QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 7.00pm Tuesday 14 March 2006

At the Community Centre, Phoenix Street, Sandycroft, Flints.

 

Present: 

Councillors: Cllrs. Mrs. L. Clare (Presiding), Cllrs. D Clare, K. Garrett, B. Humphries, Mrs. J. Jenkins, A. Jones, R. Meech, A. Parry, D. Roberts, K. Warner, D. Wisinger, Mrs. S. Wynn and the Clerk.

 

The Chairman welcomed the new councillor for Pentre Ward, Keith Warner, to the meeting, prior to the commencement of the meeting the required form had been signed by Mr. Warner & the Clerk.

 


Consultative Arrangements

 

  • Speeding vehicles/ Factory Road –Traffic section had been made aware of the situation – no update.
  • Speeding vehicles at Asda car park – steps ongoing to prevent this nuisance.
  • Mini motorbikes / still causing a nuisance, some had been confiscated.
  • Robberies in the area / still ongoing, mainly to industrial premises.

Cllr. D. Clare informed council that at a recent Police Forum meeting, three issues were being treated as a priority:

    1. Mini motorbike nuisance in Hamilton Avenue,  
    2. Nuisance at the public house in Phoenix Street,
    3. Under age alcohol misuse.

2:       The Minutes

 

The Minutes of the meeting held 14 February 2006 were passed as a true and correct Record, Proposed by Cllr. D. Clare and Seconded by Cllr D. Roberts.

3:       Matters Arising from the Minutes

 

  • Skate-park / enquiries continuing.
  • Fence/Broughton Brook/ Phoenix Street; Construction Services would be carrying out the work in the near future.
  • Footpath from Pentre to Sandycroft / A site meeting to be arranged with the Authority, when copies of residents’ letters had been submitted.
  • Civic Amenity Site – Cllr. D. Wisinger continuing enquiries and has asked for a discussion meeting.
  • Broken fence/ Bernsdale Close / the Clerk would remind the Housing Department regarding the repair work to be carried out.
  • Community Times newsletter – no update.
  • Phoenix Street – road sinking outside the Scouts Headquarters. The Clerk had written to the Authority with information she had received from Welsh Water and requested the Authority to attend to the tarmac surface.
  • Vacancy Pentre Ward – Keith Garner co-opted as a member of council.
  • Improved street lighting in Phoenix Street/ the contractor had commenced work.  
  • Grass verge by Pumping Station/ Chester Road/Hamilton Avenue/ the Authority had been requested to replace the grass verge with tarmac, after consultation with those responsible for the pumping station.
  • Food Factory – next meeting 5.15pm Monday 27 March.
  • Directional signs / Queensferry C.P. School/ Council agreed that the Clerk write and advise the school that if costs for the signs were obtained, consideration would be given by council at the meeting held June 2006 when the applications for financial assistance were discussed.
  • Directional sign for Sandycroft Community Centre – the Clerk had been informed by the authority that work would hopefully commence at the end of March 2006.

 

The Authority had been informed of the following:

 

  • Litter on the overpass of the Roundabout at Queensferry
  • Fly-tipping in Factory Road, Sandycroft
  • As trees bordering the Sandycroft playing field needed height lopping, the Authority’s contractor had requested further information regarding the trees.
  • Pentre / an inspection would be made for re-locating the litter- bin
  • Ditch/ clearing and cleaning required.

Mr. D. Roberts of the Environment Agency had informed the Clerk that this ditch, known as Pentre Drain North would be included in the improvement programme, work would commence during the summer, when the bird-nesting season was over. The winter clear & clean had been missed, due to lack of access; agreements for gaining suitable access had now been arranged.

  • Residents letter– Cllr. Mrs. J. Jenkins had circulated a copy of the letter where appropriate.
  • Part-time basis Parking Warden–Cllr. D. Wisinger making enquiries to when parking offences are to be de-criminalized.

 


4:       Update on Proposed One –Way System, Queensferry   

 The Clerk would acknowledge the letter received from the Authority.

