QUEENSFERRY COMMUNITY COUNCIL

Minutes of the meeting of the Finance Committee held

7.00pm Monday 1 March 2004 at the Community Centre, Sandycroft.

 

    Present:

    Councillors: J. D. Vyse (Presiding) D. Clare, Mrs. L Clare, A. Parry and the Clerk/RFO

 


 

    1.Apologies: 

  • Councillor J Barker 
  • Councillor B. Humphries

 


 

    2.Matters Arising From the Minutes

  • The Clerk/RFO circulated a ‘balance sheet’ at 1st March and reminded the Committee that the present amount in Standing Orders of £500 for purchases etc should be raised to a more realistic sum.
  • Makro stores had made a financial contribution, of one thousand pounds for refurbishment of the Civic Chain. 

 


3. Discussion of Report to be sent to the Welsh Assembly Government re: Future Potential of Community & Town Councils

After discussion, Councillors agreed on the following;

  • Business rates should be re-instated/ Re-allocation of boundaries to save dividing       communities & to even out the spread of the electoral role.
  • Training opportunities – query as to who is funding? Would the Welsh Assembly Government be arranging the training funding?
  • Direct services payment, instead of payment, as at present, made through the County Council
  • This Community Council would welcome more responsibilities if the monies were paid to them to enable them to carry out the responsibilities and duties.
  • More input into planning applications, and a representative from the Community Council to attend Planning meetings.

 


    4.    To Consider Membership to One Voice Wales and the costs involved.

The committee agreed that the council should belong to an organisation, therefore after discussion, it was Proposed by Cllr. J D Vyse and Seconded by Cllr. D Clare, and all agreed that the recommendation would be made to the full council meeting, that Queensferry Community Council becomes a member of One Voice Wales. The cost being £184 for 2004/05

 


    5. To Consider the costs of the recent destruction of litter bins and street lights.

After discussion it was agreed that this item be discussed at the main council meeting and as it was known and witnessed that a young person had damaged street lights in Sandycroft, a bill for the damage should be sent to the parents.

The Clerk would obtain a quotation from the electrical contractor for fitting anti vandal bands to street light columns in venerable areas.

 


 

    6. Update from the External Auditor – 

A ‘clean’ report had been sent, with a questionnaire on what the Clerk/RFO thought of the procedure. The Clerk would be informing the External Auditor, that the books were ready for Internal Auditor well in advance of when the Internal Audit had been called, and if Internal Audit was earlier it would therefore improve the time scale between the books return and the External Audit date.

 


 

    7. Any Other Financial Business.

  • Representative from Queensferry Ward to be invited to join the Finance Committee / arrangements would be put in hand at the full council meeting.

 


 

     8.  Time/ Date of Next Meeting. 7.0pm Monday 26 April 2004
