Queensferry Community Council

Minutes of the meeting held 7.00pm Tuesday 13 March 2007

At the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present:

Councillors: A Parry, (Presiding) Mrs. L. Clare,  K. Garrett, B. Humphries, A. Jones, Mrs. S. Salisbury, D. Wisinger, Mrs. S. Wynn and the Clerk.

 

Rev. S. Hildreth, the prospective new member of council for Sandycroft Ward was welcomed to her first meeting and the necessary documentation was signed.

 


 

Consultative Arrangements

A letter sent to Mr. C. Kay, Chief Executive requesting an update on

de-criminalised parking for Flintshire had been passed to the Head of Highways Strategy, who had sent a reply. Chief Inspector S. Hatchet requested a copy of this letter.

Sarah Jane Jones was commencing duties as Community Beat Manager.

The Police Audit had still to be arranged.

The recently held Police Forum has been well attended, points covered; speeding vehicles along Chester Road, parking outside the commercial garage and at the top of Phoenix Street, nuisance behaviour in the area.

2.     The Minutes  

    The minutes of the meeting held 13 February 2007 were passed as a true and correct record.

 Proposed by Cllr. Mrs. L. Clare, Seconded by Cllr. K. Garrett

  Vote: 9 For.  0. Against.

 


3.     Matters Arising from the Minutes

·       Skate-park/ the Authority had written to confirm planning approval and that funding of £15,000 had been approved by Flintshire Community Trust. It was suggested that a consideration be given to holding a further consultation meeting with the youth of the community to determine the usage and design of the tarmac surface given the length of time this scheme has been progressing.

·       Queensferry C.P. school directional sign/ still awaiting quotations.

·       Lopping of trees behind Hamilton Avenue/ enquiries continuing.

·       Communities First – meeting cancelled

·       Pentre Notice Board / modification work in hand, it was also noted that Sandycroft notice board required refurbishment.

·       Garden refuse bins/ still some dwellings awaiting delivery.

·       White road lines in Pierce Street & Gladstone Street/ Resolved, as the Authority had sent a letter of explanation.

·       Rear Access in Queensferry, legal enquiries continuing.

·       Nuisance to residents from the trade waste left in the Station Road /Glynn Street rear access. News awaited of  the proposed site meeting.

 

The Authority had been informed that work still needed doing on the following:

  • Leisure Centre/ Tidy-up in the area of the Pepper Pot & repairs to the fence.

  • Blocked grids in Fairfield Road & Pierce Street, Queensferry, and this situation now urgent.

  • Pathway - Chester Road from Pentre to Sandycroft; Resolved.

  • Traffic Survey / Police to request a speed survey.

  • The roads dip in Phoenix Street/ Welsh Water still to carry out the work.

  • Footpath of the elderly persons’ flats in Phoenix Street /the Authority had the situation in hand.

The Authority had also been reminded but no update received on the following:

Part of the palisade fence needed replacement in Crofters Park, it was agreed that this item should be deleted from future Minutes.

  • Factory Road pull-ins urgently required re-surfacing and under the railway bridge.

  • Hamilton Avenue, cracks in the road surface by no.33

  • Evansleigh Drive, tree branches on the grass verge by no.30

  • Fly tipping Queens Street/ Glynn Street rear access, some items now removed 

  • The street lighting contractor had been requested to carry out the work of replacing the two street light columns in Pierce Street

  • Sandycroft School/ a member of council was required to undertake Governor duties. The proposed 40 mile activated street sign, Chester Road, Sandycroft.     Further  information had been received from the Authority.

  • Proposed Wheeled Play Facility – Sandycroft Recreation Ground

  • De-Criminalized parking for Flintshire

  • Interactive Speed Warning Signs

  • Landmark Wales project –A494 River Dee –Stakeholder meeting –in response response a letter would be sent from council, suggesting a bridge            with cycle path, or a cycle centre, serving light refreshments, public lavatories available and some landscaping with flowers and shrub

  • Housing in Flintshire – Have your Say: housing Summit 10.00am -4.00pm 22nd March at the Beaufort Park

  • B5129 Factory Road, Sandycroft –acknowledgement of council’s letter.

  • Wales Audit Office – Proposed extension to the appointment of the external auditor

  • Welsh Assembly Government Corner to Ewloe Improvement.

  • One Voice Wales – Nominee; Buckingham Palace Garden Party

  • 10 July 2007;   Council had submitted a prospective nominee.

  • Allotment enquiry – letter received from a resident of Sandycroft.

Homes4Locals.com /seeking support for no new residential build except in cases where there is proven local need.

Community Safety Officer, Flintshire /seeking information re: top 3 citizen priorities /i.e. parking, litter issues. Housing and anti social behaviour were considered a priority.

National Road Rally/Saturday 23/Sunday 24 June 2007 in aid of Mencap. Persons required to staff a control or check point in Queensferry.

Council would have further discussion nearer the date of this event.

Groundwork.org.uk –information regarding Sandycroft Skate Park.

Resident of Queensferry- consideration of transit gypsy camp for Flintshire, sited at Sandycroft. Council was informed Sandycroft was not now under consideration

 


 

7.  Planning Applications

Proposal:  Retention of public kiosk and change of use for combined payphone & ATM

Location:  Payphones & ATM Pavement outside, 8 Station Road, Queensferry.

 

Proposal: Removal of conditions 13 & 14 attached to planning permission ref: 037060

Location: Blocks 1,2, & 3 Interling, Ffordd Pentre, Pentre, Deeside, Flintshire.

 

Proposal:  Single storey shower and bedroom extension

Location:  14 Chester Road West, Queensferry, Deeside, Flints.

 

Notification of Planning Decision -The Authority had informed council that the following application had been withdrawn.

Proposal: Amended Application –Revised design treatment and deletion of rear      parking  space

Location: Land adj. to 42 Fairfield Road, Queensferry, Deeside, Flintshire.

 


 

8.       Matters requiring urgent attention

Queensferry:

Asda Car Park; broken fence, bottles left around the bottle bank and rodents sighted.

Pentre:  

 Pot hole outside the public house.

 Dog waste bin by Glendale Avenue needed replacing.

Sandycroft:

Knocked over sign on the top of ramp at Station Road.

Hamilton Avenue street light lantern required adjustment.

Phoenix Street/ untidy board on public house.

Junction of Hamilton Avenue/ replacement street sign support required.
