Minutes of Meeting held 7.OOpm Tuesday 8 February 2005 at the Community Wing, John Summers Community School, Queensferry, Flintshire

 

Present:

Councillors: Mrs. L Clare (Presiding) A. Parry, K. Garrett, B. Humphries, A. Jones, Mrs. S Salisbury, D Wisinger, Mrs. S Wynn & the Clerk.

 


 

Consultative Arrangements

  • Continuing juvenile nuisance and anti- social behaviour / after a lengthy discussion, it was suggested that enquiries should be made regarding funding for a qualified youth leader and organized activities. PC Lee was aware of the nuisance caused by quad-bikes in Bernsdale Court and the safety hazards to children.
  • It was reported that a dog, confined in a property in Fairfield Road was a nuisance and a possible safety risk.

2. The Minutes

The minutes of the meetings held 11th January 2005 were passed and a true and correct record. Proposed by Cllr. B. Humphries and Seconded by Cllr. K. Garrett

Vote: 8 For. 0. Against.

 


 

3. Matters Arising from the Minutes

  • Broken fence at Sandycroft Community Centre, the Community Centre Committee will advise when this work is to commence. The Clerk will then inform the contractor.
  • Notice Boards! Pentre & Queensferry — work now completed.
  • Leisure Centre ice rink noise / & noise in the car parks / the noise pollution officer would be attending a council meeting and requested further details, prior to the meeting. The environmental department had no record of receiving the ‘nuisance form’, sent out in October 2004 and it was thought the situation had improved. Cllr. Mrs S. Wynn and Cllr. A Jones undertook to keep a ‘nuisance record’, over the next few weeks.
  • Vandalized Litter Bins / delivery awaited of the concrete litter bin, to be sited at Pentre.
  • Bridge Villas rear access / the Clerk would make enquires when Cllr. J D. Vyse was available; a meeting of the sub-Committee would then be arranged.
  • Replacement Bollards for the rear access of Dundas Street & Queens Street, Queensferry. Item 5 on the Agenda
  • Bus Shelter/ the new type bus shelter with polycarbonate glazing had been ordered to replace the vandalised shelter at Chester Road / Hamilton Avenue junction. Removal of the existing shelter would cost £250 and match funding with the Authority £2000. The insurers had been informed and a claim form completed.
  • Barrier / Co-op late shop, Pentre. Co-op management had been reminded that this barrier was necessary on closure of the shop.
  • Proposed civic amenity site/ no further information.
  • Odour from food processing factory / Council delegates had attended a meeting on 7 February were pleased that the permit was in place and the new conditions that were imposed, which should have a positive result on the odour problem.
  • Hazardous Substances / Clariant Life Science Molecules / the Clerk had contacted the Authority and explained that council did not feel qualified to comment, as they were not experts in this field and would inform the Authority in writing, that councillors trust that the matter will be dealt with, by those with expertise e.g. Environmental Department.
  • Refurbishment of the Civic Chain / Thomas Fattorini had sent quotations for refurbishments, it was agreed that as a comparison, Fattorini would be requested to submit a quotation for a new Chain.
  • Hamilton Avenue / white line painted in the road, outside a resident’s driveway. Highways had confirmed that arrangements had been made between themselves and the resident for the line to be painted.
  • Replacement street lighting columns, that the maintenance contractor advised replacing. Cllr. Clare had made an inspection and photographed the condition of the columns and advised the Clerk which needed replacing. The contractor would be asked to commence work. Additional Street lighting for Station Road, Sandycroft / the Authority had informed the Clerk that if additional lighting was thought necessary, along this stretch of road, the Community Council would be expected to provide it. Council agreed that a quotation should be obtained for three additional lights.
  • Christmas Lights for Queensferry —enquires would be made regarding the costs involved, a letter seeking sponsorship would then be circulated to shopkeepers in Station Road, Queensferry.

 


 

4. Vacancy on Council — Sandycroft Ward.

 

A Notice had been displayed advertising the vacancy, the Authority would inform the Clerk, after fourteen days of the notice being displayed, if council could co-opt.

It was agreed that the Authority should be requested to send a ‘conditions of acceptance form’, in order that interested candidates may view the necessary criteria for becoming members of council.

 


 

5. Replacement Bollards/ Dundas Street, Queensferry.

 

Further discussion would take place at the next Finance Committee meeting, when costs had been obtained.

 


 

6. To Consider issues relating to the Riverbank

 

Copies of correspondence from Elwyn Jones, Chairman of the Ramblers Association, previous circulated to council re: footpath(s) riverbank, Sandycroft.

At present there were no new items for discussion.

Transfer: £3,200.00      Council approved these payments.

 

  • External Audit / The Auditor had given a ‘Clean Report’, pointing out that vat. is to be reclaimed on petty cash items.
  • Copies advertising that the audit was now completed had been displayed on the notice boards.
  • Inland Revenue Payments — to meet the required payment dates for each month, council agreed that in future the payment cheque should be written to cover a two months period.

  • National Assembly for Wales / tourism in North Wales / meeting 11/2/05 Bangor.
  • R Hayman & W Horton / Archaeological & historic building consultants employed by Cadw: Welsh Historic Monuments, to undertake a survey of Queensferry between February & March, identifying buildings of special architectural or historic interest. Council’s comments /observations invited.
  • The Clerk would inform this company that Councillors had suggested, the former OBE building (Art Deco) Queensferry Memorial Institute, the Blue Bridge, the former Co-op hall on Station Road and the derelict Hawarden Castle public house.
  • Deeside Community Action Team requesting a contribution to a Music Event that is being held in the area for local young people. This event will take place on the airfield at RAF Sealand, between 2pm & 8.OOpm 30 April 2005.
  • Connahs Quay Town Council / Anti Social Behaviour — Together Action Day — details circulated to councillors. Councillor D J Parry had attended this meeting on behalf of council.

  • Warning to elderly persons regarding bogus callers from a company called EEC/fire & burglary prevention.
  • Request in assistance for tracing a wartime comrade — the Clerk had advised the sender to contact Flintshire County Council Library archives.

9. Planning Applications

 

  • Proposal: Installation of window shutters

      Location: 116 Phoenix Street, Sandycroft, Flints.

  • Proposal: Change of use to estate agents office

      Location: 9 Station Road, Queensferry, Flints.

  • Proposal: Single storey extension

      Location: 2/4 Gladstone Street, Queensferry, Flints.

Council raised no objections to these applications.

Information / granted conditional planning permission by the Authority

  • Proposal: Change of use to material facility (MRF) including in vessel composting

Location: Recyclo Ltd, Prince William Avenue, Sandycroft, Flints.

 


 

10. Matters Requiring Urgent Attention.

 

Queensferry:

  • Litter bins missing and continued litter problem. The Clerk would write to the Chairperson of the Queensferry High School Governors, requesting that staff request the assistance of pupils in helping to keep a more litter free environment
  • Leisure Centre / continued problem of the fence being broken.

Sandycroft:

  • Street light inoperative, Chester Road, opposite Hamilton Avenue.
  • Abandoned cars by the garage
  • Continuing fly tipping in Factory Road.

Pentre:

  • Continuing litter problem along Chester Road.
