • The Clerk to have a 5% salary increment, room allowance is raised to £450.
  • Recommended Grant awards.

 

 


 

  1. To Set the Precept for 2007/2008

              Council agreed that the precept be set at £28,000.

 


  1. Requests for Financial Aid (Grants)

Sandycroft Community Centre          £650 (interest declared by Cllrs. D. Clare & Mrs. S. Salisbury)

Society of St. Vincent de Paul           £100

Sandycroft & Mancot Scouts Group    £300

Sandycroft Methodist Church           £400 (interest declared by Cllr. A Parry)      

·        Cllr. Mrs L. Clare Proposed, Seconded by Cllr. D. Wisinger and all agreed that these payments of financial assistance should be made under Local Government Act 137 to benefit the community and its inhabitants. 

 


 

  1. Local Food Processing Factory –Cllr. Mrs. L. Clare circulated an update on the last meeting.  Next Meeting 5.15pm Monday 5 February 2007

Information pack details and plans of The Dolgellau to South of Birkenhead Trunk Road(A494) Drome Corner to Ewloe Improvement) Connecting road slip road order 200- and The Dolgellau to South of Birkenhead Trunk Road (A494) (Drome Corner to Ewloe Improvement side Roads) order 200-.

Flintshire County Council regarding provision of a cycle track and them not being aware of any traffic surveys being carried out by the Authority along this stretch of Chester Road.

10.  Planning Applications

Proposal:   Alterations to shop front & car park

Location:  Neighbourhood Store, Brookhouse, Chester Road, Pentre, Deeside

 

Proposal: Erection of assorted free standing signage

Location: Lindop Bros (Queensferry) Ltd. Station Road, Queensferry, Deeside, Flints.

 

Notification of Planning Decision -The Authority had informed council that they had Approved:

Proposal:  Variation of condition Nos 13 &15 to allow sub-division of units and the sale of all comparison retail goods.

Location:  Queensferry Retail Park, Chester Road East, Deeside, Flints.

 

Proposal: Change of Use from D2 to A1 and A1 to D2

Location: Queensferry Retail Park, Chester Road East, Deeside, Flints.

  

Proposal: Single storey extension to rear to provide double bedroom, toilet/shower and dining area adaptation.

Location: 9 Harrison Grove, Sandycroft, Flints.

 


11.  Matters requiring urgent attention

 

Queensferry:

Resident complaining about the Power Station smoke/ Carl Sargeant had been informed.

Sandycroft:

Chester Road from Pentre to Sandycroft, mud on the pathway and pathway needed clearing of grass cuttings.
