QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of Meeting held 700pm Tuesday 12 April 2005 At the Community Wing, John Summers Community School, Queensferry Flints

 


Present:

Councillors: Mrs. J, Jenkins, (Presiding) D. Clare, Mrs. L. Clare, A. Jones, A. Parry, K. Garrett.  B. Humphries, F. R. Meech., Mrs. S Salisbury, J.D. Vyse, D. Wisinger, Mrs. S. Wynn & the Clerk,

New member of council Mr F. R. Meech signed the appropriate forms and was welcomed to the meeting.

In Attendance: two residents of Queensferry.

 


Consultative Arrangements

  • Anti -social Behaviour/ A public meeting would beheld at Sandycroft Community Centre, 6 -8pm .19 April 2005.
  • Proposed Skate-park in Sandycroft - the Authority had informed the Clerk that there was no finding available at the present time.
  • Riverbank Motorcycles Byelaws Highways had informed the Clerk that they were not aware of any byelaws, as these would be unnecessary as section 34 of the Road Traffic Actl988 (as amended) makes it a criminal offence for any person, without lawful authority to drive a mechanically-propelled vehicle on a public footpath. Highways were unsure if police vehicles are exempt from these’ provisions and further enquiries were being made from the County Secretary
  • It was hoped that a Police Notice at the riverbank would be erected shortly
  • Motor bike Nuisance was being experienced along Phoenix Street, Hamilton Avenue and Prince William Avenue
  • Staff of the car showroom on the corner of Phoenix Street was causing nuisance to the residents by inconsiderate car parking.
  • Traffic Hazard along Chester Road. The Clerk had requested the Authority to erect a 20 mile per hour sign at the schools in the area, the Clerk was informed these were advisory signs and she was awaiting further feedback from the Authority.
  • The two residents of Queensferry informed Council of the problems they were experiencing regarding parking outside their homes in Gladstone Street and produced photographs to illustrate the situation. It was agreed that the Clerk should send a letter to the Denial surgery requesting more considerate parking of their staff and clients - and a notice be displayed in their reception area. The Taxi business to also receive a similar letter, requesting their driven show consideration and the Clerk would contact the licensing office to ascertain how many taxi vehicles were allowed to park. A letter would be sent to Cllr. Aaron Shotton informing him of the problem. Cllr David Wisinger would arrange a site meeting with Cllr. Shotton to seek his advice, and show him the resident’s  photographs. The Police would monitor the situation.

2. The Minutes

 

The minutes of the meetings held 8 March 2005 were passed and a true and correct Record. Proposed by Cllr Mrs. S. Wynn and Seconded by Cllr D. Clare

Vote: 12 For. 0. Against


 

3. Matters Arising from the Minutes

 

  • Broken fence at Sandycroft Community Centre, the contractor had completed the work.
  • Leisure Centre ice rink noise / & noise in the car parks / Cllr Mrs S Wynn, and Cllr A. Jones had recorded times and dales of nuisance and would be sending a completed ‘nuisance form’ to the Authority.
  • Concrete litterbin /delivery still awaited, the Clerk would remind Construction Services and make enquiries regarding the replacement plastic bin in Pentre.
  • Bridge Villas Rear Access / Deferred
  • Replacement Bollards for the rear access of Dundas Street & Queens Street, Queensferry. Discussion had taken place at the Finance Committee meeting who recommended that instead of a bollard, to protect damage to the footway light in the rear access of Dundas Street a taller street light on the opposite side of the road would be more beneficial, this would not only Illuminate the rear access, it would not be at risk from damage by large vehicles Proposed by Cllr. D Clare, Seconded by Cur. D. Wisinger and all agreed.
  • Vandalised Bus Shelter / Chester Road, Hamilton Avenue junction / work completed. Enquires were on-going with the insurers, a copy of the invoice for the new shelter would be sent to them asking for a contribution towards the cost Hawarden Community Council had sent information that no donation would be forthcoming.
  • Proposed civic amenity site/no further information.
  • Barrier Fence on entrance to Co-op. Pentre/ the Clerk would remind the management that this bather must be in use when the shop was closed.
  • Refurbishment/Renewal of the Civic Chain/Thomas Fattorini had confirmed that if a new chain was purchased, it would be in the region of £1000 and with velvet backing, an additional £300. If a new medallion in the same design as the Vice-Chairman’s Chain was purchased this would be an additional one thousand pounds. It was proposed by Cllr. D. Clare & Seconded by Cllr. D. Wisinger that a new chain be ordered to incorporate the medallion of the existing chain. On completion of the chain Makro who had donated the money for the chain would be asked to attend the presentation.
  • Additional Street Lights / Station Road, Sandycroft. The Authority had informed the Clerk that they were not obliged to erect lights and the lack of streetlights along this stretch of the road could possibly come under review, if a development took place, this then could be a condition of the development
  • Christmas Lights for Queensferry / five replies received, three of which were negative The Clerk would contact the Authority to ascertain if they would allow the columns to accommodate fitting of lights.
  • Inland Revenue Payments - The Clerk had received a letter of apology from the Inland Revenue.
  • Light pollution outside the public house in Phoenix Street, since the alteration, the Planning department had been informed that Council would not have given approval to the planning application if the had previously been aware of this problem
  • Barrier-fence / Riverbank, a letter and photograph had been sent to the planning department, as a planning application had not been received, the Enforcement Officer would be consulted by them.
  • Notice Board —it was agreed that the notice board needed re-varnishing and the panes of glass cleaning The Scout Leader would be asked if the Scouts would undertake to clean the glass & Norman Scattergood had been contacted regarding varnishing of the notice board and the removal of the graffiti on the Phoenix Street bus shelter

