                     QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 7.00pm Tuesday 10 January 2006

At the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present: 

Councillors: Cllrs. Mrs. L. Clare (Presiding), Cllrs. K. Garrett, B. Humphries,Mrs. J Jenkins, A. Jones, R. Meech, D. Roberts, D. Wisinger, Mrs. S. Salisbury, Mrs. S. Wynn and the Clerk.

In Attendance: Mr. & Mrs. Garner.


Consultative Arrangements

 

Inspector Sacha Hatchett, was welcomed to the meeting

 

  • Racing cars at Deeside Leisure Centre /continued monitoring.
  • Racing cars at Asda/ continued monitoring, Inspector Hatchett would be having further talks with Asda and the Clerk would write to the Manager, Gary Hall.
  • Lifeboat Inn/ the advertisement board, a potential safety hazard to pedestrians had now been removed.
  • Rectors Lane/ vehicles causing obstruction to resident/ enquiries would be made.
  • Mini-motorbike nuisance in Hamilton Avenue, Sandycroft and in Fairfield Road, Queensferry.
  • Letter received from J Chapman, Superintendent Partnerships Manager, regarding anti -social behaviour at Deeside Leisure Centre. After discussion it was agreed that Mr. Chapman be invited to the February council meeting.

2.      The Minutes

The minutes of the meeting held 13 December 2005 was passed and a true and  correct Record. Proposed by Cllr. K Garrett and Seconded by Cllr B. Humphries.

 

     Vote:10 For. 0 Against.

   


        

3.  Matters Arising from the Minutes

  • Concrete litterbin / the Authority had been informed that the bin to be sited in the car park, Station Road, Queensferry.
  • Skate-park / enquiries progressing.
  •  Newsletter –next edition scheduled for the Spring.

  •  Fence/Broughton Brook/ Phoenix Street; the contractor had informed the Clerk that work would be commencing shortly.

  •  Proposed civic amenity site/ a letter of objection had been sent to the Authority.

  •   Footpath from Pentre to Sandycroft / The Authority had been reminded of the poor surface and potential safety hazard to pedestrians now that the wet weather season had commenced.

  • Queensferry – parking /one -way system /A letter had been received from the Authority informing council that no funding was available for the period 2006/07 and of the regulations that would have to be adhered to. It was agreed that a discussion take place 7.00pm Monday 24 January at the Community Centre,
  •   Traffic Calming Sandycroft – The Authority confirmed that they have no funding available and had passed council’s letter, for information only, to The Communities First Initiative, who sometimes are willing to look at such schemes. The Clerk would make further enquiries, as no feedback had yet been received.

  •  Broken fence/ Bernsdale Close / Chester Road access/ the Housing Department had been reminded to make an investigation and an inspection would be carried out in the near future.

  • Phoenix Street – road sinking outside the Scouts Headquarters; an inspection had been made by the contractor for Welsh Water.

  •   Vacancy for Pentre Ward Councillor – Interested parties to make written application to the Clerk. 

  •   Broughton brook /Cllr. Meech monitoring the main drainage channel and the brook. The Clerk had reminded Welsh Water that the brook needed clearing and cleaning and this work had now been done.

  •  Improved street-lighting Phoenix Street/ Lawrence Street/ after being discussed at the January Finance Meeting, Council approved two new street lights, the exact location to be confirmed.

  •  Pierce Street doctors’ surgery would again be reminded that their garden bushes needed pruning.

  •  Pumping Station/ Chester Road/Hamilton Avenue/ enquiries had been made and the situation would be investigated.

 


4.   Food Factory Update

Cllr. Mrs L. Clare circulated to council an update of the meeting held with factory management on  9 January. Improved housekeeping methods continued and a comparison was presently  being undertaken with charcoal versus wet scrubbers. Funding had been approved for covering tanks.

5. Recommendations from the Finance Committee

   

 Council all agreed to the following recommendations

 

·        Precept / the Precept 2006/2007 to be £26,000.

