QUEENSFERRY COMMUNITY COUNCIL

Minutes of Meeting held 6.30pm Tuesday 10 February 2004

Held at the Community Centre, Phoenix street, Sandycroft.

 


Present:

Councillors J.D. Vyse (Presiding) J. Barker, Mrs. L Clare, Miss C Darlington, K. Garrett,  

B. Humphries, Mrs. J. Jenkins, A. Parry, Mrs. E. Parry, D Roberts, Mrs. S. Wynn & the Clerk.

 

Consultative Arrangements

P.C. Alex Lee sent Apologies, P.C. L. Richardson attended to take details of any new items for attention.

  • Shop-link/further details to be obtained.
  • Cllr. D. Roberts stated he was impressed with the system of juveniles ‘age-cards’.

 


 

Speaker/ Cllr. M Mathews, Executive of Highways & Transportation & Mr. David Bloore

Cllr. Mathews gave an outline of the problematic situation regarding the bus service to Queensferry.

Cllr. Mathews would be having discussion with a representative of the local hypermarket and representatives of the bus companies, to improve the situation.

Council expressed their concern to the traffic light system on Chester Road/ entrance/ to the new cash & carry warehouse.

Cllr. Mathews confirmed that Queensferry would have two new bus shelters and the road island by K.F.C. would be removed.

 


 

Speaker/Helen Prince, Operations Director & Deputy Executive Director, Groundwork

Mrs. Prince outlined the work of this local environmental charity operating in Flintshire since 2000 for neighbourhood improvement. It was noted that advice would be useful from Groundwork regarding the funding for the proposed skate park scheme in Sandycroft.

2. Minutes

The Minutes of the meeting held 13 January 2004 were passed as a True and Correct Record.

Proposed by Cllr. A Parry and Seconded by Cllr. K Garrett

Vote: 11 For. 0. Against.

 


 

3. Matters Arising from the Minutes

  • Queensferry ditch/ parts had been cleared, litter problem occurring by the accountant’s office.
  • The Clerk had learnt that Highways did not clear litter from ditches and as the litter was not impeding the flow of water, Neil Parry, Engineers Department could take no action.
  • Queensferry regeneration scheme/ a letter expressing the concern of Councillors had been sent to Highways regarding the height of the kerbstone on the corner of Pierce Street.
  • Gaps in Ditch /Fence erected by new wholesale warehouse / enquiries to be made.
  • Fence by the ditch in need of repair / the broken fence, fronting the Community Centre drive/ enquiries continuing as ‘Welsh Water’ had confirmed that they were not responsible.
  • The noise from the leisure centre ice rink, Environmental services would measure the noise level.

 


 

4. Welsh Assembly Government/Research Study into the Role, Functions & Future Potential of Community & Town Councils

  • After discussion, it was agreed that further information would be obtained at the meeting of
  • Flintshire Association of Local Councils to be held 7.00pm 16 February, County Hall, Mold. Representatives attending this meeting Cllrs D Vyse, D. Clare, B. Humphries, A Parry, Mrs S Wynn and the Clerk.
  • In reply to the letter from council regarding meetings of Chairman to discuss common issues/Interest had been expressed by Shotton, Saltney and Sealand councils.