 

The authority had been informed of:-

 

  • Leisure Centre continued problem of the fence being broken.
  • Sinking grid on the grass verge in front of the fire station
  • Litter on the land between Asda and Chester Road
  • Litter & Japanese Knotweed problem Dundas Street rear access

 

Groundwork Wrexham & Flintshire / Officer Pail Tidey would attend the council meeting 12 June to give advice on how Groundwork could be of assistance

 


4. Report from the Finance Committee

 

The committee made the following recommendations: -

  • Bollards/Dundas Street, quotation to be sought for replacing the street light o the opposite side of the road, to give sufficient light to the mar access and the purchase of bollards need not be necessary.
  • Insurance Policy-to incorporate the new bus shelter value £4000. Public liability cover would be checked.
  • First steps to be taken for gaining Quality Council status.
  • Council website to continue.

 


5. Riverbank Update

  • County Councillor David Wisinger was alert to the Dingle Caravan Park situation Barrier Fence / river bank / the Authority making enquiries

 

  • Motor cycle nuisance Feedback awaited from the County Secretary regarding the police using motor cycles to catch the offenders.

 


6. Traffic Hazards - Chester Road - Pentre to Sandycroft

  • In addition to the 2Omile advisory signs that the Authority had been requested to erect outside the school, the Authority would be asked to replace the Pelican Crossing with a Puffin Crossing outside Sandycroft School and to put traffic lights by Glendale Avenue and a road crossing on Glendale Avenue, essential for children going and coming from school.

 


7. Garden Competition 2005

Due to the lack of response last year, Cllr. Denis Clare Proposed and Cllr. Alf Parry Seconded that the 2005 Garden Competition would not take place, all members of council agreed

Grampian county Foods Minutes of meeting held 4 April 2005

Delegates who attended these meetings were requested to make every effort to attend or if unable to do so let Cllr. Mrs. L Clare or the Clerk know in advance. Cllr Meech agreed to become a delegate for these meetings.

Jim Moms would be contacted regarding the IPPC licence and residents in Sandycroft would receive a similar circular letter to last year, listing telephone numbers if needing to make complaints.

10. Planning Applications

 

  • Proposal: Erection of illuminated signage

      Location: Asda Stores Ltd, Queensferry, - No objection to this application

 

  • Proposal: Erection of 36 no. two & one bedroom apartments with basement parking (including change of use for Nos 1 & 3 Pierce Street

      Location: 1 -7 Pierce Street; Queensferry, Flints.

It was proposed by Cllr. Mrs. S Wynn and Seconded by Cllr. A Jones and all agreed that Council objected to this application, as they did to the original application.. Cllr. David Wisinger would be requesting a site meeting o be held, and complaints from residents in the vicinity had been received.

 

  • Proposal: Single storey extension to rear & conservatory to font of dwelling

      Location: 32A Chester Road, Sandycroft. - No objection to this  application

 

  • Proposal: Erection of 11Kva  substation on pre-formed concrete slab

      Location: Recyclo Ltd prince William Avenue, Sandycroft  — No objection

 

  • Proposal: Extension to provide storage & workshop

      Location: 76 Station Road, Queensferry, Flints. - No objection

 

  • Proposal: Conversion of two storey barn two bed roomed detached dwelling

      Location: 1 Dundas Street, Queensferry, Flints, — No objection

 

  • Proposal: Erection of new industrial building comprising offices, warehouse and workshop

  Location: Land off Prince William Avenue, Sandycroft. Flints.

No objection was made, but council wished for a condition to be imposed, that street lights be erected from the corner of Station Road to the railway bridge.

 

Information

 

The Authority had refused planning permission to:

 

  • Proposal: Erection of two storey rear extension

       Location: 3 Harrison Grove, Sandycroft, Flints

 

The Authority had granted conditional planning permission to:

 

  • Proposal: Use of land for new parking area fur staff car parking

       Location: Asda Stores, Queensferry

 


11. Matters Requiring Urgent Attention.

 

Queensferry:

  • Drains— odour from drains, Gladstone Street, & at the back of the car park by Fairfield Road.
  • Fly-tipping at Glynn Street rodents sighted.

 

Sandycroft:

  • Fly-tipping along the length of Factory Road
  • Drains Broughton Brook blockage and fly-tipping
  • Ditch from Sandycroft to Pentre, fronting the food processing factory needed cleaning and vegetation removal.
  • Grass verge Hamilton Avenue needed cutting
  • Sign pole needed renewing at Chester Road/ Hamilton Avenue
  • Street light Chester Road Hamilton Avenue, intermittent fault, causing this light. to be inoperative for lengthy stretches.

 

Pentre

  • Church View— Builder’s rubble and bin bags dumped.

 

Council agreed that at the next Finance Committee the reinstatement of the rolling programme for rear access sweeping and weed spraying would be discussed.
