 Minutes of the meeting of the Finance Committee held 7.OOpm Monday 11th April 2005 at the Community Centre, Sandycroft

Present:

Councillors: Mrs. L Clare (Presiding), D, Clare, A. Parry, J. D, Vyse D. Wisinger, Mrs. S. Wynn and the Clerk/RFO

 

1. Apologies:

2. Minutes

The minutes of the Meeting held 10 January 2005 were taken as read, and confirmed as a true and correct Record.

 

3. Matters Arising From the Minutes

  • Broken fence Sandycroft Community Centre /Mr Martin would be reminded to commence the work.
  • Office Equipment — The photocopier, fax machine and answer machine had been purchased. The Clerk would dispose of the old fax machine that had an intermittent fault.
  • Highway Street lighting, Station Road / the Authority had informed the Clerk that they were not obliged to erect lights, and the lack of street lights along this road could possibly come under review, if a development took place, this then could be a condition of the development.

 

4. Replacement Bollards / Dundas Street, Queensferry

Alter discussion it was agreed that a quotation be sought for replacing the street light on the opposite side of the road, with a taller light, this would not only give sufficient light to the rear access, and the purchase of bollards would not be necessary.

           

5. Review of the insurance policy for 2005 / 2006

Items listed were discussed and the insurers would be informed that a new polycarbonate bus shelter valued at £4000 had replaced the vandalised cantilever shelter.

The public liability cover would also be checked.

 

6. Any Other Financial Business.

  •  The committee agreed that the Website should continue, and first steps be taken into achieving Quality Council status.

  • The Clerk had received a letter and form for signature from JDH Business Services regarding the internal audit year ended 31 March 2005. The signed form would be returned to the internal auditor.

 

7. Bridge Villas, Queensferry

 Alter discussion it was agreed that enquiries should be made regarding taking legal advice from an independent solicitor.

 

8. Recommendations to Full Council

  • Bollards/Dundas Street, a quotation for a taller light on the opposite side of road, instead of purchasing bollards.
  • Insurance Policy
  • Adjustment for the polycarbonate bus shelter in place of cantilever shelter.
  • Public liabilities cover to be checked upon.
  • First steps taken to becoming a quality council
  • Council website to continue
  • Enquiries to be made regarding seeking independent legal advice on the Bridge Villas situation.