·        Applications for Financial Grants/ it was agreed that under Section 137 to benefit the community and it’s inhabitants that the following Grants be made:

·        Sandycroft Community Centre £600

·        Sandycroft C.P. School £300

·        Flintshire Optec youth Exchange Trust £100

·        Two new Street-lights for Phoenix Street

·        Directional sign for Sandycroft Community Centre to be sited at Chester Road, opposite Phoenix Street.

·        The allowance given to the Chairman be capped when it reached £1000

·        The Clerk to receive an increment in salary, monthly salary to be £375 net, commencing April 2006

·        The risk assessment form circulated in NALC format to be adopted.

·        The Contracts for street-light maintenance and gully cleaning be signed by the Chairman & Clerk and sent to the Contractors for their signature. One copy retained by council and one by the Contractor.

 


6.       Receipts &Accounts for Payment

Transfer £3,000         

 

Council approved these payments.

 

The Risk Assessment form circulated in NALC format, to Council, was now adopted and in future would be submitted to the Auditor in this format.

 


 

7.  Correspondence & e-mails Received

 

Flintshire County Council /regarding the following:-

·        Proposed ‘Toucan’ facility adjacent to Deeside Leisure Centre/ reply received regarding Councillors’ comments.

·        Queensferry Parking /one-way scheme/ no funding available 2006/07 and restrictions that would have to be adhered to.

·        Information from the Monitoring Officer regarding BT poles and signs placed upon them, if in future signs are placed on poles without the approval of BT a charge will be made.

·        NWP Electrical Ltd, regarding the continued maintenance of footway lighting

 

Invitations

·        Alfred McAlpine – A494 Drome Corner to Ewloe Improvement – Presentation of Proposed Improvement Plan & Buffet / 6.30pm 18 January at Deeside Leisure Centre, Cllrs. Mrs. L. Clare, Mrs. J. Jenkins and the Clerk would attend.

·        The Centre of Inclusion /a one day course and evening presentation Monday 20 February at Flint Pavilion. Cllrs. B. Humphries and R. Meech would attend

·        Flintshire Local Health Board/ Non Officer Members/ Vacancy for a voluntary sector member.

·        Clwyd Community Health Board / nominations invited prior to 1st April 2006

·        Firebrake Wales invitation to the National Community Safety Conference (North Wales) 24 January at Cross Lanes Hotel, Wrexham – more information if interested.

Flintshire Local Transport Plan booklet 2001 –2006

Nat. Assembly N.Wales Regional Committee with the Rt. Hon. Rhodi Morgan, Friday 3 February, to be held at Ruthin.

 


 

8.    Planning Applications

             

Proposal: Erection of extension to front of factory to form new processing plant and

                loading bays and extensions to the rear to form plant rooms

Location:  Grampian Country Foods, Glendale Avenue, Sandycroft, Deeside, Flints.

Council had no objection to this application

                       

Information

 

The Authority had approved the following planning application.

Proposal: Extension to provide showroom and workshop.

Location: 76, Station Road, Queensferry, Deeside, Flints.

 

 

The Authority had refused this planning application.

 Proposal: Erection of a two-storey extension, conservatory and single garage          

 Location: 14 Fairway, Sandycroft, Flints.

 


 

9. Matters Requiring Urgent Attention.

 

Queensferry:

 

·        Rodents had been sited in various parts of Queensferry.

·        Broken glass in the children’s play-area at the Leisure Centre

·        Directional signs and caution signs required for the schools in Queensferry.

·        Parking Warden: enquiries would be made from Buckley Town Council regarding parking warden duties on a ‘borrowed basis’.

 

 Pentre:

 

·        The problem of the poor surface of the footpath from Pentre to Sandycroft continued.

 

Sandycroft:   

 

·        Copies of a letter kindly requesting residents to help keep clean & clear the rear access of Queens Avenue and North Street would be given to Cllr. Mrs. J. Jenkins for  circulation where appropriate.

         

·        It was noted that although the bus shelter in Phoenix Street had been vandalised by the removal of the panels, after discussion this was Deferred.

 

·        Fly-tipping at Factory Road by the sub-station

 

·        Litter – an increase of the litter problem in the village

 

The Clerk would contact the Authority.
