QUEENSFERRY COMMUNITY COUNCIL

 

Minutes of the Finance Meeting held on Monday 13th September 2004

At Sandycroft Community Centre, Phoenix Street, Sandycroft, Deeside, Flints.

 

Present: Cllrs. Mrs. L Clare (Presiding), B Humphries, J. D. Vyse, and the Clerk.


 

1. Apologies:

Cllrs. D. Clare, Mrs. J Jenkins, A. Parry, D. Wisinger, Mrs. Sandra Wynn.

 


 

2. Minutes

The Minutes of the Meeting held on 26 July 2004 were taken as read, and confirmed as a true & correct record. Proposed by Cllr. J.D. Vyse, Seconded by Cllr. B. Humphries

 


 

3. Matters Arising from the Minutes.

• War Memorial Institute I constitution available. Their Committee Chairman had been sent a letter, requesting consideration be given to Council holding their Queensferry meetings at the Institute.

• The Clerk’s salary grade scale I the Contact that had been signed, along with the new format contract received from Society of Local Council Clerks had been perused. Cllr. J. D. Vyse Proposed, Seconded by Cllr. B Humphries that, the Clerks grade is raised from SPC1 5 to SPC 21, the maximum grade for a population of under £5,000 and that the appropriate salary for the grade is paid. This recommendation would be put to the full council members.

• Additional Bus Shelters by the food processing factory and in Station Road no details received to date on the future programme plans of the Authority.

• Welsh Border Community Transport / had been advised of councils decision and when grants for financial assistance act came under discussion.

• Broken fence/Sandycroft Community Centre / one written quotation and one verbal estimate had been obtained. Committee agreed that the Clerk should write and request that this verbal estimate of should be given in writing as a quotation. Work could then commence.

• Office equipment a shredder had been purchased, enquiries being made to the types and costs of a photocopier.

 


 

4. Possible expenditure in the near future

• Bridge Villas rear access

• Bridge Villas rear access / following some of the suggestions that were make at the site meeting, enquiries had been made to the Authority, after receiving their reply, Council to have further discussion.

It was Proposed by Cllr. B Humphries, Seconded by Cllr. J. D. Vyse that meanwhile three quotations for tar macadam should be obtained.

• Street lighting

• Street Lighting / improvements recommended by the street lighting maintenance contractor. Cllr. Denis Clare would inspect the columns, and the Clerk would obtain costs from the maintenance contractor.

 


 

5. The Financial Regulations

The Financial Constitution /copies circulated. Committee would make recommendation to full council to adopt these regulations.

 


 

6. Any Other Financial Business

No further items for discussion.