A site meeting had been held between members of council, Inspector S Hatchet & P.C. S. Carrington, after discussion, council agreed that a further letter be circulated to residents in the area seeking their opinion on the proposed changes.

Cllr. D. Clare and Cllr. A. Jones would arrange the wording and the circulation of this letter.

6:       Correspondence & e-mails Received

 

 

Flintshire County Council /regarding the following:-

 

  • Road surface/ Phoenix Street, Sandycroft

 

 

  • Protocol relating to conduct at Planning & Development Control Committee site visits

 

  • Review of Principal local Government authority Areas Community Boundary Anomalies

 

  • Queensferry – Parking /One –way Order

 

Welsh Assembly Government

The Standards Committees (Wales) (Amendment) Regulation 2006

 

  • PC Sue Carrington – Visits to New Force Communications Centre – information of dates available for proposed visit by council - from April to December 2006  It was agreed that an evening visit on 3 October should be arranged for the visit to St. Asaph and the Clerk would arrange the services of Community Transport for the visit.

 

  • Airbus- a visit for members of council to visit airbus would be arranged 6.30pm Tuesday 21 March 2006.

 

  • One Voice Wales

 

  • Buckingham Palace Garden Parties – due to 176 nominations received for 24 places, council’s application had not been successful on this occasion.

 

  • Letter of thanks received from Sandycroft Community Centre

 

  • Letter of thanks & suggestion of a visit, received from Sandycroft C. P. School. The Chairman & Clerk would visit the school – date to be arranged.

7:       Planning Applications

 

Proposal: Erection of modular building

Location: Territorial Army, Station Road, Queensferry, Flints.

 

Proposal: Erection of a conservatory to the front

Location:  1 Hamilton Avenue, Sandycroft, Flints.

 

Proposal: Erection of a single storey porch & cloakroom to front

& conservatory to rear                     

Location:  24 Harrison Grove, Sandycroft, Flints.

 

Proposal: Two-storey side extension consisting of ground floor garage & utility with first floor master bedroom & en-suite

Location: 67 Hamilton Avenue, Sandycroft, Flints.

 

Council raised no objections to these applications  

 

Information

 

Proposal: Extension to filing room

Location: Dental Surgery, Gladstone Street, Queensferry, Flints. 

Approved by the Authority.

 

Proposal: Erection of a two-storey side extension, conservatory & garage

Location: 14 Fairway, Sandycroft, Flints.                                      

Application withdrawn

 

Proposal: Erection of 4no. Semi-detached dwellings

Location: Land adjacent to Brook House, Station road, Sandycroft, Flints.

Refused by the Authority.

    


        

8:       Matters Requiring Urgent Attention.

 

Queensferry:

 

Request from Queensferry C. P. School, for a donation for purchasing medals to mark the occasion of the Queen’s 80th birthday, for the children. It was Proposed by Cllr. D. Clare, Seconded by Cllr. A. Parry and all agreed that “due to the circumstance, an exception be made, from the usual practise of grants only awarded in January and June”, it was further agreed to donate  £100.

 

Pentre:

 

Flooding in the new bus shelter

The Clerk would remind the Authority that a replacement community notice board was required.

 

Sandycroft:   

 

  • Twisted Street light outside the Community Centre
  • Loose paving flags on the paths of the elderly persons flats in Phoenix Street.
  • Fly-tipping nuisance in Factory Road and nuisance from the Travellers.
  • Broughton Brook – very high water levels noted, and road flooding by Airbus roundabout.
  • Bus service No.12 the Clerk would send a letter to the Authority and to Arriva as the no 12 Bus had failed to pick-up passengers from Asda and passengers waiting at bus stops in the village. It was noted that on occasion a double Decker bus was in operation.

Notes:

 Councillors perused the plan of the proposed 494 Drome Corner to Ewloe Improvement.

Cllr. Wisinger informed council of a new half fare travel grant for students aged 16 –18years.
