Minutes of Meeting held 6.30pm Tuesday 13 April 2004
Held at the Community Centre, Phoenix Street,
Sandycroft
Present:
Councillors J.D. Vyse (Presiding)
J. Barker, D Clare, Mrs. L Clare, K. Garrett,
B. Humphries, D Jones, A. Parry, Mrs. E. Parry, D
Roberts, & the Clerk.
Consultative Arrangements
- Inspector D. Jolley advised Council of an action plan,
were Police, Community Councils and the County Council work together in an
endeavour to improve the situation of anti–social behaviour, often the result
of alcohol, in juveniles, and to ascertain what progress resulted with the
new approach.
- Proposed Skateboard Park/ Flintshire County Council
had put a halt on this scheme, until the wheeled play strategy had been
finalized at the beginning of May 2004.
- Community Centre / Window smashed by vandals.
- Motor bikes/ speeding along Hamilton Avenue. PC Lee
had spoken to the juveniles riding motor bikes along the river bank
- Pentre /Parking problems, Cllr. J D Vyse & Insp. D
Jolley would attend a meeting with a representative from Highways.
- Police Surgery dates to be displayed.
- Vandalized Street Lights/ The clerk would fill in the
claim form and return it to P.C. Lee.

The Minutes
The minutes of the meeting held 9 March 2004 were passed as a
True and Correct Record.

3.
Matters Arising from the Minutes
-
Bus shelter outside Delyn Hire shop
now replaced.
-
Broken fence, fronting the
Community Centre drive/ responsibility difficult to establish, although it
was thought to be the responsibility of the Community Centre.

Noise from the leisure centre ice
rink/ improved.
- Notice Boards/ lock on the Pentre
notice board had been replaced; notice board signs to be made.
- Dog fouling bins / now in situ.
- A & A Chester Drains Ltd would be commencing gully
cleaning in the immediate future.
- Membership/ One Voice Wales/ the application form had
been sent, and Cllr. Alf Parry named as the chosen delegate. As Cllr. Parry
was unable to attend the Inaugural meeting to be held 24 April Cllr. D Clare
and the Clerk would attend.

Vandalized Litter Bins / enquiries progressing to types, safety
and costs of replacements.

Vandalized street lights/banding a number of doors of the
vulnerable columns would cost £6.25 + vat each.

Flintshire County Council/Road Traffic Regulation Act 1984. The
Authority had confirmed that the inclusion of Rectors Lane and Hamilton Avenue
would have no practical benefit.

Noise nuisance in car park of local convenience
store due to pot-holes & metal plate/ the Clerk had received information from
the Environmental department that the car park would be completely resurfaced
when planning permission for its rearrangement had been granted. The
Environmental Health Officer had driven over the metal plate and listened to
others doing so and in his opinion the noise was not sufficient to constitute a
noise nuisance at the time.

Proposed changes to bus service 12/ the Clerk
had written to the bus companies concerned, and had received confirmation from
David Blainey, Flintshire County Council Highways and Transportation department
that Arriva have registered with the Traffic Commissioner to operate Service 12
every 30 minutes through Sandycroft village without financial support from the
County Council. At least initially, this will be in addition to the buses
operated by First.

Bus service to Queensferry/ Asda are funding
the operation to changes on corner, therefore the bus will stop, once again, at
Solar Services.

Street light requiring attention in Harrison
Grove/ reported.

Rear Access of North Street & Queens Avenue /
water leak/ reported.

Traffic Signals at Makro/ Chester Road
junction. Flintshire County Council Highways Officer John York met Cllr. Alf
Parry on site and confirmed that alterations would be made to these lights to
improve the situation.
4. Services of Flintshire Neighbourhood Watch Association
Plan of locations
required for the proposed purchase of ten signs for the council’s area.
Cllr. D. Clare would produce a
location plan for the signs. A copy of the Police surgery dates would be sent to
the association, as a representative could attend the surgery and advise
residents of their services.

Community Council Election 10 June 2004
Council had been circulated
with the information the Clerk had received from the Authority.

Returning Officer and five
spare forms sent to the Clerk.