6. Correspondence Received.

  • A & A Chester Drains Ltd/ Renewal of contract –It was Proposed by Cllr. A Parry and Seconded by Cllr. Mrs. J. Jenkins that this contract be renewed for a further two years, in line with the contracts for maintenance of rear accesses, and the street lighting contract, that spanned three years from commencement.
  • Flintshire Association of Local Councils, meeting 7.00pm 16 February, County Hall, Mold.
  • Cyril Jones & Co, Solicitors/ Access at rear of Queen Street, Queensferry
  • Flintshire County Council / Community & Town Council Elections 2004 Combination date 10 June & Costs.
  • The Planning Inspectorate/re: Section 6 Countryside & Rights of Way Act 2000
  • North Wales Magistrates Courts Committee/ proposal that would result in a change in the licensing laws throughout the whole of the Flintshire licensing district.
  • Flintshire County Council/ Dog fouling bins / locations required. Council agreed that these bins, five in total, should be located at: Sandycroft/Chester Road, Station Road, & playing field; Pentre/ Chester Road; Queensferry/ Station Road.
  • Flintshire County Council/ Match finding sought for the provision of Bus Shelters /£2,000 per shelter.
  • Council agreed that there was no match-funding available this year.
  • Deeside Crime Action Team/proposal that the Committee becomes a constituted body.
  • Ptarmigan Consultants Ltd / opening of Portakabin, Queensferry/ Cllr. David Roberts agreed to attend.
  • Sandycroft C.P. School/ acknowledgement of financial assistance grant
  • Resident of Sandycroft/ objection to general letter sent to residents re: shared rear access.
  • Hermon Community School Campaign/support to safeguard the future of the rural community school. It was proposed and seconded that this communication had been received

E-mails

  • Lankelly Foundation/summer holiday activities small grants scheme/children age 5 -13 years.
  • Abibuilding data com/ civil marriages ceremonies in North Wales
  • Havant Borough Council/requesting a copy of Crime & Disorder Strategy.

Information received

  • Flintshire County Council/ Play development in Flintshire/ Strategy for wheeled play/play policy/holiday play schemes & information brochure.
  • Flintshire County Council/The North Wales Borderlands 2004 /information brochure
  • Campaign for the Protection of Rural Wales, AGM 7.30pm Monday 23 February, Village Hall, Rhosesmor
  • A Meeting of Nat. Assembly North Wales Regional Committee, took place re: implementation of the new national funding system for further education in Wales.
  • Home Office/Burial Law & policy in the 21st century / need for a sensitive &sustainable approach 
  • Local health Board/Agenda & papers

  • Flintshire County Council/ health, social care & well-being brochure

7. Planning Applications

  • Proposal: Modification to existing car park to form 4 no. additional spaces

        Location: Neighbours food & drink store, Chester Road, Pentre

To this application there was no objection, as long the car park was for patrons of the store only and that the barrier was locked when the store was closed.

  • Proposal: Change of use from house to offices & erection of new workshop unit

        Location: Pentre industrial estate, Chester Road, Queensferry

  • Proposal: Erection of a detached single garage

        Location: 22 Bernsdale Close, Sandycroft, Flintshire

  • Proposal: Conversion of dwelling into 2 no. flats

        Location: 1 Fairfield Road, Queensferry, Flintshire.

  • Proposal: Two storey porch & bathroom extension

        Location: 24 Hamilton Avenue, Sandycroft, Flintshire

  • Proposal: Change of use from recreational building to residential dwelling

Location: The Dingle, Station Road, Sandycroft

n.b. Cllr. Miss C. Darlington expressed interest and would complete the necessary forms

Council had no objections to these planning applications.

 


 

8. Any Urgent Business

    Queensferry 
  • Litter an on-going problem & a re-placement litter bin outside Spar stores, Station Road, required.

  • Bus shelter outside Delyn Hire shop needed replacing.

  • The Environmental Department to be contacted, regarding the gardens/ yards of some private dwellings.

  • Pot-hole needed attention, outside the Memorial Institute.

 

    Pentre
  • litter on on-going problem

  • Railway bridge/Factory Road side/ public footpath overgrown and mud making the walkway unsafe

 

    Sandycroft 
  • As a sign was being made for the Notice Board in Phoenix Street – It was Proposed by Cllr. Barker and Seconded by Cllr. Mrs. L Clare that costs be obtained and work commence for similar signs to be made for the notice boards in Pentre and Queensferry.

 


 

9. Items for Press Release

Council had confirmation that a meeting would be held between Flintshire County Council Transportation Department, Asda Store and the bus companies concerned, to improve the Queensferry bus service situation.
